Deloitte East Africa Advisory Project Management seeks to recruit for the following positions for an anticipated USAID-funded Health Information Systems project.

 

The project will focus on an effective Health Information System (HIS) that will improve decision making and ultimately help improve the health of Kenyans. All the positions will be based in Nairobi, Kenya.
Chief of Party
 
Position Description: The Chief of Party (COP) will lead the Program Technical and Management Team and provide overall technical, management, strategic direction, and financial oversight to the Project.

 The COP will report to and work closely with the home office Program Manager to make sure that the program operations are integrated effectively between the field and home based offices.

Qualifications:
  • At least 10 years’ experience managing similar, USAID-funded programs, focusing on HMIS, capacity building, policy and governance, and/or health systems development in Kenya;
  • Demonstrated success of breaking down development challenges, creating and implementing solutions, and achieving measureable results in development projects;
  • Proven established relationships with the Ministry of Kenya throughout the devolved health structure;
  • Ability to promote cross-component integration within teams;
  • Demonstrated ability to manage multiple components simultaneously, work with international personnel, and integrate with partner government and other donors;
  • Demonstrated ability to establish productive, collaborative relationships with counterparts.
  • Proven ability to mentor, motivate, and lead team members;
  • Excellent communication, writing and interpersonal skills in English;
  • Knowledge of USAID policies, procedures, regulations and reporting requirements;
  • Advanced degree in health policy, public health, general management, or related field; and
  • English proficiency.
Deputy Chief of Party – Technical – DCOP / Technical
 
Position Description: The DCOP will lead the Technical and Programmatic Team and support technical management of the project. 

The DCOP will report to and work closely with the COP to make sure that the technical program is efficient, effective, high-quality, and compliant with all USAID regulation and Government of Kenya goals.
 
Qualifications:
  • At least 8 years of senior level experience leading or managing components of similar, USAID or other donor-funded programs, focused on Health Informatics, Governance and Data Analytics, health policy;
  • Ability to design and develop technical work plans and guide work plan implementation;
  • Demonstrated ability to ensure technical project components are on track to meet their results per work plan, facilitating checkpoints and sharing/allocation of relevant resources across components as appropriate;
  • Experience with project reporting processes, including quarterly and annual report development and ad-hoc requests or data calls;
  • Ability to professionally and effectively liaise and coordinate with client;
  • Demonstrated ability to establish productive, collaborative relationships with counterparts;
  • Demonstrated ability to control quality and effectiveness of short-term technical assistance
  • Experience working in Kenya with the Ministry of Health;
  • Excellent communication, writing and interpersonal skills;
  • Knowledge of USAID policies, procedures, regulations and reporting requirements;
  • Advanced degree in informatics, health policy, public health, or related field; and
  • English proficiency.
Deputy Chief of Party - Finance and Administration Director (F&A) – DCOP F&A
 
Position Description: The DCOP F&A Director will manage day to day financial, human resources, and office operations for the Project. 

The F&A Director will report to the Chief of Party and work closely with the home office team to make sure that the program finances and operations are integrated effectively between the field and home offices.

Qualifications
  • Minimum 7-10 years’ experience working with USAID funded project, public institution accounting and financial management systems;
  • Proficiency in Microsoft Office (Excel, PowerPoint, Word) programs required. Experience with major accounting software systems required;
  • A Master’s degree in any of the following fields: accounting, business administration, health services management or public administration with concentration in financial management. CPA or its equivalent is preferred;
  • Demonstrated financial management, accounting, planning and communication skills;
  • Experience working with headquarters and senior level staff and officials within USG and GOK;
  • Proven ability to mentor, motivate, and work as part of a team; and
  • English proficiency required.
HIS Specialist
 
Position Description: The Health Information Systems Specialist (HIS Specialist) will provide the technical leadership for a national health information system. 

Her/his primary responsibilities are aimed at providing technical input and oversight to the development, integration, and use of a national health management information system for Kenya. 

The HIS Specialist will report to the Deputy Chief of Party and work closely with project team and the home office Program Manager.

