The Anti-Doping Agency of Kenya (ADAK) was established by The Government of Kenya through the Anti-Doping Act No. 5 of 2016, with its powers vested in a Board, headed by a Chairman.
The key mandate of the Agency is to carry out Anti-Doping Education / Sensitization Campaigns and Doping Tests.
The Agency invites applications from suitable individuals to fill the following vacant position:
Manager, Compliance and Testing
Vacancy No. ADAK/1/1/2016
Number of Posts: One (1)
Grade ADAK 3
Salaries Scale: 164,100 – 222,000
Duties and Responsibilities
Duties and responsibilities will entail:-
1.    Coordinating implementation of anti-doping Compliance and Testing Policies, Strategies and Programs;
2.    Providing standard guidelines on the quality of testing equipment;
3.    Ensuring establishment of Registered Testing Pool (RTP) as per the International Standard for Testing and Investigation (ISTI);
4.    Publishing criteria for inclusion of sports persons into Registered Testing Pool;
5.    Identifying and engaging credible anti-doping facilitators for doping control process, TUE and Results Management (RM);
6.    Establishing cases on Anti-Doping Rules Violations;
7.    Submitting applications to the TUE Panel;
8.    Compiling and submitting investigation reports to the Results Management Panel;
9.    Implementing compliance policies, strategies and programs; and
10. Developing standard manuals on compliance.
Requirements for Appointment
For appointment to this grade, an officer must have:-
(i) served in the grade of Assistant Manager, Compliance/Testing Officer for a minimum period of three (3) years;
(ii) Bachelor’s degree in any of the following disciplines:- Physical Education, Sports Science or Leisure and Recreation Management from a recognized institution.
OR
Bachelor’s degree in Social sciences with a Post-Graduate Diploma in Sports Administration and Management from a recognized institution.
(iii) Master`s degree in any of the following disciplines: – Physical Education, Recreation Management, Exercise and Sports Science from a recognized institution.
OR
Master’s degree in Social sciences with a Post-Graduate Diploma in Sports Administration and Management from a recognized institution.
(iv) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution.
(v) Senior Management Course lasting not less than four (4) weeks from a recognized institution.
(vi) Certificate in Computer applications from a recognized institution.

Senior Internal Auditor

Salaries Scale: 86,700 – 120,000
Duties and Responsibilities
Duties and responsibilities at this level will entail:-
(i) Developing and reviewing operational and management systems, policies and guidelines;
(ii) Overseeing the development and implementation of fraud investigation strategy;
(iii) Developing and overseeing implementation of risk assessment framework;
(iv) Developing and reviewing audit techniques and procedures;
(v) Developing and reviewing internal controls;
(vi) Developing audit plans, setting targets and budgets;
(vii) Publishing audit reports;
(viii) Interpreting prevailing policies for sound auditing principles, practices and control;
(ix) Preparing and submitting audit reports to the Audit and Compliance Committee;
(x) Reporting on implementation of annual audit work plans to the Audit and Compliance Committee;
(xi) Providing Secretariat Services to the Audit and Compliance Committee; and
(xii) Evaluating and documenting audit evidence.
Requirements for Appointment
For appointment to this grade, an officer must:-
(i) Have served in the grade of Assistant Manager, Internal Audit for a minimum period of three (3) years or in a comparable position in the public service;
(ii) Have Bachelor’s degree in any of the following disciplines:- Commerce (Accounting option); Commerce (Finance option); Business Administration (Accounting option) or equivalent qualification from a recognized institution;
(iii) Have Master’s degree in any of the following disciplines:- Business Administration (Finance); Business Administration (Accounting); Master of Science in Finance or equivalent qualification from a recognized institution;
(iv) Have Part III of the Certified Public Accountants (CPA) Examination or Part III of the Association of Certified Chartered Accountants (ACCA) or equivalent qualification from a recognized institution;
(v) Certificate in Strategic Leadership Development Programme lasting not less than six (6) from a recognized institution;
(vi) Be a Certified Information System Auditors (C.I.S.A) from a recognized Institution;
(vii) Be Registered with the Institute of Certified Public Accountants of Kenya (ICPAK);
(viii) Have Certificate in computer applications from a recognized institution; and
(ix) Have outstanding professional competence in audit work as reflected in work performance and results.

Supply Chain Management Officer

Duties and Responsibilities
(i) Preparing and maintaining stores records;
(ii) Keeping custody of and updating inventory records;
(iii) Overseeing receiving of stores on charge;
(iv) Complying with Procurement Act;
(v) Preparing requisitions for stocks replenishment;
(vi) Receiving and processing suppliers’ invoices for payment.
(vii) Participating in stock taking and reconciliation of records;
(viii) Participating in inspection and acceptance of goods and services;
(ix) Participating in tender opening;
(x) Checking and verifying issue notes and invoices;
(xi) Maintaining catalogue for items identified for disposal;
(xii) Monitoring the movement of stores;
(xiii) Securing items identified for disposal; and
(xiv) Preparing of periodic stores returns.
Requirements for Appointment
For appointment to this grade, an officer must have:-
(i) Bachelors degree in any of the following disciplines:- Procurement and Supply Chain Management, Purchasing and Supplies Management, Supply Chain Management, Procurement and Contract Management, Logistics and Supply Chain Management, Procurement and Logistics Management or equivalent qualification from a recognized institution; and Certificate in Computer applications from a recognized institution

