Without Borders (BSF) is one of the leading international organizations working
in culture-and knowledge-based development around the world.
Since 2012, LWB has been developing
several digital content projects in both educational sectors (MOOC,
collaborative learning, etc.) and professional fields (specialized digital
libraries, etc.).
LWB has supported more than 300
libraries throughout the world since its inception.
Our Presence in the African Great
Lakes And East Africa: Since May 2013, Libraries Without Borders has been
conducting pilot trials of the Ideas Box program in Burundi in refugee camp
contexts. In two years, the Ideas Box has received over 85,000 visits and
counts with more than 10,000 registered users.
Studies have been carried out to
evaluate the impacts on the academic level of students, improving the
psychological and social situation of individuals, and strengthening community
ties. After capitalizing on this feedback, BSF is now looking to duplicate and
expand the program throughout the region.
Indeed, BSF intends to make the African Great Lakes region and East Africa a pilot area for the scaling up of the Ideas Box program (25 Ideas Box).
In this context, we are looking to
strengthen the existing regional mission, based in Bujumbura, especially
through the recruitment of a program officer in charge of coordinating and
developing our activities in the country starting in February 2016.
The mission desk will be in charge of
carrying the organization’s project at the regional level, in particular to
promote access to culture, education and information.
The desk’s role will be to advocate
for the inclusion of its objectives in the agenda of humanitarian response, but
also to pursue the development of all programs carried out by BSF (Ideas Box,
Koombook, etc.).
Job Description
Missions: As part of the regionalization of the Ideas Box
program, and under the direct authority of BSF’s Head of Mission, the regional
program officer will actively participate in the development of the scale-up
strategy of the Ideas Box program in both the African Great Lakes region and
Eastern Africa through the following missions:
1. Analyze the regional context
- - Analyze the dynamics and trends of the humanitarian, geopolitical
and security context
- - Understand the trends of humanitarian response in order to promote
the inclusion of access to culture in the humanitarian agenda
- - Drafting and updating country notes by theme
- - Participate in regional coordinating groups treating on education,
protection and access to culture (Cluster, Working groups, etc.)
2. Representation and program
development
- Represent BSF with donors, local government
authorities, partners and beneficiaries;
- Participate in defining and implementing BSF’s
country strategy for Jordan, while respecting the mandate and values of
the organization.
- Respond to calls for proposals according to
the criteria and requirements of donors, under the supervision of the Head
of Mission.
- Participate in partnership negotiations in
order to integrate the Ideas Box into the operations of NGOs active in the
area.
3. Supervision of project management
and developing new programs
- Participate in the operational monitoring of
projects and partners in the region when necessary.
- Ensure regular reporting concerning the
mission’s projects
- Draft narrative and financial reports in
conformity with the requirements of BSF’s funders
- The regional program officer will be base in
Bujumbura and will frequently travel within the region.
Desired Profile
- Degree / diploma: Higher education degree in
project management/international relations or equivalent professional
experience
- Experience/expertise in the Great African
Lakes region and East Africa
- Excellent command of French and English
languages.
- Specialization in the fields of education,
culture or new technologies will be appreciated.
Experience:
- A minimum of 2-years experience in a position
of responsibility in the humanitarian, development or international
cooperation fields.
- Knowledge and understanding of the
humanitarian response system (funders, coordination, UN, NGOs, etc.) is
required.
- Field experience required.
- Very good writing skills
- Knowledge of the project cycle and experience
in project management
- Master project follow-up, evaluation and
reporting
- Knowledge of the financial and budgetary rules
of humanitarian funders appreciated
- Relations with funders, partnership seeking,
financing and sponsoring
- Computer literacy (Word/Excel/PowerPoint)
Qualities: Autonomy, responsiveness and adaptability, rigor,
critical thinking and good ability to summarize. Have good inter-personal
skills and be a good listener.
Modalities
Contract: Self-employed
or Contrat de droit Burundais or Volunteer for International Solidarity (VSI).
Duration: 12
month renewable
Salary: Starting at €900 net ($980), negotiable according
to profile.
