Supply Chain Assistant - Warehouse & Assets - Kakuma

Job Purpose / Objective:
 Reporting to the Supply Chain Officer you are required to provide all necessary Supply chain supports to the field project activities in Kakuma field office and proceed with maximum efficiency while adhering to IRC’s Supply chain procedures.

Overall Responsibilities

The Supply Chain Assistant will work under the supervision of the Supply Chain Officer and should be a strong team member who can assist in the continued development of the Chain team and contribute to the further effective running of IRC activities in Kakuma.  

He/She will be based in Kakuma with frequent visits to the field especially Kakuma Refugees Camp where IRC has a large operational base and will be responsible for the effective management of the  warehouse staff, Supply chain clerks  in Kakuma. 

The Supply Chain Assistant is a key position within Supply Chain and carries responsibility for the integrity of the IRC's Supply Chain system. 

Supply Chain Assistant must be able to rapidly respond to the programs and operations needs, whilst ensuring best practices and maintaining audit-compliant records. 

Specific responsibilities include:-

Administrative Roles:
  • Manage all staff employed in the warehouse and asset section supporting operations for Kakuma Program by assigning of duties through Delegation, monitoring the performance and regularly evaluating staff directly supervised by him /her.
  • Responsible, in conjunction with the supply chain Officer  for planning, organizing and developing the long term strategy and approach of IRC Logistics
  • Ensure there is an adequate and neatly organized filling system for waybills, inventory records and other logistical records.
Supply Chain Activities:
  •  To ensure all Supply Chain activities are carried out to a satisfactory standard.
  • To ensure that the necessary supply chain and organization is effected for all projects.
  • Where necessary, to manage, or support, the development and proper functioning of any project office deemed necessary to support the program
  • To assess potential projects as requested by supply chain manager.
  • To familiarize yourself with the IRC supply chain Manual and comply with the policies outlined in the IRC supply chain Manual.
  • To complete required reports and submit a monthly supply chain reports to supply chain manager.
Warehousing:
  • Ensure that all the ware houses are well maintained.
  • Ensure that updating stock records is done on a daily basis both on the prolongs and stock cards
  • Ensure that all stores procedures are followed by all staff.
  • Ensure that there is Controlled access to all IRC stores and ensure that stores premises are secure
  • Ensure that the filing system for stores is well maintained.
  • Ensure that an efficient storage and inventory system is maintained.
  • Review monthly stock reports.
  • Ensure that an update office, residence, and stores inventory is done on a monthly basis.
  • Ensure that all supply chain Policies and Procedures are followed and adhered to in all transactions.
  • Carry out periodic trainings reviews with all supply chain staff
Assets and Equipment management:
  • Ensure that an update asset register is maintained on a monthly basis.
  • Ensure that an updated assets inventory sheets and Prologs are well maintained
  • Ensure that all IRC assets and equipment are well maintained
  • Ensure that all assets that allocated to individuals are signed off equipment issue form
  • Ensure that all IRC premises are well maintained
  • Ensure that the movement of IRC assets is tracked and the necessary documentation is done when an asset changes its status.
  • Ensure that an up to date filing system for all assets maintained.
  • Review all monthly asset reports.
  • Recommend assets for disposal and ensure that the necessary paper work is prepared.
Safety and Security:

To ensure that staff operate in a safe and secure working environment.
  • To ensure that all new staff within the warehouse and asset are briefed on warehouse safety & security procedures.
  • To ensure that the IRC premises are secure at all times and a list of designated key holders is maintained and reviewed.
  • To ensure that there is a Fire Safety Plan in place and that quarterly fire drills are carried out.
  • To ensure that there are fully stocked First Aid Kits available in all IRC Vehicles, Offices, Warehouses and Guesthouses, at all times.
  • To ensure regular security check with the field sites or as requested by supply chain manager.
Miscellaneous:
  • To attend meetings when requested by the supply chain Officer.
  • To maintain confidentiality.
  • To continually strive to improve working methods, practices and working relationships within IRC.
  • To promote an atmosphere of co-operation and team spirit among IRC staff.
  • To carry out all duties responsibly and act in a professional manner at all times.
Procurement reports:

