National IT Officer
The World Food Programme Somalia activities
include food assistance for relief, emergency school feeding, humanitarian air
and logistics services, food coordination and emergency rehabilitation
projects.

Responsibilities
·
Participate in the development and
implementation of WFP Country Office IT/TC plans, processes and procedures
aligned with regional and wider WFP strategies and policies to facilitate efficient
and effective Information Technology services;
·
Draft IT related budgets, including
Annual Procurement Plan in consultation with stakeholders at the Country Office
& Area Offices; participate in preparation of budget revisions as
necessitated by operational circumstances;
·
Develop and maintain IT/TC systems
and networks, ensuring appropriate data security and access controls
considering both local and wide area network issues and enabling users to get
maximum benefits from them;
·
Implement and test new hardware for
improving and upgrading system performance; install any technology upgrades as
required;
·
Develop business cases, technical
specifications and tender documents to facilitate procurement of IT/TC
equipment and services at minimum cost, in line with WFP rules and regulations;
manage contracts with service providers, ensure all offices are adequately
equipped;
·
Draft reports on IT/TC activities,
investments and costs, identifying trends/issues and proposing solutions to
increase cost-efficiency;
·
Provide advice to managers and users
to resolve complex issues, understanding their needs and ensuring IT policies,
procedures, systems and tools are correctly applied to support them;
·
Maintain effective partnerships with
colleagues and external partners, to foster information exchange and support to
meet service requirements;
·
Contribute to emergency preparedness
and contingency planning, providing technical recommendations and monitoring
the management of risks, so that WFP can maintain basic IT services and/or
quickly respond and deploy resources to affected areas at the onset of a
crisis;
·
Draft operational plans and manage
resource requirements at the onset of an emergency;
·
Align IT service to the corporate
catalogue; build and document processes in compliance with ITIL best practices;
lead the implementation of incident management; and implement change and
configuration management;
·
Participate in the capacity building
of staff, collaborating with colleagues in the IT division to design and
deliver corporate training policies and programs aimed at developing
skills/knowledge in IT and TC;
·
Review IT Standard Operating
Procedures (SOP) for consistency with the changing environments and
adjust/recommend revision to ensure consistency with the changing operational
environment;
·
Perform other duties as assigned by
supervisor or Management.
Qualifications
·
Advanced university degree in
Computer Science, Engineering or other relevant field, or First university
degree with additional years of related work experience.
·
At least three or more years of
postgraduate professional experience in the development of IT governance
strategies, policies and system architecture.
·
Experience in acting in an IT
advisory capacity to Country/Sub Office leadership, coordinating and managing
small or medium size projects, assisting in change management procedures,
activities and processes, and successful installation or testing of new
hardware for improving or upgrading ICT systems performance.
·
Candidates should have ground-level
experience implementing IT/TC systems in emergencies, proven experience
analyzing ICT service management results and developing service enhancement recommendations
and has participated in the negotiation, evaluation and management of IT
contracts with service providers at HQ and field office.
·
Fluency in both oral and written
communication in English is a requirement.
·
IT industry skills such as CCNA, ITIL,
COBIT, Project Management and Information Security is desirable. In depth
knowledge of WFP corporate policies and guidelines in the related field would
be an added advantage.

Responsibilities

Assist in providing the procedural
and technical support to staff within the areas of finance and budget, to
ensure compliance with WFP financial policies, rules and regulations;
·
Monitor monthly expenditure forecasts
and provide expenditure reports in order to facilitate informed
decision-making;
·
Monitor the sub-imprest bank and
petty cash accounts regularly, to ensure that adequate funds are available and
appropriately disbursed;
·
Verify vendor claims, advances and
other receivables and observe appropriate procurement procedures, to ensure
that suppliers are paid in a timely manner and in conformance with WFP finance
rules and regulations;
·
Assist in compiling information from
various sources in order to prepare reports relating to budgets, accounting,
finance and statistics;
·
Retrieve, format and validate
information obtained from various financial information systems and bring any
discrepancy or inaccuracy to the attention of the supervisor and follow up
corrective actions;
·
Perform administrative duties related
to the monitoring and recording of fixed assets, spend on fuel and spare parts
of vehicles and generators, to ensure that the databases are accurately
updated;
·
Maintain the web-based register for
the invoices and payment transfers and record paperwork, to ensure that all
documents are maintained and filed in compliance with WFP standards and
guidelines;
·
Monitor and record all expenses in
line with approved budget in order to ensure that correct expenditure costs are
charged and payments to external suppliers, cash grants and other supplier
invoices are processed in a timely manner;
·
Provide guidance and on-the-job
training to other support staff, to ensure services are delivered consistently
and to the required standards;

Qualifications
·
Secondary school education.
Additional training in Accounting or related field is an advantage.
·
At least four years of progressively
responsible work experience in Finance, accounting, audit or other related
field.
·
Fluency in both written and spoken
English is a requirement.
·
Experience utilizing computers,
including word processing, spreadsheet and other WFP standard software packages
and systems. General knowledge of UN system policies, rules, regulations and
procedures governing the area of work.

Qualifications

Statistics , Political / Social Sciences , International Development Studies ,
Gender / Women’s Studies , Economics or Sociology ;

Preference for Advanced Degree
holders (MA, PhD) , and either academic or proffessional training in socila
research methods , including gender analysis.

Language:
Proficiency in written and spoken French and or English
·
Minimum 2 years of proffesional
experience in conducting social research and gender analysis ( internship may
be counted)
·
Demonstrated strong understanding of
gender equality and womens empowerment issues , particularly in the food
security and nutrition sector
·
Strong Understanding of gender
concepts and demonstrated experience in applying gender analytical tools and
conceptual frameworks
·
A demonstrated ability( through
precious similar assignments ) to analyse , compile , and synthesise
information in coherent and succint formats;
