About Action Africa Help International: Action Africa Help International (AAH-I) is an African-led, regional organisation, working in Kenya, Somalia, South Sudan, Uganda, and Zambia. 

It brings over 25 years’ experience working with communities in conflict and post-conflict situations, including refugees, internally displaced people, host communities and communities in urban slums. 

AAH-I expects to start a hospital management project in Somaliland providing technical assistance to the Regional health office.
 

We are currently seeking qualified candidates for the following positions contingent on funding.
 
Position Title: Hospital Management Expert
 
Consultancy Period: 15 months
 
Location: Somaliland
 

Project start date: 1st June 2016
 
Responsibilities
 
The Technical Advisor, will act as an advisor to the regional health officer (RHO), hospital director (HD), hospital management team (HMT) and SDF on matters relating to hospital management.

S/he will ensure Community/Regional Health Board, Hospital Committees are established and functional in accordance with relevant terms of reference and that all SDF resources are properly managed in line with regulations. 

They will be responsible for setting up the cost-recovery systems as per agreement in the project proposal and ensure proper management of these resources. 

S/he will also ensure that systems such as human resources, finances, pharmacy, asset management, quality assurance and security management, are developed in conjunction with the PMT and the relevant MOH departments.

Qualifications and skills
  • Minimum Master’s degree in Medicine, Public Health or Hospital Management. Candidates with Bachelor’s degree and 5 years’ experience will be considered in the absence of a master’s degree.
  • Proven experience in Project Management skills including financial monitoring and reporting gained through management of health projects or hospitals.
  • Proven facilitation, analytical and report writing skills.
  • Proven interpersonal and diplomatic skills and proven conflict sensitivity and understanding of gender programming.
  • Demonstrated experience in project design, formulation and management of projects supporting peripheral hospitals and health systems.
Position Title: Public Health Logistician and Administrator
 
Consultancy Period: 15 months
 
Location: Somaliland
 
Project start date: 1st June 2016
 
Responsibilities
 
The Public Health Logistician and Administrator will ensure that the required hospital systems in the hospital are set up, train counterparts and ensure gradual handover of responsibilities on achieving predetermined milestones. 

S/he will set up the drug and equipment management system, including forecasting, procurement, storage, stock management consumption, and rational use and establish an essential drug programme. 

They will oversee financial system and ensure compliance; set up IT and asset management system and train hospital pharmacy staff and other management/administrative employees as required.
 
Qualifications and skills
  • Minimum Bachelor’s degree in supply chain management, administration, medical management, public sector management or social sciences.
  • At least 7 years’ as medical logistician in a busy project preferably in the nongovernmental sector or in a hospital management project;
  • Experience working in a senior pharmaceutical logistics position in secondary health or referral hospital or relevant industry in emerging countries.
  • Proven facilitation, analytical and report writing skills.
  • Fluency in English. Knowledge of Somali will be an added advantage.
Position Title: Clinical Nurse Tutor
 
Consultancy Period: 6 months
 
Location: Somaliland
 
Project start date: 1st June 2016
 
The Clinical nurse tutor will be expected  to enforce quick improvements in the quality of care; provide on the job and formal training, assist in the capacity building needs assessment, development of nursing manuals/training manuals and SOP.

Qualifications and skills
  • Minimum Bachelors’ degree in nursing
  • Demonstrated minimum of 3 years’ experience in setting up clinical/nursing services and management of project supporting peripheral hospitals and health systems.
  • Minimum of 7 years' experience working in senior clinical nursing management positions in the secondary health sector in emerging countries.
  • Fluency in English and Somali will be an added advantage.
  • Proven facilitation, analytical and report writing skills.
  • Specific work experience in Somaliland is an added advantage.