Qualifications
  • University degree in health informatics, computer science and/or public health;
  • 10 years professional experience working in health information systems (health information strategy and policy, database management, systems development). Developing country experience preferred;
  • Demonstrated experience and understanding of health information systems design, development, roll-out, and/or use (e.g. HMIS, DHIS, EMR);
  • Demonstrated experience in organizational capacity building and/or training;
  • Demonstrated experience in collaborating with government and non-governmental entities;
  • Strong oral and written communication skills in English required;
  • Demonstrated ability to meet deadlines with quality products; and
  • Strong organizational and interpersonal skills.
Monitoring and Evaluation Specialist
 
Position Description: The Monitoring and Evaluation (M&E) Advisor will oversee project M&E activities as well as the provision of technical assistance to project counterparts related to M&E. 

The M&E Advisor will report to the Deputy Chief of Party and work closely with the home office team as well as field offices.

Qualifications:
  • At least 9 years of experience working in the M&E field;
  • At least 5 years of experience working with and reporting M&E results for USAID health programs;
  • Knowledge and understanding of qualitative and quantitative research/evaluation methodologies and strong analytical skills;
  • Experience in measuring, monitoring and evaluating health informatics and/or health systems strengthening programs and activities;
  • Experience in designing, implementing, and managing project Performance Management Plans
  • Experience strengthening M&E systems;
  • Knowledge of Kenya’s health care system and experience working with government institutions in Kenya, specifically with the Ministry of Health;
  • Proven ability to mentor, motivate, and work as part of a team;
  • Computer skills including but not limited to Microsoft Office, SPSS, Excel, and Access;
  • Proven ability to mentor, motivate, and work as part of a team;
  • Advanced degree in statistics, public health, health information systems, or other related field;
  • Excellent communication, writing and interpersonal skills; and
  • English proficiency.
Data Management Advisor
 
Position Description: The Data Management Advisor will provide technical assistance to increase the use of available information to inform the health decision making processes. 

The Data Management Advisor will report to the DCOP Technical and work closely with project team and short-term technical advisors.

Qualifications:
  • At least 8 years’ professional experience working in health information (health information strategy and policy, database management, data collection and analysis, M&E systems development);
  • Experience providing technical assistance and capacity building for data management, actionable information use, and/or health information systems;
  • Demonstrated ability to design and implement solutions for interoperability of existing health data;
  • Demonstrated experience improving capacity for data quality, data management, and data use in organizations;
  • Experience developing reports, dashboards, or other standard information products;
  • Experience working with innovative solutions or mechanisms for information management and use
  • Familiarity with eHealth/mHealth mechanisms and solutions;
  • Knowledge of Kenya’s health care system and experience working with government institutions in Kenya, specifically with the Ministry of Health;
  • Experience working with USAID or other donors;
  • Excellent communication and writing ability;
  • Experience working in or with government ministries in Jordan, particularly the Ministry of Health;
  • University degree in health informatics, statistics, public health, or related field; and
  • English proficiency.
Capacity Building Specialist
 
Position Description: The Capacity Building Specialist (CB Specialist) will provide technical leadership, guidance, and strategic direction around capacity development activities to support national health information system (HIS). 

The CB Advisor will report to the Deputy Chief of Party and work closely with project team and the home office Program Manager to make sure that capacity building events and activities are implemented effectively and achieve anticipated results. 

Qualifications:
  • At least 8-10 years of experience and proven track record in capacity building in the areas of HMIS, health planning, systems strengthening, and/or leadership and governance;
  • Management, leadership, and supervisory experience;
  • In-depth knowledge of Kenya health care systems and working with the Ministry of Health and other government entities throughout the country;
  • Demonstrated experience in collaborating with government and non-government entities;
  • Experience working in or with Ministry of Health Kenya throughout the country;
  • Proven ability to mentor, motivate, and work as part of a team;
  • Master’s degree health planning and management, health economics, public health, business administration, or other related field; and
  • English proficiency.
