The
Position: Reporting to the Finance Manager, the
jobholder is responsible to support all administrative and logistical issues
related to the management of the program implementation such as procurement, management
of program assets, stationary, telephone airtime, taxi claims, expense advance
requests and reconciliations etc.
Key
Responsibilities

Ensure that time-sheets are filled in
correctly by the program staff as well as other support staff that will be
charging the program before submitting the same to Program Accountant.

Ensure that the expense advance forms
as well as expense reconciliation forms are properly completed before
submission to Program Accountant.
·
Support procurement processes and bid
management process for efficient services acquisition by the program, as well
as contracting of the winners, in adherence to the donor policy.
·
Support recruitment of temporary
field staff in the field like the M&E data collectors / enumerators. Handle
their contracting process as well as contract renewal processes.
·
Keep logistic schedule for program
vehicles and the drivers operations
·
Support the bookings for transport
and accommodation for the program team
·
Manage program assets allocation,
stationery, telephone airtime, taxi and other claims and reconciliations among
others.

To ensure that the team is

Partnership Officer

The Position: Reporting to the Program Manager, the jobholder is to
support Partnerships Manager / Program Manager in the implementation of all
activities related to the program that aim to build farmer businesses and
creating sustained linkages between Producer Organizations and Market
Actors (i.e. Buyers, Processors, Off-takers, input providers, government
officials, research institutions, donor representatives and development
partners).
Key Responsibilities
·
Map out existing businesses in the
regions where m-Kulima will operate in a bid to link them up to producer
organizations and cooperatives that exist in those areas.
·
Assess the producer organization and
co-operatives volumes produced and align the produce to specific markets i.e.
traders, processors, retailers, wholesalers or exporters.
·
Evaluate the producer organization
and co-operatives needs in terms of quantities for inputs and align the need to
wholesale input providers, including innovative suppliers like i-procure.
·
Identify existing donor funded
partnerships and initiatives out in the field that m-Kulima could partner with,
in order to bring on board more smallholder farmers and hence assist in meeting
the targets.
·
Represent the program in local county
government forums and other stakeholder forums. Advice the program on the best
timing to have program open days and stakeholder forums.
·
Conduct specific business and
financial diagnostics to assess the financial health of small business that
purchase produce from m-Kulima supported producer organizations and
co-operatives, then plan capacity building sessions in a bid to improve finance
and business operations in a bid to expand their capacity to purchase more
volumes from smallholders.
·
Planning of activities to ensure that
the objectives of the program are met within the set timelines while optimizing
resources and maximizing impact.
·
Periodic reporting of the situation
on the ground to provide both data and anecdotal evidence of impact.
·
Develop timely and concise reports on
program implementation as prescribed under the program. Specifically contribute
the marketing piece of the quarterly donor reporting
The Person
For the above position, the

Program Officer

The Position: Reporting to the Program Manager, the jobholder is
responsible for Farmers’ mobilization, organization and capacity building for
financial inclusion aimed at increasing incomes and strengthening their skills
knowledge and social capital required to achieve sustainable economic
self-sufficiency.
Key Responsibilities

Mobilization and management of
farmers groups, producer organizations and farmers cooperatives
·
Capacity building and strengthening
of farmers groups, producer organizations and cooperatives for financial
inclusion

Promotion of sustainable agriculture
practices, soil and water conservation measures, diversified cropping, animal
husbandry, promotion of micro enterprises and related activities.

Conduct trainings and events in the
areas related to agribusiness development, sustainable agriculture and micro
enterprises

Support integration of KCB Commercial
agriculture products and services amongst the farmers and within farmer
organizations

Coordinate with concerned government

Program Manager

The Position: Reporting to the Head of Program, the jobholder is
responsible for Program management (farmer mobilization, access to markets and
access to finance), this include leadership on capacity building for the
producer organisations in the areas of governance, business and financial
literacy. Work planning and budget management as well partnerships management.
Key Responsibilities
·
Manage program, in the areas of
extension services with specific goals on farmers mobilized, number of
trainings conducted, inputs mobilized, and sales achieved by producer
organizations. Access to markets efforts supporting aggregation center model as
well as mobile based access to finance initiatives.
·
Work plan and budget management. Use
of resources (human and assets) allocated to create and follow the planned
activities to achieve set targets. Creation and adherence to set budget without
overspends/underspends and on time re-alignment if need be.
·
Creation of periodic reporting and
support of impact surveys in the allocated region. Weekly updates, monthly and
quarterly quantitative trackers, as well as qualitative monitoring reports as
required by the donors.
·
Partners Management by maintaining
good relations with the program donor/funders and other stakeholders including
input providers, buyers, government officials, donor representatives, official
program visitors etc.
·
Support and contribute to all
initiatives that lead to new business for the program.