In the absence of the procurement officer you are required to submit:
  • Monthly & weekly Procurement report
  • Monthly & weekly PR tracking and performance card
  • Commitments report to Finance
  • Any other procurement reports required by supply chain manager or direct Supervisor.
Warehouse
  • Warehouse Monthly report
  • Inventory Report
  • Any other Warehouse reports required by supply chain manager or direct supervisor
Assets
  • Assets inventory report
  • Assets Monthly Report
  • Disposal plans
  • Any other Assets reports required by supply chain manager or direct supervisor
Requirements:
  • Diploma in  Logistics or supply chain management or any  another  relevant field
  • Thorough method of working with ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
  • Management ability to lead, motivate and develop staff;
  • Positive attitude with good sense of humor;
  • Committed team player;
  • Ability to live and work in a fairly isolated area and in conditions of limited comfort;
  • Basic computer skills (Word, Excel);
  • At least TWO year's experience working as a logistician;
  • The following experience will all be advantageous: previous NGO work, work in Africa, experience in repairing / maintaining vehicles, communications (Codan HF, VHF).

Responsibilities

Administrative Roles:
  • To deputize the supply chain manager in his absence and ensure there is continuity of entire supply chain activities in support of the program
  • Manage all staff employed in the supply chain Department who are directly under him & supporting operations for Kakuma Program by assigning of duties through Delegation, monitoring the performance and regularly evaluating staff directly supervised by him /her.
  • Plan and conduct staff performance reviews for supply chain staff directly under his staff management and map out the staff performance development plan.
  • Responsible for logistics and procurement activities  for planning, organizing and developing the long term strategy and approach of IRC supply chain
  • Ensure there is an adequate and neatly organized filling system for waybills, inventory records and other logistical records.
Supply chain activities:

  • Ensure that procurements are done in accordance with IRC Policies and procedures, ensuring that the purchases of goods are appropriate in terms of quality and fair market price.
  • Ensure that all purchases are properly authorized in accordance with IRC Finance and supply chain policies and procedures.
  • Proper record keeping and updated procurement of services and goods documentations in the procurement sector.
  • Ensure that IRC procedures are followed in all spheres. Carry out staff orientation where necessary.
  • Ensure that up to date files for price guide / catalogues / products technical information to be used by the office for Budgetary and ordering purposes are maintained.
  • Review all procurement documents before sending it for approval and ensure that a proper record for any procurement act is kept and inventory of used LPOs is maintained for future references.
  • Prepare weekly procurement reports and send to all programmes
  • Prepare monthly procurement commitment reports and send to all programmes.
  • Ensure that all other procurement files are maintained
  • Coordinate closely with the Procurement / supply chain Department in Nairobi to ensure that program supplies purchased from Nairobi are in place in Kakuma.

Community Health Program Manager - Hagadera

Job Purpose/Objective: Under the supervision of the Field Coordinator (FC), the CHP Manager shall be responsible for the overall designing and implementation of an integrated community health program that encompasses health outreach, community–based reproductive health and hygiene promotion through a team of well trained and highly motivated polyvalent community health promoters (CHPs). 


He/she shall be expected to monitor and ensure improvement and maintenance of public health performance indicators as per SPHERE / UNHCR / WHO standards at the community level.  

