Finance and Administration Manager 

 (1 Position)
 
Job summary: The Finance and Administration Manager will manage all aspects of program budgets, financial transaction processing and general administration including procurement logistics, human resource management, and statutory compliance.

S/He will work with the program coordinator to implement the PEPFAR (HIV) program and research protocols at the HJFMRI Kisumu site and provide technical support to HJFMRI program managers, MOH and other contracted implementing partners.
 


Key Requirements:
  • University degree in accounting from a recognized university, Master in Business Administration will be an added advantage
  • Professional accounting qualification such as CPA, ACCA
  • Minimum 4 years experience in the same field, including at least 3 years working with US Government funded programs.
  • Thorough working knowledge of Quick Books accounting system is required.
  • Basic Knowledge of HIV/AIDS, experience in the health sector is an added advantage.
  • Prior work with and knowledge of PEPFAR programs & policies highly preferred.
  • Excellent computer skills including Microsoft Word, Excel, Power Point and Outlook.
Major duties and responsibilities:
 
A) Financial Functions:
  • Directs and coordinates preparation of financial budgets for HJFMRI-Kenya, Kisumu departments and partners
  • Oversees execution of annual fiscal year budgets compared to approved funding levels and identifies variances
  • Reviews monthly wire forecast request and Expenses Package reports before submitting to the Country Director and HJF HQ.
  • Oversees submission of periodic and timely expenditure reports to HJFMRI/HJF HQ via Expense Packages Report process, ensuring accuracy, timeliness and efficient communication.
  • Formulation and implementation of HJFMRI fiscal policies to include internal controls at the local level
  • Ensure compliance with program policies and SOPs in all financial matters.
  • Manage program bank accounts, cash imprest, and cash flow to ensure all financial obligations are met on schedule (payables/payroll/utilities)
  • Review all financial transactions to ensure completeness of documentation as per applicable policies and regulation.
  • Work in conjunction with the program accountant to prepare monthly bank reconciliation and other financial reports as per policy. .
B) Administrative Functions:
 
a) Project support
  • Coordinate project implementation; this will involve scheduling of activities, identification and scheduling of resource requirements, and the recruitment and induction of required personnel.
  • Liaise with government authorities (MOH and county officials) and other external bodies as required.
  • Coordinate activities between the program’s departments and the partner facilities – meetings, trainings etc.
  • Oversee program travel requests to sites or meetings (local and foreign) in coordination with program coordinator and HJF HQs.
  • Responsible for the Programs visitors/guests logistic arrangements, and corporate affairs
b) Provide operational advice
  • Contribute to the development of appropriate performance and productivity indicators.
  • Contribute to the improvement of local service delivery.
  • Promote partnership with the local MOH staff and other non-governmental organizations (NGOs).
  • Contribute to the development of local teams through inputs to staff recruitment, annual appraisals and training needs identification as appropriate.

Terms of employment: Renewal annual contract, with a probation period of 3 months.
 
Duty Station: The Officer will be stationed at the Walter Reed project, field station WRP Research Clinical centre, Kombewa.
