Description of Saferworld Somalia / land programme: Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security.
We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.
Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn. We have well-established programmes in Kenya, Uganda, Somalia, Sudan, and South Sudan.
In addition, Saferworld supports regional and international conflict prevention and security processes.
The Somalia programme is managed from Saferworld’s Nairobi office with a field office in Hargeisa and a representative in Mogadishu. We are planning to open a full office in Mogadishu soon.
Saferworld’s Strategy 2014-2017 for Somalia/land has three core components.
·         Enabling statebuilding, governance and democratisation processes that are participatory, inclusive and accountable at state and federal levels.
·         Supporting the provision and implementation of security and justice services that are predicated on the principles of fairness and are accountable, accessible and responsive to the communities they serve.
·         To influence the role of external actors to enable participatory, inclusive and accountable governance at state and federal levels.
Description of the Restoring Stable Communities in Somalia (RSCS) programme
Saferworld has is conducting a 5-year programme supported by the Ministry of Foreign Affairs of the Kingdom of the Netherlands for the delivery of community security programming in Somalia.
The RSCS programme has three implementation sites—Mogadishu, Baidoa and Kismayo—and will be initially managed from Saferworld’s regional office in Nairobi, Kenya.
The programme has three principal strands. The first, in conjunction with local partners, will oversee the creation of Community Action Forums (CAFs) that will complete conflict assessments of their local contexts, identify security concerns affecting the community and work with local security actors to establish ways in which these can be addressed.
The second strand will see Saferworld directly establish federal member state-level Police Advisory Committees (PACs) consisting of civil society representatives, former police officers, lawyers and government officials who will undertake regular monitoring visits of police stations in order to assess and advocate for improvements to be made.
The third strand will ensure that learning from both the PACs and CAFs is utilised to advocate for community policing and security sector reform.
Job Purpose: The Programme Coordinator (PC) will oversee various activities of the RSCS project in Jubaland, which include working with local partners, government administrations and other stakeholders in various localities and districts, as well as coordinating field activities with the programme Manager and other team members involved in the programme.
Key areas of responsibility
Planning and implementation of programme activities.
·         Liaise between the programme manager, partners, local administrations and other stakeholders in Jubaland to implement the project
·         Take the lead in Community security assessments (CSAs), including data-gathering, analysis, and dissemination of results to local-level stakeholders, and use the findings to inform community action plans, dialogues, debates, advocacy, and awareness-raising activities.
·         Ensure Community Action Forums (CAFs) are formed at the local level and work collaboratively with them on local security issues.
·         In coordination with the local implementing partner, facilitate meetings and dialogues within communities and between communities and state authorities through the CAFs to collaboratively identify local security issues and plan responses
·         In coordination with the local implementing partner, ensure PACs are formed, hold regular discussion with CAFs, regularly monitor and oversee police conduct and provide paralegal support to vulnerable detainees.
·         Facilitate the implementation of programme activities as per the annual work plan in a timely, systematic and efficient manner.
·         Support the programme manager on monitoring of project outputs and results.
Coordination
·         Develop networks of partnerships at the local level to ensure ownership and sustainability of project actions
·         Facilitate coordination among local level stakeholders to ensure smooth and timely implementation of activities
·         Coordinate between national level and local level stakeholders to ensure implementation of activities in a timely and efficient manner.
·         Represent and speak on behalf of the RSCS programme to the Jubaland administration and other stakeholders at various levels, such as policy and decision-makers and other INGOs and NGOs.
Monitoring, Evaluation and Learning:
·         Undertake rigorous monitoring against the annual work plan at the field locations to ensure that programme activities are on track
·         Undertake regular monitoring against the monitoring and evaluation plan to ensure that the project is achieving the desired results
·         Maintain thorough progress monitoring reports, and provide quarterly financial and narrative progress reports for the programme in a timely manner
·         Ensure learning from local CAF activities and regional PAC monitoring is fed into policy through advocacy and advocacy briefings.
·         Support the development of regular reports, including donor reports.

Terms & Conditions
·         Location: Kismayo
·         Salary: $30,336 – $34,000 gross per year
·         Probation: There will be a probationary period of three months
·         Leave entitlement: 28 days annual leave in addition to relevant public holidays
·         Hours: Standard working week is 37.5 hours, Sunday to Thursday. Due to the nature of the position additional hours can be expected.
