Key Responsibilities:

Qualifications:
  • University degree in health informatics, computer science or public health or related field
  • At least 3 years’ experience with health information systems, database management, and technology implementation.
  • Demonstrated experience and understanding of health information systems design, development, roll-out, and/or use (e.g. HMIS, DHIS, EMR).
  • Demonstrated experience in organizational capacity building and/or training.
  • Strong oral and written communication skills in English required and Swahili desired.
  • Demonstrated ability to meet deadlines with quality products.
  • Strong organizational and interpersonal skills.

Livelihoods Officer

Job Purpose / Objective:
 The International Rescue Committee (IRC), through the Stichting Vluchteling - funded program proposes to implement a livelihoods project among both refugee and host community youth in Nairobi County. 

The project targets especially the urban poor youth, living in the informal settlements and other underserved areas of Nairobi. 

The project seeks to improve the economic wellbeing and livelihoods outcomes of urban refugees and vulnerable host communities in Kenya. 

Combining job training and self-employment support activities, the project will provide livelihood options to select youth through training in basic business and financial literacy, apprenticeships and small business plan development. 

To lead in the implementation of all components of the project, the IRC is seeking to hire an experienced Livelihoods Officer.

Under the guidance of the Program Manager, the Livelihoods Officer will oversee all aspects of the livelihoods project especially with regards to identification of beneficiaries, training, monitoring of project implementation and reporting.

Key Responsibilities
  • Manage the implementation of SV project activities including:
1.    Training of beneficiaries in basic business and life skills
2.    Identifying businesses, setting up and monitoring of apprenticeships
3.    Reviewing business plans, selecting business grant recipients and supporting disbursement of grant funds
  • Develop, manage and keep track of activity work plans and training implementation schedules to ensure timely delivery of services and achievement of objectives.
  • Develop monitoring and data collection processes and carry out regular monitoring visits to beneficiaries and partners to track program progress
  • Work with the Protection team and Governance & Rights Coordinator to ensure integrated implementation of program across all intended results areas.
  • Working closely with IRC Technical Advisors, remain up to date on good practices and developments in entrepreneurship, business skills and financial services in order to ensure program quality and impact.
  • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation.
  • Ensure confidentiality and ethical data collection throughout the monitoring and reporting phase.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.
Required Qualifications:
  • Bachelor’s degree in Business Administration, Humanities, International Development, Political Science, Management or other relevant field.
  • Minimum of 3 years professional experience in livelihoods and enterprise development approaches.

  • Experience in youth outreach and private sector partnerships
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills

Senior Nutrition Officer - Dadaab

Job Purpose / Objective:
 Working under the guidance and supervision of the Nutrition Manager, the Senior Nutrition Officer will be directly responsible for implementation of the Integrated Management of Acute Malnutrition (IMAM) program with focus on MIYCN component in all the five camps coordinating with partners in IFO, IFO2 Daghahaley, Kambioos and Hagadera together with nutrition surveillance, hospital feeding, nutrition education & counseling and promotion of maternal infant and young child nutrition in the camp.  
Key Responsibilities
  • Coordinate with other partners the implementation in all the five camps of the MIYCN component of the UNICEF funding
  • Develop timely reports on a monthly basis on progress.
  • Train and capacity build IRC and partner staff on MIYCN and monitor implementation of the grant.
  • Implement and supervise the inpatient and outpatient therapeutic feeding of severely malnourished under-fives while following the stipulated protocol.
  • Implement and supervise the supplementary feeding of the moderately malnourished under-fives, pregnant/lactating mothers, individuals with medical conditions (HIV/AIDS and TB).
  • Implement comprehensive maternal infant and young child nutrition program (MIYCN) with strong Baby Friendly Hospital Initiative (BFHI) and Baby Friendly Community initiative (BFCI) approaches.
  • Supervise and monitor the hospital inpatients diet including the special diets for medical cases like diabetes, TB, HIV/AIDS, Hypertensive among others.
  • Train and mentor the nutrition program staff and the integrated community health promoters through identification of capacity gaps and carrying out refresher trainings and on the job trainings.
  • Plan and conduct trainings on Growth Monitoring Promotion (GMP), IMAM and MIYCN to other mainstream health professionals.
  • Develop key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
  • Offer nutrition support through counseling to individuals with medical conditions including Comprehensive Care Clinic clients.
  • Plan and conduct the annual health and nutrition surveys together with other stakeholders in the camp.
  • Plan and conduct mass MUAC screening of the under fives on a quarterly basis in collaboration with the Community Health Promoters.
  • Work closely with other nutrition related programs such as HIV/AIDS, Environmental Health, Clinical Services and Community Health Program in order to improve the nutrition situation in the camp.
  • Compile and submit donor and IRC Nutrition Program weekly, biweekly and monthly reports of all the activities implemented, as well prepare food requisitions.
  • Coordinate Nutrition meetings with IRC and participate in Project monitoring, Review and Evaluation.
  • Represent IRC in Nutrition Coordination meetings with Implementing partners and other Nutrition /Health related forums.
  • Lease with Supply Chain Department in logistical Program Supplies procurement and Monitoring Supply control

Required Qualifications:
  • Bachelor degree in Food, Nutrition and Dietetics from a recognized University.

  • Experience in maternal infant and young nutrition with strong BFHI & BFCI approaches.

  • Level II Help Desk Support – Including but not limited to anti-virus assistance, Windows XP support, Microsoft Office 2007 support, Active Directory Maintenance, Microsoft Exchange/Email support, general laptop, desktop and printer repair, and light network troubleshooting
  • Enterprise Ticket Management – Work inside our enterprise ticketing system, Service-Now, to provide timely and transparent customer support of all requests
  • Vendor Management – Work directly with IT vendors to obtain support, repair and warranty information

Health Coordinator

The IRC in Kenya serves vulnerable populations in the Turkana region and refugees in the Kakuma, Dadaab (Hagadera) camps and Nairobi. 

