HR Management Assistant III
JG ‘H’ (4 Posts)
This is the entry grade for this cadre. An offer at this level will be deployed in a human resource management unit in Ministries/ Departments and will handle simple tasks of analytical nature.
The officer may be required to implement certain decisions within the existing rules, regulations and procedures. An officer at this level will supervise clerical officers and other supporting staff.

Requirements

·         At least C- in the Kenya Certificate of Secondary Examination (KCSE);
·         A diploma in Human Resource Management, Records Management or its equivalent from a recognized institution.
Promotion for appointment to this grade, an officer must:
·         Have served in the grade of Senior Clerical Officer for at least three (3) years;
·         Part I of the Certified Public Secretaries (K) Examination or its equivalent;
·         A Certificate course in Human Resource Management, Records Management, Complement Control, Pensions, Salaries;
OR
·         A diploma in Human Resource management or records management or its equivalent from a recognized institution;
·         Have shown merit and ability as reflected in the work performance and results.
·         Possess current statutory clearances: KRA, HELB, EACC and CID (certificate of good conduct).

Clinical Officer
Job Group ‘K’ – 2 Posts
This will be the entry grade and training grade for this cadre. An officer at this level will work under the guidance of a senior officer.

Responsibilities

·         Taking history, examination, diagnosing and treating patients’ ailments at an Outpatient/Inpatient health facility;
·         Guiding and counselling patients, clients and staff on health issues;
·         Referring patients and clients to appropriate health facilities;
·         Assessing, preparing and presenting medico-legal reports, coaching and mentoring students on attachment;
·         Carrying out surgical procedures as per training and skill;
·         Organizing health management teams and convening health management committee meetings;
·         Collecting and compiling data for research on clinical services issues.

Requirements

·         Bachelor’s degree in Clinical Medicine from a recognized institution;
·         Certificate of Registration from the Clinical Officers’ Council; and
·         Certificate in computer application skills from a recognized institution

Principal HR Management Officer
JG “N” (2 Posts)
An Officer at this level will be responsible to an Assistant Director of Human Resource Management for planning, co-ordination, organization and direction of Human Resource Management Services in a Department

Responsibilities

·         Analyzing the staffing levels and making proposals for succession planning;
·         Analyzing utilization of human resources in the Department and advising on proper deployment;
·         Analyzing staff progression and making proposals for career development; and
·         Ensuring the correct interpretation and implementation of human resource regulations including pensions, salary administration, labour laws and other statutes that impact on human resource.
·         Any other duties as maybe assigned by the head of department

Requirements

·         Serve as a Chief Human Resource Management Officer or in a comparable and relevant position in the Public
·         Service for a minimum period of three (3) years
·         A Degree in social science, such as government, sociology, economics, Public/ Business administration, Human resource/ Personnel management from a recognized university/ institution.
·         Management course lasting not less than four (4) weeks
·         Shown merit and ability as reflected in work performance and results.
·         Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).

Registered Nurse I
Job Group `K – 11 Posts

Responsibilities

·         Assessing, planning, implementing nursing interventions and evaluating patient’s outcomes;
·         Diagnosing common health conditions;
·         Providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMC,
·         Integrated Management of Adolescents and Adulthood illnesses (IMA, immunization and reproductive health;
·         Providing health education and counseling to patients/clients and community on identified health needs;
·         Referring patients and clients appropriately;
·         Facilitating patients’ admission and initiating discharge plans;
·         Maintaining records on patients/clients health condition and care; ensuring a tidy and safe clinical environment;
·         Collecting and collating data for research;
·         Evaluating healthcare outcomes on patients/clients and preparing individualised reports;
·         Conducting assessment of schools health needs;
·         Planning, implementing interventions and preparing periodic reports;
·         Identifying occupational health needs and making appropriate recommendations.

Requirements

·         Served in the grade of Registered Nurse II for a minimum period of three (3) years:’
·         Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered
·         Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered
·         Nursing/Mental Health and Psychiatry from a recognized institution;
·         Registration Certificate issued by the Nursing Council of Kenya;
·         Valid practicing license from the Nursing Council of Kenya;
·         Certificate in computer application skills from a recognized institution; and
·         Shown merit and ability as reflected in work performance and results.
·         Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).
