The Elizabeth Glaser
Paediatric AIDS Foundation is a global leader in the fight against pediatric
HIV and AIDS, working in 15 countries and at over 7,000 sites around the world
to prevent the transmission of HIV to children, and to help those already
infected.
Through a grant from UNITAID,
EGPAF will introduce and scale-up innovative point-of-care (POC) early infant
diagnosis (EID) in nine African countries. This four-year project will procure
and distribute more than 297 POC EID platforms and 350,000 POC EID tests.
The Project will enable the
testing of up to 300,000 HIV-exposed infants, resulting in increased pediatric
HIV diagnosis, earlier initiation of infants on ART, increased pediatric ARV
coverage, and improved survival of HIV-positive infants.
Job Summary: Under
the overall supervision of the Country Implementation manager with a dotted
line to the Strategic Information and Evaluation Advisor, SIEO will support
establishment, expansion and implementation of a robust monitoring and
evaluation strategy/plan for the Unitaid Project that compliments
Implementation and Expansion of High Quality, Sustainable and Comprehensive HIV
Prevention, Care and Treatment Programs in Homa Bay County.
The Strategic Information and
Evaluation Officer will work to ensure furtherance of the Unitaid Project goals
and objectives through continuous quality improvement, data quality
assessments, technical assistance and capacity building to Unitaid Project technical
staff, health care workers, and data management staff based at the county,
sub-county and facility level in support of strategic information
activities.
S/he will provide oversight
to the Data management officers and all other SI, M&E and data management
components within the Unitaid Project and at the facility level.
Key Responsibilities
- Ensure
regular, complete, accurate, timely and quality monitoring reports from
health facilities on all required indicators
- Work closely
with the EGPAF Project’s Strategic Information and Evaluation
Advisor or his/her designate and project technical team to manage all data
entry related activities and ensure maintenance of up to date project data
bases including DATIM, EKMS, etc. as needed
- Work with the
Facility staff and County and Sub County Health Records and Information
Officers to ensure timely data collection, collation and reporting into
the DHIS
- Oversee joint
DQA with the County and Sub-County HRIOs at supported facilities
- Conduct
targeted mentorship and supportive supervision on documentation and
reporting at supported facilities
- Support EMR
implementation within EGPAF facilities in collaboration with health
informatics lead IP.
- Support
facilities to maintain up to date performance dashboards
- Provide timely
feedback to the County, Sub-county and facilities for decision making
- Conduct
monthly facility and sub-county data and performance review meetings for
supported facilities
- Represent the
EGPAF at County/Sub-county Stakeholder and Technical Working Group meetings
Required skills and
experience:
- Bachelors /
Diploma in Biostatics, Health Information Management Systems, IT, Health
Records and Information or related field from a recognized institution of
higher learning and a certificate in M&E related courses
- Minimum of 3
years’ experience on monitoring and evaluation and data management for a
HIV program
- Familiar with
NASCOP HMIS tools, DATIM and other PEPFAR reporting requirements
- Experience in
providing on site mentorship to health care workers on HMIS, cohort
analysis and other SI related issues
- Experience in
providing support to EMR implementation at site level
- Proficiency in
computer packages for generating and analysis reports.
- Experience in
use of visual analytics tools is an added advantage
- Proficient
in statistical analysis packages (SPSS/STATA/R etc)
- Experience
with managing and coordinating teams
- Ability to
build and manage strong working relationships among diverse stakeholders
- Ability to
work effectively in a busy, high pressure team environment
- Ability to

activities in 19 countries and nearly 6,000 sites to implement prevention, care
and treatment services; to further advance innovative research; and to execute

In Kenya, EGPAF works in
partnership with the Ministry of Health and various County Governments to
support HIV Prevention, Care and Treatment in 12 counties.
EGPAF is mainly funded by
PEPFAR through the Centers for Disease Control and Prevention (CDC) and the
United States Agency for International Development (USAID).
Position Details: Under the supervision of the principal investigator, the PHE officer will serve as the principal technical and administrative liaison for specific studies conducted by EGPAF Kenya; coordinate and administer study associated activities.

planning and ensure that pre-established work scope, study protocol, and
regulatory requirements are followed.
S/he will also oversee and
coordinate all technical aspects of the studies and the provision of administrative
services, including recruitment supervision of research support staff and
developing and maintaining recordkeeping systems and procedures.

- Participate in
protocol development.
- Plan and
coordinate the initiation of the studies.
- Prepare
research protocol for submission to ethical review board and address
comments raised by ERC.
- Maintain all
required regulatory documentation for each active protocol.
- Participate in
development of necessary tools and resources including protocol
implementation plan and SOPs to implement the studies.
- Plan and
coordinate translation of study tools as needed.
- Plan,
implement, and maintain data collection systems in collaboration with data
management unit in support of the study.
- Plan and
coordinate recruitment of research assistants as appropriate to the study
- Provide
support for study-related training activities.
- Support data
collection, quality control and cleaning.
- Monitor the
progress of research activities; develop and maintain records of research
activities, and prepare periodic and ad hoc reports, as required.
- Liaise with
officials from the county and sub county health department during the
study implementation as appropriate.
- Liaise with
the Public Health Evaluation Lead to provide supervisory oversight of
project staff, as well as guidance and support for effective
implementation.
- Coordinate
provision of study updates throughout implementation and dissemination of
results at the end of the study.
- Work closely
with PIs or project managers to monitor project expenditures ensuring that
they are in line with the budget.
- Able to travel
to various EGPAF offices on a need basis.
Qualifications:
- A bachelor’s
degree in Sociology, Social Studies, public health, Population
Studies / Demography, Health Promotion or related field from a recognized
institution
- Masters degree
in a relevant field will be an added advantage
- 3-5 years
proven experience working with operations research including community
research
- 3-5 years of
proven experience working with health programs in Kenya

work well independently and within a team
- Current
knowledge and understanding of HIV/AIDS issues in the health sector
- Understanding
of both quantitative and qualitative research methodologies and research