Monitoring and Evaluation Officer

The Position: Reporting to the Monitoring and Evaluation Manager, the
jobholder will provide technical support in the planning and implementation of
monitoring and evaluation activities for the allocated country.
Key Responsibilities
·
Continuously issue feedback on
improving the program’s logical framework, including the Theory of Change
(ToC), Log frame and the Project Monitoring Plan (PMP) to reflect the situation
on the ground.
·
Managing and maintaining use of
monitoring systems by the Program Officers remotely. Processing and analyzing
to produce weekly, monthly and quarterly output monitoring reports through-out
the program life cycle.
·
Implement the baseline, mid-term and
end of program evaluation in accordance with the programs Theory of Change.
Consider more frequent annual surveys to respond to ad-hoc requests and allow
course correction to happen.
·
Implement country level adaptation
and use of standard templates and tools for key program deliverables. Work
closely with country teams to ensure that work plans are on target to meet
deliverables.
·
Manage program central database with
information from all data sources within country allocated, mine the database
to analyse and respond to ad-hoc requests from donors and internal senior
management.
·
Develop knowledge base, analysing,
documenting and sharing lessons from the knowledge base. Ensuring that the
knowledge flows transparently within country allocated. Create lessons that can
be shared to the country program operations team as well as external
stakeholders.
·
Manage sub-contractors within the
country allocated. Monitor and evaluate their effectiveness while giving recommendations
to country program team.
The Person

Project Accountant

The Position: Reporting to the Finance Manager, the jobholder is to
Support financial planning, disbursements and reconciliations for m-Kulima
program. Monitor expenditure and efficient use of resources. Update and
generate financial reports for the countries.
Key Responsibilities
·
Capture and interpret financial
requirements to the implementing country staff for the two m-Kulima countries.
·
Develop a billing schedule that
informs both program team and other support teams on how to bill their time to
the program and how to code expenses related to the program.
·
Provide overall co-ordination and
quality monitoring of m-Kulima team’s finances, capture proof of spend as
required by the donor.
·
Work closely with Program Managers to
ensure that program work plan and financial planning are synchronized.
·
Create program accounts in the
accounting system and report on program assets, expenses and surpluses
·
Maintain program-related records,
including contracts and change orders
·
Authorize the transfer of expenses
into and out of program-related accounts based on approvals
·
Review and approve supplier invoices
related to the program and all program-related billings to customers
·
Investigate program variances and
submit variance reports to the Finance and Administration Manager.
·
Investigate all program expenses not
billed to customers
·
Close out program accounts upon
program completion
·
Create and submit government reports
and tax returns related to programs
·
Compile information for internal and
external auditors, as required.

Project Budget Analyst

The Position: Reporting to the Finance Manager, the jobholder is to
support m-Kulima Program at country and regional levels in managing the overall
program finances and budgets, by monitoring spend by country / program level,
highlighting areas that need attention, ensuring budget spend by fund (donor’s
and KCB) is accurate and producing timely and accurate financial reports.
Key Responsibilities
·
Costs application development.
Provide leadership for budget preparation, formulation, presentation, and
execution as per proposal while entailing direct funding as well as in-kind
funding.
·
Grant award management. Financial
oversight of the successful implementation of the grants / awards ensuring
donor compliance, contractual obligations and accurate and quality financial
reporting.
·
Financial reporting. Work with
Program Accountant to ensure that each country program invoicing is in line
with initial donor funding and reporting expectations. Also support donor
financial verification processes, ensuring eligibility of all costs.
·
Consolidating the quarterly, mid-term
and annual country and program budgets in the template provided by the donor.
Ad-hoc requests for overview of the financial status of countries and program
as a whole, showing burn-rates, variances etc. hence advising Program Managers
on anomalies and remedial action to be taken.
·
Work with program managers and head
of program, to evaluate the performance of the program and adjust / re-align
funding as and when required, and communicate the changes to the donor.
·
Internal Audit Support. Work in
collaboration with the Finance and Administration Manager to monitor and review
accounting and related system reports for accuracy and completeness and report
to the Program Managers accordingly providing an overview of the financial
status of all program operations.