Driver II
Vacancy No. ADAK/1/11/2016
Number of Posts: Two (2)
Grade ADAK 11
Salaries Scale: 27,000 – 40,500
Duties and Responsibilities
(i) Driving a motor vehicle as authorized for official duty and assignments;
(ii) Carrying out routine checks on the vehicle’s cooling, oil, tyre pressure, electrical and brake systems;
(iii) Maintaining records of service and accessories;
(iv) Detecting and reporting of malfunctioning of vehicle systems;
(v) Maintaining of work tickets for vehicles assigned;
(vi) Reporting traffic incidents or accidents;
(vii) Ensuring security and safety of the vehicle on and off the road; (viii) ensuring safety of the passengers and/or goods therein; and
(viii) Maintaining cleanliness of the vehicle.
Requirements for Appointment
For appointment to this grade, a candidate must have:-
(i) Kenya Certificate of Secondary Education mean grade D (plain) or equivalent qualification;

(ii) a current driving license free from current endorsements and valid for all of the classes of vehicles, which the driver is required to drive;
(iii) attended a First-Aid Certificate Course lasting not less than one (1) week obtained at St John Ambulance, or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
(iv) Passed Suitability Test for Driver Grade III;
(v) Passed Occupational Test Grade III;
(vi) Passed Practical Test for Drivers conducted by Automobile Association (AA) of Kenya or National Transport and Safety Authority or National Youth Service;
(vii) a valid Certificate of Good Conduct from the Kenya Police Service;
(viii) have minimum period of three (3) years driving experience; and
(ix) Certificate in computer applications from a recognized institution.

Testing Officer, Assistant

Duties and Responsibilities
Duties and responsibilities will entail assisting in:-
(i) Collecting information on sports activities from sports organizations for testing purposes;
(ii) Preparing testing equipment and materials;
(iii) Storing equipment and materials for doping control process safely;
(iv) Identifying, arranging and maintaining an appropriate Doping Control station;
(v) Implementing doping control process;
Requirements for Appointment
For appointment to this grade, a candidate must have:-
(i) Diploma in any of the following disciplines:- Physical Education, Sports Science or Leisure and Recreation Management from a recognized institution;
(ii) Certificate in Computer applications from a recognized institution.

Accountant

Duties and Responsibilities
Processing payment vouchers;
(i) Preparing simple financial management reports;
(ii) Complying with financial processes procedures and regulations;
(iii) Carrying out data capture in the financial system;
(iv) Balancing cashbooks on daily basis;
(v) Preparing customers and suppliers records for payment;
(vi) Filing and retrieving of accountable documents;
(vii) Issuing Withholding and Value Added Tax certificate to suppliers;
(viii) Submitting Withholding and Value Added Tax returns to Kenya Revenue Authority;
(ix) Monitoring expenditure based on approved budgets;
(x) Evaluating and scrutinizing expenditure proposals; and
(xi) Monitoring expenditure on programmes on a periodic basis.

Corporate Communication Officer

(i) Monitoring public perception of the Agency;

Anti-Doping Education Officer

Duties and Responsibilities
(i) Collecting and collating data on active sports disciplines;
(ii) Carrying out anti-doping education needs assessment;
(iii) Developing an anti-doping education program based on identified needs;
(iv) Preparing anti-doping education materials as per the approved curriculum;
(v) Identifying and setting up the anti-doping education venues;
(vi) Identifying and mobilizing participants for anti-doping education;
(vii) registering and distributing education materials to participants; and
(viii) implementing anti-doping education programs.

(i) Bachelor’s degree in any of the following disciplines:- Physical Education, Sports Science or Leisure and Recreation Management from a recognized institution;

Bachelors’ degree in Social Sciences with a Post-Graduate Diploma in Sports Administration and Management from a recognized institution;

Support Staff II

Duties and Responsibilities
(i) Collecting and delivering office items, documents, mail, parcels and postage;
(ii) Carrying out photocopying and document binding;

(iv) Moving and arranging office equipment and furniture;
(v) Locking and opening office premises; and

Senior Research and Development Officer

Duties and Responsibilities
Duties and Responsibilities will entail:-
(i) Identifying research needs on anti-doping;
(ii) Collecting and collating data on anti-doping education, compliance and testing;
(iii) Analyzing, interpreting and generating appropriate recommendations from the research findings; and
(iv) Preparing briefs, quarterly and annual reports on anti-doping research.
Requirements for Appointment
For appointment to this grade, a candidate must have:-
(i) Bachelor’s degree in any of the following disciplines:- Physical Education, Sports Science, Leisure and Recreation Management from a recognized institution;
OR
Bachelors’ degree in Social Sciences with a Post-Graduate Diploma in Sports Administration and Management from a recognized institution;
OR

Assistant Manager, Human Capital and Administration

Duties and Responsibilities
(i) Planning, organizing, managing and control of the activities of human capital and administration;
(ii) Initiating formulation of human capital management policies;
(iii) Initiating preparation of department work plans;
(iv) Implementing human capital management policies, rules and regulations;
(v) Overseeing the updating of the human resource database;
(vi) Coordinating implementation of human resource information system;
(vii) Advising on succession management and human resource planning;
(viii) Initiating development and review of Career Guidelines;
(ix) Planning and coordinating office accommodation; and
(x) Analyzing the effectiveness of these policies.
Requirements for Appointment
For appointment to this grade an officer must have:-
(i) Served in a comparable position for a minimum period of three (3) year;
(ii) Bachelor’s degree in any of the following disciplines:- Human Capital Management, Human Resource Management/Development, Public Administration / Business Management or its equivalent qualification from a recognized institution;
(iii) Master’s degree in any of the following disciplines:- Human Resource Management/Development, Public Administration, Business Administration, Management Science or its equivalent qualification from a recognized institution.
(iv) Certificate in Strategic Leadership and Development Program lasting not less than six (6) weeks from a recognized institution; and
(v) Certificate in computer applications from a recognized institution.
