Entry Clerk - UNITAID Project
The Elizabeth Glaser
Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV
and AIDS, working in 15 countries and at over 7,000 sites around the world to
prevent the transmission of HIV to children, and to help those already
infected.
Through a grant from UNITAID,
EGPAF will introduce and scale-up innovative point-of-care (POC) early infant
diagnosis (EID) in nine African countries.
This four-year project will
procure and distribute more than 279 POC EID platforms and 300,000 POC EID
tests worth an estimated total cost of US$ 24 million.
The Project will enable the
testing of up to 300,000 HIV-exposed infants, resulting in increased pediatric
HIV diagnosis, earlier initiation of infants on ART, increased pediatric ARV coverage,
and improved survival of HIV-positive infants.
Job Summary: Under the guidance of the Strategic Information and Evaluation Officer, the Data Entry Clerk will work to ensure success of the EGPAF Project’s agenda of improving POC EID through continuous quality improvement, data quality assessments, technical assistance and capacity building to EGPAF Project’s technical staff and health care workers at the National, Regional and facility level in support of strategic information activities.
Job Summary: Under the guidance of the Strategic Information and Evaluation Officer, the Data Entry Clerk will work to ensure success of the EGPAF Project’s agenda of improving POC EID through continuous quality improvement, data quality assessments, technical assistance and capacity building to EGPAF Project’s technical staff and health care workers at the National, Regional and facility level in support of strategic information activities.
S/he will provide support to
M&E and data management components within the EGPAF Projects and at the
facility level.

Key Responsibilities
- Assist the
EGPAF UNITAID SI&E Officer to ensure regular, complete, accurate,
timely and quality monitoring reports from health facilities (regions) on
all required indicators;
- Work closely
with the EGPAF UNITAID SI&E Officer and project technical team to
manage all data entry related activities;
- Work with the
Facility staff and Field Support Staff to ensure timely data collection
and reporting to EGPAF Country Office;
- Assist in
basic analysis of data and provide timely feedback for decision making;
- Assist and
participate in DQA at supported facilities;
- Assist and
participate in targeted mentorship and supportive supervision on documentation
and reporting at supported facilities;
- Support
monthly Regional data review meetings for supported facilities;
- Participate to
any other documentation process of project activities.
Required Qualifications
- Bachelors in
Biostatics, Health Information Management Systems, IT, Health Records and
Information or related field from a recognized institution of higher
learning and a certificate in M&E related courses
- Minimum of 2
years’ experience on monitoring and evaluation and data management for a HIV
program
- Familiar with
national HMIS and NASCOP EID system and reporting requirements
- Experience in
providing on site mentorship to health care workers on HMIS, cohort
analysis and other SI related issues
- Experience in
providing support to EMR implementation at site level
- Proficiency in
computer packages for generating and analysis reports
- Experience
with managing and coordinating teams
- Ability to
work effectively in a busy, high pressure team environment
- Ability to
prioritize workload and demonstrate outcomes on strict deadlines
- Commendable
knowledge & skill in monitoring & evaluation activities
- Strong
analytical skills
- Strong oral
and written communications skills
