Planning, implementing and evaluating human resource activities such as recruitment and selection, performance management, training and development, pay and benefits as well as employee relations aimed at enhancing organisational efficiency, raising staff morale and increasing productivity

Human Resource Officer

Responsibilities

·         Assist the Human Resource Manager in reviewing and implementing human resource policies and strategic plans for the entire organisation as well as the human resource department
·         Work closely with other departments and divisions and assist line managers to understand and implement Human Resource policies and procedures within their respective units
·         Conduct consistent analysis for ICTA’s staffing needs and prepare annual human resource forecasts in consultation with functional unit heads
·         Facilitate staff recruitment – this includes developing job descriptions and person specifications, preparing job adverts, checking application forms, shortlisting, interviewing and selecting candidates
·         Maintain relevant staff records that will inform talent management efforts as well as career and succession plans for key resource people and key positions
·         Implement occupational health and safety policies and procedures
·         Administer staff benefits and allowances
·         Ensuring effective management and availability of human resources data
·         Manage human resource records
·         Implementing staff movement such as transfers, discharges, promotions
·         Assist in bench marking the staff regulations with other organisations and recommend updates in line with changing circumstances
·         Perform any other duties that may be assigned from time to time

Qualifications

·         Degree in Human Resource Management or Social Sciences
·         Diploma in Human Resource Management
·         Membership to a professional body e.g. IHRM
·         Five years relevant experience
·         Computer literate

Supply Chain Assistant
Department/Division: Supply Chain Management 
Grade: ICTA 8
The ICT Authority is tasked with rationalizing and streamlining the management of all Government of Kenya ICT functions. Its broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. The Authority also promotes ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan 2017.
Supporting ICTA’s operational requirements by identifying critical materials and services required for seamless operations within the organisation and ensuring that these are obtained in the right quantity and quality and at the right price

Responsibilities

·         Prepare and process tender and quotations documents as per approved procedures
·         Process the Agenda for the tender committees and assist in implementing the decisions thereof
·         Participate in tender opening
·         Receive procurement requisitions and verify that due process has been followed and proper documentation done
·         Raise and manage purchase orders through their life cycle and ensure approval of the same is given in a timely manner
·         Record purchased assets into the system
·         Verify supplier invoices against purchase orders
·         Preparing contracts agreements in accordance to tender provisions
·         Undertake inventory and stock control
·         Follow up with stores and finance departments to ensure prompt payment to suppliers.
·         Perform any other duties as may be assigned from time to time.

Qualifications

·         Diploma in Supply Chain and Logistics or related field
·         Two years relevant experience
·         Computer literate
·         Negotiation skills

Office Assistant

The ICT Authority is tasked with rationalizing and streamlining the management of all Government of Kenya ICT functions. Its broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. The Authority also promotes ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan 2017.
Responsible to the Administration Assistant for collection and delivery of mail within and outside the organization as well as photocopying, collation and distribution of simple documents

Responsibilities

·         Collect, deliver mail, parcels and documents both within and outside the organisation
·         Photocopy, collate, distribute mail, wrap parcels for posting and record incoming and outgoing mail
·         Occasionally relieve the switchboard operator
·         Run office errands e.g. making payments as assigned etc.
·         Perform any other duties as may be assigned from time to time

Qualifications

·         Certificate of Secondary Education (“O” Level)
·         Knowledge of the city and its environs well e.g. roads and buildings
·         Minimum one (1) year relevant experience in similar position

Accounts Assistant

The ICT Authority is tasked with rationalizing and streamlining the management of all Government of Kenya ICT functions. Its broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. The Authority also promotes ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan 2017.
Providing technical and administrative support to the Accountant to ensure timely and accurate maintenance of financial records

Responsibilities

·         Prepare payment runs, ensuring all payments are authorised as per the Authority authorised sign off limits
·         Assist in the timely and accurate settlement of the Authority’s due payments as delegated by the Assistant Accountant
·         Assist in the daily posting of banking payments into accounting software
·         Deal with the daily transactions for petty cash and ensure that reconciliations are completed on a weekly basis
·         Reconciliation of supplier statements as received
·         General administration and timely and accurate filing to support the finance team
·         Prepare bank transfers for payment

Qualifications

·         Bachelor’s degree in Commerce/Accounting or related field
·         CPA part I qualification or equivalent
·         One year experience in finance and accounting
·         Demonstrated knowledge of statutory and regulatory finance and accounting requirements
·         Knowledge of accounting packages
·         Computer Literate

Assistant Accountant
Division/Department:Corporate Services 
Grade: ICTA 7
The ICT Authority is tasked with rationalizing and streamlining the management of all Government of Kenya ICT functions. Its broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. The Authority also promotes ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan 2017.
Providing technical support to the Accountant to ensure the Authority’s consistent compliance to internal and external audit requirements and timely preparation of complete and accurate financial statements and reports

Responsibilities

·         Process and code invoices, credit notes and receipts
·         Gather, analyse and report on information about income and expenditure to support decision making and management planning
·         Assist the Accountant in preparing budgets and preparing forecasts of income and expenditure
·         Ensure there is a clear record of financial transactions (income and expenditure) in accordance with organizational and tax authority requirements
·         Prepare ledger balances, control accounts and statements, reconciling all the figures
·         Draft trial balances and financial statements
·         Identify and correct or refer any errors or accounting discrepancies
·         Prepare final accounts for review and approval of the Accountant
·         Provide cost and revenue information in the required formats to the relevant people
·         Perform any other duties as may be assigned from time to time

Qualifications

·         Bachelor’s degree in Commerce/Accounting or related field
·         A qualified accountant (CPA-K or ACCA)
·         Three years’ experience in finance and accounting
·         Demonstrated knowledge of statutory and regulatory finance and accounting requirements
·         Knowledge of accounting packages
·         Computer Literate
