General description of tasks and
objectives to be achieved:Under the overall
supervision of the Officer in Charge for Somalia and the Agriculture Sector
Coordinator and under the general supervision of the relevant technical
divisions in FAO and the direct supervision of the Operations Officer, the
Senior Operations Assistant will be responsible for the following tasks:
- Prepare RBB for the agriculture specific
projects;
- Prepare financial balances from mapped
transactions in the system to allow planning;
- Lead in preparation of all commitments in
coordination with the units and subsequently follow up with the budget
team to ensure the commitments are reflected in the system;
- Follow up on clearance of pending commitments
and general clean up of the commitment tracker to facilitate closure of
the project;
- Prepare analysis and financial summary that
assist the Operations Officer in budget revision;
- Contribute to the preparation of project work
plans, expenditure and allocation to Agriculture specific projects;
- Coordinate sector operational activities e.g.
payments, travel, procurement plans, HR processes etc;
- Supervise all agriculture related procurement
processes and close follow up of issuance of PO/FPO, delivery, payment and
subsequent closure of the same;
- Critically analyze and review complex payments
to ensure that they are in line with the POs and contracts;
- Ensure the timely provision of project inputs
(personnel, technical support services, sub-contracts, training, equipment
and supplies) directly by the Organization or, when appropriate, through
contractors, and by liaising with the Support Units;
- Train and guide new Operations Assistants in
the sector;
- As the senior most Operations Assistant, act
as the Operations Officer when necessary;
- Perform other related duties as required..
Minimum Requirements

- A bachelors degree is desirable
Work Experience:
- At least five years professional experience;
- Training in Project Management is desirable;
Technical Competencies
- At least five years professional experience;
- Training in Project Management is desirable;
- Previous work experience in the UN and NGO
environment will be considered an advantage;
- Experience in planning and organizing of
operational support / activities within a unit / department;
- Good communication and writing skills;

General description of tasks and
objectives to be achieved:Under the overall
supervision of the FAO-R, the direct supervision of the Agriculture Sector

Lead and manage the Market
Development Component within the Agriculture sector including but not limited
to:
- Support the strategic development and design
of the Unit,
- Prepare concept notes and proposals,

market information system in Somalia
- Advise on agriculture market development
related issues and potentials in Somalia
- Assist in mobilizing resources
- Ensure effective day to day Project / program
Cycle Management and support the expansion of the Rural Commercialization
Model, including those of partners’
- Strengthen market linkages (local and
international) through concerted value chain analysis of producer and
marketing organizations; assess capacity building needs and facilitate in
building capacity of public private partners including stakeholders from
partner organizations.
- Participate in and oversee the preparation and
production of training materials and training of farmer organizations in
post-harvest losses, value addition, value chain management and marketing
skills,
- Participate in the development of an M&E
framework and tools to ensure the measurement at output, outcome and
impact indicators related to market dimensions. Collate and analyse
lessons learnt from all projects/programme and timely prepare and submit
quality progress reports.
- Assist in developing work plans and providing
guidance to the implementation of the marketing project components;
- Partner closely with WFP in the successful
implementation and expansion of the Somalia Rural Commercialization model
in selected regions of Somalia;
- Support government institutional capacity
building and provide technical and facilitation support to policy
formulation and strategies for promotion of agriculture markets in
Somalia;
- Any other business as determined by the Head
of Office / Sector Coordinator;
Education: Master’s degree in Agribusiness, Agronomy or any
other related field.

Under the overall supervision of the
FAO Representative in Somalia and the Agriculture Sector Coordinator and the
direct supervision of the Agriculture Emergency Programme Coordinator, the
Emergency Agriculture Inputs Manager will be responsible for the following
tasks:
- Lead the agricultural inputs team under
various agriculture projects;
- Coordinate the work of the input distribution
team (implementation, monitoring and reporting);
- Lead in the selection process of implementing
partners through various tendering process including document preparation,
technical and commercial evaluation processes;
- Participate in the preparation of project work
plans, monitor progress and, where necessary, identify corrective measures
to overcome operational constraints;
- Support in the design of the agricultural
package to be distributed to targeted each seasons and to each different
livelihood zones;
- Lead and coordinate the market survey and set
voucher prices for each cropping season;
- Initiate and support in the procurement
process of agricultural inputs and other supporting goods/ services;
- Lead in the LOA/ Contract preparation and the
awarding of the Service Providers;
- Coordinate the season based post distribution
review process including facilitating field data collection and
preparation of the analysis report;
- Coordinate the season based Crop Yield
Assessment including facilitating the field data collection and
preparation of the analysis report;
- Track record of achievements made by purchase
orders, delivery orders and letters of agreements against work plan;
- Provide regular updates/reports on project
implementation to by the Organization/donors in close collaboration with
