The Academic Model Providing Access to Health Care (AMPATHPlus) is a program under the auspices of Moi Teaching and Referral Hospital (MTRH) and Moi University whose aim is to provide sustainable efforts in access to health care. 

AMPATHPlus supports the Ministry of Health in eight (8) Counties of Western Kenya Region, with a catchment population of an estimated 3.5 million people.

Supply Chain Manager

1 Post

Reporting to the Chief of Party the successful candidate will among others, be responsible for the following:-
 
Duties and Responsibilities
  • Overall responsibility for the operations of the Supplies and Procurement of AMPATHPlus Program.
  • Planning and coordinating of the supplies management function.
  • Managing the tendering process and contracts.
  • Train and guide user departments on effective and efficient procurement procedures.
  • Ensure timely and efficient availability of supplies by enabling contractual relationship with external suppliers while minimizing undue exposure to litigation.
  • Enforcement of institution's Supplies Regulations, Systems and Procedures and updating management in changes as and when they occur.
  • Advice administration on various Procurement Regulations, Rules and Guidelines.
  • Be conversant with Public Procurement & Assets Disposal Act 2015.
  • Review systems, processes, policies and procedures as and when required.
  • Attend to all memos marked to the Department for further action.
  • A key stakeholder involved during internal and external audits.
  • Staff supervision and performance management ensuring they meet required standards.
Qualifications and Experience
  • Be a holder of Degree in Procurement and Supplies Management. Masters Degree in a relevant field will be an added advantage.
  • Must be a member of KISM or its equivalent.
  • Have a minimum of five (5) years of experience in a similar position; experience with donor funding institutions preferred.
  • Knowledge and understanding of GOK procurement guidelines and donor funded regulations.
  • Knowledge and hands on experience of MS Office, ERP or any other procurement software applications.
  • Ability to work in a fast paced environment, have strong organizational skills, time management skills, an active listener and a critical thinker.
  • Ability to monitor/assess performance of oneself, other individuals or organizations to make improvements or take corrective action, and make good judgments and decisions.
  • An active learner and ability to communicate effectively both orally and in writing as appropriate.
Terms of Employment: The successful candidates will be employed on 2-years terms of contract (with possibility of renewal) with a competitive salary and allowances.

Human Resource Manager

Reporting to the Chief of Party, the successful candidate will among others be responsible for the following:-

The Human Resources Manager serves as a strategic partner and is responsible for the overall management of the human resource functions, systems and practices within the Program providing counselling on procedure and policy interpretation, recruiting and retention strategies, employee relations issues and local employment laws. 

He/she will operate with sufficient independence to ensure objectivity and fairness for employees while supporting the organization's mission, vision and values. 

Duties and Responsibilities
  • Consult with management team to align human resources strategy and programs with the organization's strategy while supporting AMPATH mission, vision and values.
  • Manage employee relations practices necessary to maintaining a positive employee-employer relationship and promoting a high level of employee commitment.
  • Investigate and resolve external and internal charges/complaints of harassment and/or discrimination; apply an understanding of key legal precedents, policies and practices to protect the interest of AMPATH; collaborate with the legal and corporate HR department, considering risk for the organization and involving others as appropriate.
  • Counsel and advice management regarding salary planning/compensation and regards to internal equity, promotions, reclassification and transfers.
  • Provide input on payroll/HR representatives’ job evaluations and areas of performance improvements.
  • Communicate all AMPATH HR initiatives and policies to staff.
  • Recommend, evaluate and participate in training and development.
  • Participate in recruitment, retention and succession planning.
  • Ensure consistency of practice between all the facilities in all Human Resources practices and employee relations.
  • Participate in sites annual round-the-clock meetings to facilitate open communication with employees.
  • Responsible for auditing facilities for HR Compliance.
  • Oversee and directly assist in benefits enrollment process annually.
  • Maintain knowledge of industry trends and employment legislation.
  • Work directly with department managers to assist them in carrying out their responsibilities on personnel matters.
Qualifications and Experience
  • Must have Bachelor's degree in Human Resources Management or a related field
  • Masters Degree in Human Resource Management/postgraduate Diploma in Human Resource Management will be an added advantage.
  • Have a minimum of 5 years’ experience in Human Resources Management at a management level.
  • Prior experience in Government of Kenya rules/regulations and working with donor funded organizations will be an added advantage.
  • Be a registered member with a professional body such as IHRM.
  • Experience in employment law and other government compliance regulations.
  • Excellent communication skills and ability to effectively communicate with employees from all departments and at all levels of employment.
  • Coach employees and management through complex, difficult and emotional issues.
  • Conduct thorough and timely investigations, identifying causes and resolutions.
  • Critical thinking and problem solving skills; using judgment that is consistent with standards, practices, policies, procedures, regulation or government law.
  • Proficient with Microsoft Office, ERP or HRIS software applications.
  • Proficient in speaking to both small and large groups.
  • Demonstrates high levels of energy and positive personality in all endeavors.
