I. Context of the mission
Médecins du Monde (MdM) is an international humanitarian organisation whose mission is: to provide medical care for the most vulnerable populations when they are faced with crisis or exclusion from society, the world over, including France, to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, to seek at all times to encourage close working relationships with populations in its care.
The MdM strategy programs are
implemented jointly with a local partner, Integrated Services for Displaced
People (ISDP) and Ministry of Health in Bosaso. MdM supports the MoH and the
local partner on the technical, administrative, logistics and monitoring
side.
This project aims at providing
quality Maternal and Children health services to IDPs and host population in
Bosaso.

- Increasing the access of the Bosaso population
(IDPs and Host Population) to HP and Health centre services;
- Improving the quality of Health Clinics and
Bosaso General Hospital reproductive health services in Bosaso and the
nutritional status of the targeted population;
- Improving the coordination and the capacity
building of the local stakeholders involved in Health promotion;
- Increasing the access to the secondary health
care for the obstetric emergency.
Increasing the access of the Bosaso
population to Health Center services
- Increase the number of ANC (Antenatal
consultation) in the health centres;
- Increase the number of normal delivery in the
BEmONC centres;
- Increase the number of visits for under five
children in the health centres;
- Increase the vaccination coverage for children
in the target area;
- Monitoring the referral ambulance service;
- Organise transport for women with complicated
deliveries from health centres to the Bosaso General Hospital.
Improving the quality of reproductive
health services at HC and BGH in Bosaso and the nutrition status of targeted
population
- Improving equipment and insuring that there is
no shortage of essential drugs;
- Supporting the staff of the health centres and
Maternity and OT department of the Bosaso General Hospital (BGH capacity
building);
- Supporting the health centres and Maternity
and OT department of the Bosaso General Hospital with drugs and equipment;
- Put in place therapeutic guidelines and insure
that they are strictly followed;
- Improve the access to secondary health care in
the hospital for women (free caesarean section and referrals for obstetric
emergency).
- Improving the nutritional status of the
catchment population
Improving the coordination and the
capacity building of the local stakeholders involved in Health promotion
- Health awareness through, local NGOs, TBAs and
CHWs;
- Support to local Health Authorities for
monitoring and coordination at the district level (District Health board);
- Coordination with other stakeholders.

General description of the Role: The Program Coordinator will be based in Nairobi,
with monthly travel to Bosaso for a maximum of three weeks followed by one week
in Nairobi (subject to change depending on the context and
needs).
He/she will be in charge of the
smooth implementation overall MdM programs in Bosaso.
He/She will coordinate both technical
and administrative team based in Bosaso and support technically ISDP and MoH.

- Recruit staff in accordance with MdM rules and
regulations
- Liaise with medical and non-medical
organisation (INGOs and LNGOs) in the field
- Liaise with the General Coordinator and
Medical Coordinator based in Nairobi
- Write proposal and report for Donors.
- Monitor program expenditures ensuring that
budget allocations are adhered to
- Develop program implementation plan or
work plan with the program staff
- Produce monthly/quarterly, yearly and internal
reports.
1. Programs management
- Ensure the implementation of the program and
its follow-up in its different aspects: logistical (rehabilitation, construction)
and administrative in co-ordination with the log-admin department, the
logistics chain and installation of the medical material on site
- To continuously assess the needs & adjust
the programmes to the needs in collaboration with the General and Medical
coordinators.
2. Team management
- Manage the National team: recruitment,
appraisal and follow-up of staff. Medical recruitment will be in
collaboration with the Medical Coordinator.
3. Representation and coordination with
local and international authorities, partners and humanitarian actors /
Reporting
- Coordination with the main
National/International NGOs operating in the area
- Reporting of MdM activities to the General
Coordinator and the rest of the team as well as the Desk officer.
- In charge of the formal and informal reporting
of activities to local partners and authorities

- To elaborate monthly coordination report with
the coordination team
- To ensure regular contacts with General
Coordinator and Medical Coordinator.
- To participate to proposals & reports to
donors
- Prepare field tribe reports and share with
coordination team
The activities may change based upon
the situation.
Requirements
- A Master degree in Project management,
Development students and public policy. At least degree in Community
development and NGO management and related disciplines.
- At least 5 years’ proven experience in project
management and implementation.
- Knowing of Somalia context is preferable and
experience in post emergency and post recovery programme in developing
country.
- Ability to work to Under pressure and
tight deadlines, with minimal supervision ;
- Ability to support strategic planning, result
based programming, management
- Strong analytical skills , training, oral and
written communication, and team-building skills;
- Demonstrate outstanding English both written
and oral communication and presentation skills. Somalia will be
considered a plus.
- Strong diplomatic interpersonal, negotiation
and networking skills: the ability to effectively manage a variety of internal
and external relationships, including relationships with Local Authorities
and Donors;
- Proven people management and leadership
skills: the ability to lead staff and promote productivity in a pleasant
work environment in accordance with the MdM code of conduct;
- Computer efficiency; MS Word, Excel,
PowerPoint. And Also SPSS will be added value.
- Good knowledge of the HSC Somalia and HC
Somalia mechanism and Somalia EPHS
