Background
to the positions: The
Global Fund (GF) to Fight HIV/AIDS, Tuberculosis and Malaria was established to
increase resources mobilization to fight three of the world’s most devastating
diseases and to direct those resources to areas of greatest need.
This
program is implemented by the National Treasury and Ministry of Health, The
National Treasury is the Principal Recipient for all government components of
Global Fund grants in Kenya, and is therefore legally responsible for the
management and coordination of all the grants.
The
National Treasury which is the Principal Recipient wishes to invite
applications to fill the following vacancies based in The National Treasury
Headquarters
Procurement Specialist
Reporting to the National Global Fund Coordinator.

Job
Description
- Participate
in all steps of designing, implementing and monitoring of procurements
using Global Fund grants
- Support
the preparation of the Global Fund procurement plans for the three
programs (HIV/AIDS, TB and Malaria) which are in line with GE procurement
policies and guidelines.
- Ensure
the procurement,warehousing, distribution and use of pharmaceutical and
other commodities using GE grants
- Take
into account GF guidelines and quality assurance policies.
- Monitor
the distribution of drugs and other commodities procured using the Global
Fund grants and prepare a monthly report to the global fund coordinator
- Represent
the Principal recipients at all Ministerial Tender Committees (MTC) and
ensuring that the deliberations are in line with GE requirements.
- Coordinate
the responses to issues raised by the LFA or the GF secretariat on
Procurement and Supply Management plans
- Prepare
and maintain an asset register for all assets acquired using GE grants
under the Principal Recipient — The National Treasury.
- Conduct
field Visit to verify that assets are in good use.
- Prepare
the plan for use of assets, at the end of each grant
- Undertake
any other task assigned by the National Global Fund Coordinator
Required Qualifications
- Bachelor
degree in Procurement, Supply Chain Management, Commerce, Economics or
their equivalents from recognised institutions
- Professional
Diploma in Procurement or Supply Management.
- A
minimum of 7 years’ experience at a senior level in procurement and supply
management in a busy organization procurement procedures is desirable
- Good
Computer skills; Knowledge of procurement and supply management software
would be an added advantage.

Pharmacist
Reporting to the National Global Fund Coordinator
Job Description: The overall responsibility of Pharmacist is to provide technical support to Principal Recipient (The National Treasury) in managing medicines and health products funded by Global Fund grants for HIV, TB and Malaria in Kenya.
Specific responsibilities are;

Job Description: The overall responsibility of Pharmacist is to provide technical support to Principal Recipient (The National Treasury) in managing medicines and health products funded by Global Fund grants for HIV, TB and Malaria in Kenya.
Specific responsibilities are;
- Provide
linkage between Principal Recipient and Sub-Recipient (TB, HIV and Malaria
National Control Programs), Procurement agent (KEMSA),Kenya Pharmacy and
Poison Board and other health products regulatory authorities in
procurement and supply chain management of health and non-health products
- Provide
technical support to the Sub-Recipients in preparation and tracking of
Global Fund procurement and supply management plans (PSM) for health
products, work plans, budgets and performance targets
- Support
and advise Sub-Recipients on forecasting, quantification and preparation
of technical specifications of pharmaceuticals, health products and
equipment to be procured under
GF grants - Provide
technical support on pharmaco-vigilance and post marketing surveillance of
medicines procured with support of Global Fund
- Undertake
regular site visits to cross check information reported by Sub-Recipients
and Procurement agent (KEMSA)
- Participate
in procurement coordination and stock monitoring (commodity security,
procurement planning, stock status report preparation and orders
management planning)
- Ensure
that procurement of health products complies with Global Fund procurement
policies and principles
- Review
information entered in The Global Fund Price and Quality Reporting system
Required Qualifications:
- The
candidates MUST hold degree in Pharmacy from a recognized university and
Possess a Post graduate degree in related field
- Applicants
MUST be registered with Kenya Pharmacy and Poison Board
- A
minimum of five years of post-internship experience in managing medicines
and health products supply systems
- Possess
knowledge and understanding of the Kenya health system with good
appreciation of pharmaceuticals and health supplies management
- Experience
in the procurement of health products including regulations and tendering
process in the public sector
- Experience
in supply chain and logistics management information systems (LMIS)
- Experience
in quantification and forecasting of health product needs in public health
programmes.
- Understanding
of HIV, TB, malaria market dynamics and existing global supply challenges
as well as international health products procurement and supply management
processes, applicable Kenyan and international laws and recognized
standards
- IT
skills and proficiency in relevant computer packages
3. Accounts Assistant
Reporting to the Chief Accountant / Head of Finance

- Receipt
and recording of all invoices and claims for payment
- Follow
up and record all temporary imprests.
- Proper
maintenance of all accounting records of the Principal Recipient - The
National Treasury.
- Initiate,
record and track all bank trans actions
- Any
other task as assigned by the accountant in-charge or by the finance
officers.
Required qualifications
- CPAK.
- At
least 2 years working experience in the accounting position with a busy
organization.
- Experience
with the Global Fund or a donor funded project will be an added advantage
- Knowledge of excel and word computer applications.
