Pursuant to the provisions of Section
45 of the County Governments Act, No. 17 of 2012, Makueni County Public Service
Board hereby invites applications from qualified, result oriented and
self-motivated citizens to fill the following vacancies in the County
Government.
The Chief Officer shall be the
accounting and authorized officer in a specific department and shall be
responsible to the respective County Executive Committee Member. Applicants
should specify the portfolio for which they are applying for.

Duties
·
General administration and
coordination of the respective County Department;
·
Initiating, developing and implementing
policies and sector plans;
·
Formulating and implementing
effective programs to attain County’s vision 2025 and sector goals;
·
Developing and implementing
Departmental strategic plans;
·
Promoting and Ensuring compliance
with National values and Principles of good governance as outlined in Article
10 and 232 of the Constitution of Kenya;
·
Determining, managing and developing
department’s workforce including implementation and monitoring of performance
management systems;
·
Overseeing management of finances,
preparation of budget estimates, annual work plans and programmes;
·
Performing any other duties as may be
assigned by the Governor, Deputy Governor or the Executive Committee Member
from time to time.
Requirements
For appointment to this position, the
person should:
·
Be a Kenyan citizen;
·
Be a holder of at least a first
degree in the relevant field from a university recognized in Kenya;
·
Possession of a master’s degree in
the relevant field will be an added advantage;
·
Have relevant knowledge and
experience of not less than ten (10) years in a senior position in the Public
·
Service or Private Sector in the
portfolio applied for, five of which should be in a managerial position;
·
Be conversant with the Constitution
of Kenya and all the devolution laws;
·
Must be a member of a professional
body relevant to the position applied for and in good standing;
·
Demonstrate a thorough understanding
of devolution, the County Development objectives and Vision 2030;
·
Be a strategic thinker and result
oriented;
·
Satisfy the requirements of Chapter
Six of the Constitution of Kenya 2010 on Leadership and integrity;
·
Have excellent communication,
organizational and interpersonal skills;
·
Have capacity to work under pressure
to meet timelines;
·
Have ability to work in a
multi-ethnic environment with sensitivity and respect for diversity;

Demonstrate understanding and

Chairman
The Chairman will provide leadership
to the Board and ensure its effectiveness in all aspects of its governance role
of providing oversight on the affairs of the Authority.
Duties
The specific duties and
responsibilities shall include:
·
Chairing the Board of the Makueni
Fruit Development and Marketing Authority;
·
Provision of policy direction
relating to the Authority mandates and its objects;
·
Setting the Board agenda, with the
MD;
·
Leading the board in discussing and
approving the strategic plan and annual budgets of the Authority presented by
the management;
·
Putting in place and maintaining an
effective governance structure including Board Committees to manage the affairs
of the Authority in alignment to legal requirements;
·
Ensuring that the Authority operates
to the highest standards of corporate governance and executes its mandate in a
timely manner;
·
Developing the Board’s key relationships
with County Government and other stakeholders as well;
·
Communicating the role of the
Authority;
·
Ensuring the Authority effectively
fulfills its statutory objectives, general functions and duties and
appropriately exercises its legal power;
·
Ensuring decisions of the Authority
are implemented appropriately;
·
Fulfilling duties of a representative
and a spokesperson of the Board;
·
Performing any other duties as may be
assigned by the Executive Committee Member, Governor or any other written law;
Requirements
For appointment as the Chairman of
the Authority, the person should:
·
Be a Kenyan citizen;
·
Be a holder of at least a first
degree from a university recognized in Kenya;
·
Possession of a master’s degree will
be an added advantage;
·
Have relevant knowledge and post
Qualification experience of not less than ten (10) years in the Public Service
or Private Sector, five of which should be in a Senior and governance position;

Members of the Authority
The duties and responsibilities of
the members shall include:
Duties
·
Approving and overseeing the
implementation of the strategies, policies and budget of the Authority as well
as promoting best practices in, and propose mechanism and or policies to
regulate, the production, processing and marketing of fruit and fruit products;
·
Facilitating the formulating
additional standards and strategies on/or fruit development and monitoring
their delivery as well as partnering with public sector agencies and other
parties for the development the fruit value addition infrastructure;
·
Recommending to the County Government
strategic interventions required in the fruit subsector;
·
Ensuring compliance of any law or
regulation on the functions of the Authority; and
·
Performing any other function vested
upon the Board, by the Act.
Members Of The Authority
JobRequirements
For appointment as a member of the
Authority, the person should:
·
Be a Kenyan citizen;
·
Be a holder of at least a first
degree from a university recognized in Kenya or its equivalent;
·
Possession of a master’s degree will
be an added advantage;
·
Have relevant knowledge and
experience of not less than ten (10) years in any of the following fields: –

Water Operator

The Water Operator will be involved
in operation and maintenance of the water supply.
Duties
The specific duties and
responsibilities shall include:

Water treatment;
·
Chemical dosage;
·
Ensuring functionality of
sedimentation;
·
Coagulation and flocculation;
·
Maintenance of clean water tanks;
·
Checking water supply operation and
taking meter readings;
·
Effecting cut-offs;
·
Customer connections;
·
Water supply intake maintenance;
·
Inspection of pipelines;
·
Inspection of air valves, sluice
valves, wash outs and any other installations;
·
Updating piping reticulation plans;
·
Laying and inspecting new pipelines;
·
Making daily monthly returns and
·
Performing any other function
assigned to you from time to time.
Requirements

Authority, the person should:

Be a holder of at least KCSE Mean
grade of D+;
·
Be a holder of at least Complete
water operator course or its equivalent;

Have relevant knowledge and
experience of not less than three (3) years in in this field;

Production Manager

Terms of Service: 3 years Contract
The incumbent will be expected to
plan, organize and control production in the organization to ensure that goods
are produced efficiently, on time, within budget and stipulated quality
standards.
Duties
The specific duties and
responsibilities shall include:

Planning production schedule,
controlling and adjusting as required;
·
Managing human Capital and other
resources to meet production targets;
·
Making decisions about equipment use,
maintenance, modification and procurement;
·
Working out and implementing standard
operating procedures for production operations;
·
Ensuring that standard operating
procedures are adhered to;
·
Ensuring implementation and adherence
to health and safety procedures;
·
Setting up and monitoring product
quality standards;
·
Implementing and enforcing quality
control and tracking programs to meet quality objectives;
·
Analyzing production and quality
control to detect and correct problems;
·
Determining and implementing
improvements to the production process;
·
Preparing and maintaining production
reports;
·
Monitoring and reviewing the
performance of staff and organize necessary interventions for improvement;
·
Estimating production costs, set
targets, manage and implement cost control;
·
Ensuring efficient collaboration and
co-ordination between relevant departments including procurement, distribution
and management and
·
Performing any other function
assigned to you from time to time.
Requirements

Authority, the person should:

Be a Kenyan citizen;

Be a holder of at least Bachelor’s
degree in Food Science or Chemical & Process engineering, Mechanical
·
Engineering or equivalent from a
university recognized in Kenya;

Have relevant knowledge and
experience of not less than five (5) years in in production and manufacturing
processes and techniques;

Possess Knowledge of raw materials
and quality systems and standards;
·
Have relevant knowledge and
experience in health and safety standards and compliance;
·
Possess Knowledge of process
improvement techniques;
·
Have knowledge and understanding of
business, finance and management principles;
·
Knowledge of human resource
principles and practices;

Possess knowledge of engineering and