The IRC implements programs in the areas of integrated primary health care (including nutrition and HIV/AIDS); Community Health Programs; Livelihoods; protection of rights; and, Women’s Protection and Empowerment. 

The Health Coordinator will be responsible for the vision, strategy, design, implementation and management of IRC’s health program in Kenya. 

The HC will provide technical support to the health program for project design, proposal development and reporting, ensuring that IRC programs are of high quality and that programs are driven by data and learning. 

The HC will be responsible for maintaining regular contact with all partners, including the MoH, County Government officials in project areas, UN agencies and other NGOs, and will also be responsible for fulfilling IRC strategic objectives for the health sector.

The position is based in Nairobi with 60% frequent visits to the field program sites. S/he reports to the Deputy Director – Programs (DDP).

Key Responsibilities:

Program management:
  • Provide technical supervision and guidance of all IRC health Projects and extend technical support and supervision to the IRC’s implementing partners as the need arises.
  • Ensure that the health projects in Kenya utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health, UNHCR, SPHERE, and WHO health standards in emergencies. Ensure that all activities are consistent with established best practices.
  • Participate in the development of annual program budgets; ensure implementation of Health related activities in line with approved budgets and spending plans.
  • Where necessary, in collaboration with program managers, revise plans and budgets to maintain program quality and progress; work with the Grants Coordinator to ensure all program activities are implemented in compliance with donor requirements.
  • Promote the quality of the IRC’s health programs by setting up quality assurance mechanisms
Technical Monitoring and Program Quality:
  • Provide technical supervision of, and technical support to IRC Kenya programming activities;
  • Oversee the collection and timely reporting of data and statistics for all health programs in line with IRC’s REL (Research, Evaluation & Learning) guidelines and according to internal and donor requirements;
  • Ensure that the stated goals and objectives of all health projects are met with strong monitoring and evaluation (M&E) follow up, including any required operational research, with technical support from the Health Information Management team in New York Health Unit and the Country Technical Advisors for health and nutrition as needed.
  • Participate in the design of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Kenya.
  • Ensure sound data collection and information management systems are in place for ongoing performance analysis and programmatic action based on data and identified needs.
  • Lead technical assessments as a basis for primary health care program development.
  • Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary;
Health Systems Strengthening
  • Ensure that IRC programs are working with MoH structures at county level to support health system reforms and strengthening.
  • Apply knowledge and expertise in health policy and programs to design and develop activities that promote health policy reforms/development
  • Support camp based health programs to transition their approach to ensure that health system strengthening is a key component of their approach.
  • Work at the policy level with key decision makers from various county governments and donors, participating in strategy development and technical discussions relating to future direction of the health program.
Emergency Preparedness and Response
  • Ensure that the IRC Emergency Preparedness and Response Plans are prepared in consultation with UNHCR/CDC/WHO and other partners. Where these exist, ensure that they are revised annually to conform to the needs of the refugee camps and the surrounding population.
  • Together with the Senior Management Team (SMT), oversee the establishment and operationalization of the Emergency Response Team (ERT) and train the team
  • Monitor data from the camps on disease trends (IDSR, HIS and DHIS) and take the necessary steps to prevent disease outbreaks in the refugee camps
  • In the event of an outbreak, work with the SMT to ensure that the ERT is deployed, medical supplies and drugs are available to manage the outbreaks.
Staff Development:
  • Participate in the development of staff development plans based on performance reviews in collaboration with the human resources department and contribute to the training of health staff (mentoring, as well as formal trainings).
  • Develop/organize training opportunities to build the capacity of the health staff and local partners in order to transfer skills.  This includes staff training in program management areas such as reporting, budgeting, monitoring, evaluation, and supervision.
  • Provide technical support and participate in reviewing health program staff performance reviews
Business development and Fundraising:
  • Proactively look for funding opportunities for Health and Nutrition programming in Kenya.
  • Write timely and quality proposals and review donor reports in collaboration with Program Managers, other Technical Coordinators and the Health and Nutrition Technical Advisors.
  • Develop strategic partnerships with local and international organizations, where possible.
Coordination, representation and advocacy:
  • Represent IRC Kenya in external Health and Nutrition related forums; actively develop and maintain effective working relationships with key stakeholders in Kenya including donors, government actors, UN agencies (especially UNHCR), international and local NGOs, and other relevant actors; identify health and nutrition related advocacy issues in consultation with the country management.
  • Others - Provide leadership and direction on integration of health activities with other sectors including, but not limited to, Nutrition, HIV/AIDS, livelihoods and women protection; work with relevant stakeholders to conduct operational research and document and disseminate lessons learnt.
Required Qualifications, Experience & Competencies:
  • Degree in Health e.g. MBChB, MD
  • Advanced degree in Public health is highly recommended.
  • Minimum 5 years experience in primary health programs in resource poor settings with at least 3 years in project management position.
  • Demonstrated skills in quantitative and qualitative research methodologies.
  • Experience and competency in proposal development, report writing and grant management.
  • Competent in Windows, MS office programs, email and database (HMIS, PEPFAR database, EPI-Info) experience.
  • Strong communication, people management, organizational and analytical skills.
  • Fluency in English and Swahili, spoken and written- a must
  • Ability to work in complex emergency environment, multitask, manage pressure and flexibility
  • Training and competency in LQAS, SPSS, SQUEAC and SMART methodology for conducting surveys is an added advantage.
