Program management:

both the refugee and host community populations.

She will be responsible in Liaison with the Nursing Officer In-charge for
preparing quarterly budget estimates for the various hospital departments.

She will be responsible for taking action on procurement of various hospital
medical and surgical items in liaison with the Senior Pharmacist and the
Nursing officer-in charge.

She will ensure proper functioning of special clinics in the hospital on
weekly basis i.e. SOPC, GOPC, HRC, MOPC and POPC.
- He/
She will coordinate in liaison with the CSM consultancy visits for the
clinical services program to the camp
- He/
She will coordinate in liaison with the CSM referrals of refugee patients
as per UNHCR referral guidelines.
- HE/
She will in liaison with the CSM be responsible for examining and
certifying payment bills related to outside hospitals.
- He/
She will conduct hospital rounds at least thrice a week and ensure proper
cleanliness and decorum is maintained in the OPDs/IPDs/Wards and isolation
centers.
- Ensure
the hospital is running effectively in all the wards with adequate
coverage by all cadres of health staff.
- Attend
to all emergencies, both medical and surgical at the hospital.
- Manage
and supervise all the staff in respective wards.
- Ensure
survivors with sexual assault cases are promptly attended in GBV support
centre.
- Ensure
the medical- legal forms including P3 forms are well filled by clinicians
and proper representation in the courts as may be required.
Human
Resource:
- He/
She will be responsible for preparing clinical officers and medical
officers duty rotas, compensatory days awarding, making alternate postings
and duty arrangements to ensuring judicial deployment of clinicians
- He/
She will provide direct supervision to the medical officers, Nursing officer-in-charge
and clinical officers at the hospital.
- Handle
disciplinary cases with support of the CSM and the HR.
- He/
She will plan and coordinate RnR and leave for medical officers and
clinical officers
- He/
She in liaison with the CSM and the Nursing officer-in-charge will be
responsible for filling up vacant positions through the formal recruitment
or promotions process to fulfil the requirements of the departments

She will take lead in chairing the daily morning clinical staff meetings,
mortality, morbidity and near-miss review audits; providing guidance,
oversight and program updates as required.
- Manage
the Clinical Services Program in acting capacity when the CSM is not in
office.
- Coordinate
and Participate the Continuous Medical Education (CME) for staff and give
updates on care of patients.
- Chair
the Quality Improvement Committee meetings and together with the CSM
ensure the action points are followed and acted upon.
Program

the doctor on call at the hospital on weekly basis, 24hrs 7 days as per
the scheduled call list.

Introduction: The International Rescue Committee (IRC) provides health services in Hagadera and Kambioos, at Dadaab Refugee Camp since January 2009.
It
operates 1 camp hospital and 5 health posts in the community with a total
population of 134,787 (105,095 Hagadera, 17,048 Kambioos and 12,644 host
community).
In its programming the IRC has 5 main programs which include Health, Nutrition, Protection, HIV/AIDS and a Gender Based Violence program that are all headed by a manager who in turn report to the Field Coordinator.
The IRC plans to have a consultant cardiologist to help in diagnosis and management of cardiac conditions within the Dadaab camp population.

screen patients with suspected cardiac conditions, both pediatrics and
adult

perform Echocardiography of the pre-screened patients
- To
develop plan of management for the cardiac patients both medically and
surgically

report on the consultancy
Expected
outcome: The
patients awaiting cardiologist will be reviewed.
Their
diagnosis confirmed through use of echocardiogram, proper plan of management
drawn up for them and a report of the findings compiled to help with further
management.
The
report will include recommendation of further management; medically or
surgically.

patients already in the cardiologist waiting list.
- Perform
echocardiogram to confirm some the cardiac conditions.
- Develop
plan of management for the reviewed patients
- Prepare

patients both surgically and medically to the health manager.

in conjunction with other health implementing partners will provide the
list of the patients to be reviewed.
- IRC
with other health implementing partners will organize the transport and
movement around the Dadaab camp complex.
- IRC
will provide transport for the consultant cardiologist from Nairobi and
back after the consultancy.

will provide accommodation to the consultant cardiologist
