Job Vacancy: Program Manager (Youth)
FT / PT: Full-time, 40 hours per week

Reports To: Director, Youth & Talent
Supervises: Program Officers

Starting August 2017, ziziAfrique is implementing the Ujana 360 project, which carries both management and implementation components.
The project is managing grants for a partner in building youth capabilities (whole youth development) for work and life, targeting youth aged 18 to 25 years.
In addition to this, Ujana 360 is consolidating evidence on what works in ensuring holistic development of youth for increased employability and success in life outcomes, and developing and trialling TVET-approaches to achieve this, through collaboration with practitioners.
In this inaugural phase, the geographical target is Kenya, while building connections to other actors in Africa and globally.
The Program Manager will lead aspects of advocacy (build connections to and nurture relationship with in the Ministry of Education (TVET), TVETA, civil society partners and academic in TVET), communication (to policy and public audiences), as well as monitoring and learning.
The Manager will deputize the Director (Youth and Talent) in all matters to deliver the project outputs.
S/he will supervise the Assistant Program Officers, and act as budget holder for all project budgets.
Responsibilities
Program Management (30%)
1.   Manage the ‘Building Youth Capabilities for Work and Life’ program at ziziAfrique. Serve as the program budget holder
2.   Ensure full compliance to organizational policies, while ensuring that all requirements by the funding partners are met on timely and quality basis
3.   Support the Director in Program staff management and directly supervise the Assistant Program Officers and interns
Policy Networks (20%)
1.   Promote organizational understanding of the TVET policy landscape and maintain up to date documentation of the policy (and curriculum) changes in TVET
2.   Lead connection to policy actors, in ensuring that the Program gains respect in the sector and builds sustained relationship with the key players in TVET in Kenya
3.   Support the Director in convening and coordinating the Global Advisory Committee for the Program
TVET PRACTITIONERS (20%)
1.   Convene the Values and Life Skills (VaLi) Working Group in TVET. Maintain clean records of the Working Group and provide leadership for the working group to deliver on its purpose
Manage the process of collaborative development of Whole Youth Development approaches in TVET, working with 10 sampled TVET practitioners
COMMUNICATION (10%)
1.   Coordinate the development of a communications strategy (for policy and public) for the program and manage its implementation
2.   Maintain all documentation for Program communications, and support the Director as spokesperson for the Program
LEARNING, MONITORING AND EVALUATION (15%)
1.   Support the development (and regular review) of a monitoring and learning framework for the program
2.   Promote overall learning, knowledge production and sharing, nationally, regionally and globally
3.   Lead the monitoring and reporting of all the program activities and outputs
4.   Coordinate the periodic program evaluation
OTHER (5%)
1.   Contribute to the achievement of Zizi’s overall mission, as member of Management team
2.   Attend and fully participate in staff meetings and retreats as required
3.   Contribute to such other duties as may be required from time to time
Key attributes
1.   Outstanding understanding of the youth landscape in Kenya (and Africa by extension). S/he must be conversant with the issues and possibilities in promoting youth skills and employability
2.   Proven connection to the Youth/skills actors. S/he must already be in touch with the TVET sector, either having been involved in studying it, or playing any other key role in this sector.
3.   Passionate about youth participation and transformation. The person must demonstrate passion, and convince on the importance of youth engagement. They must have a story to tell about their contribution to this space, at personal or institutional level
4.   Creative energy. Creative thinker, able to think disruptively on the possibilities for action in building the skills of youth. Must inspire new thinking, and present a posture of listening and learning.
5.   Good communicator. A good oral communicator, able to express themselves and pass the point forward. Must have written/published something, for any audience, and practically demonstrate good writing skills
6.   Knowledge of Monitoring and Learning theory and practice. The person must have participated and grown skills in monitoring and learning. They must have concrete ideas on how to monitor, document, report and promote learning.
7.   Graduate qualification in education or social sciences, with preferable research experience in Technical and Vocational Education