Key Responsibilities:-
 
 
Program Planning, Implementation, Monitoring and Evaluation
  • Design an integrated community health program that will encompass health outreach, reproductive health and health promotion in consultation with the health team leader
  • Ensure appropriate monitoring and implementation of the community health program including community based rehabilitation program, hygiene promotion and community based mental health program activities.
  • Review and implement the community health program work plan
  • Ensure appropriate disease surveillance mechanisms are in place for all new arrivals
  • Ensure that adequate records of all children less than five years old, pregnant and lactating mothers, the disabled and other vulnerable groups are kept up-to-date by each CHP and regularly followed up and reported.
  • Ensure that each CHP has been allocated to specific population and region to regularly follow up, educate, monitor and provide reports on the same regularly.
  • Supervise the development of appropriate IEC materials with culturally sensitive messages that shall be delivered by the CHPs.
  • Ensure high program coverage of EPI and reproductive health indicators
  • Assist in response and management of public health emergencies and participate in the development of disaster preparedness systems.
  • Review and update annual disease preparedness plans in consultation with other program manager.
  • In liaison with the health manager ensure that stockpiles for outbreak prone diseases are maintained
  • Overall responsible for ensuring that there is effective public health surveillance conducted at the community level
  • Participate in the disease surveillance and health coordination meetings in the Camp.
  • Coordinate internal monthly Outbreak Control Coordination Team (OCT) and carry out community-based public health interventions during communicable disease outbreaks.
  • In liaison with other health program managers he/she will coordinate camp-wide health campaigns including vitamin A supplementation campaigns, National Immunization Days (NIDs) and other similar campaigns.
Human Resources
  • Directly supervise CHP Officers, BCC officer and Counterpart Manager.
  • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner
  • Oversee continuous training programs for the health staff  as well as organizing trainings with consultants as per the annual work-plan & budget
  • Review personnel issues and concerns of CHP staff and assist with determining and implementing solutions
  • Participate in recruitment of CHP staff as appropriate
  • Ensure timely recruitment of adequate number of CHPs that are of required qualifications and experience.
  • Recommend promotions, disciplinary action of health staff to the DFC and project coordinator
  • Foster integration of the community health program with other sector programs within IRC.
Supply chain
  • Ensure all supplies for community health program are ordered in a timely manner and supplies are available in sufficient quantity
  • In liaison with the pharmacist ensure that medical supplies for community health program are requisitioned on time with accurate descriptions and coding.
  • Monitor usage of drugs and ordering of drugs and supplies in the program.
  • Foster team-work with the operations team (Finance, Supply chain, HR and Security) by proper planning and consultations as well as sharing of information on support needed during implementation of program activities.
  • Monitor utilization of IRC issued community health program supplies; monitor and track IRC community health program sector assets
  • Review of all community health program purchase requisitions
Monitoring and reporting
  • Monitor health indicator trends and ensure appropriate action is taken
  • Maintain an efficient Community Health Information System that shall ensure that all activities at the community are adequately captured by the CHPs and that appropriate follow up is done for all the groups of interest.
  • Attend meetings concerning overall health program issues
  • Keep the FC informed of all developments through regular reports
  • Attend all health coordination meetings and management meetings in the field.
  • Compile weekly, monthly reports and donor reports.
Finance and grant management
  • Prepare spending plans for the program based on the available budget
  • Attend and participate in monthly budget review meetings, with records of updated expenditure records and spending plans
  • Ensure adherence to the community health program budget by reviewing expenditure
  • Provide recommendations and interventions to correct any identified deviations that impact on budget adherence
Other
  • Perform any other duty as directed by the supervisor
Key Result Areas
  • The camp has a functional disease surveillance system that is able to react appropriately
  • Established medical screening systems for new arrivals
  • A functional community based mental health program
  • Hygiene promotion within the camp is maintained
Required Qualifications:
  • Degree or higher diploma in health science / public / community health or any other appropriate first degree in health sciences.
  • Post graduate in public health is an added advantage.
  • Training in public health in complex emergencies, community health promotion or any other relevant training.
  • Knowledge of international minimum standards in health program service delivery, including SPHERE, WHO and UNHCR.
  • Proven capacity in health systems development, particularly community health programs touching on child survival, Reproductive Health, Nutrition or communicable disease control.
  • Proven experience in working with communities with diverse cultural practices and low literacy levels.
  • Computer literacy with possible advanced word processing, spreadsheet, and relevant health software skills (i.e. EPI INFO; SPSS)
Required Experience & Competencies:
  • At least 3 years experience working in complex, multifaceted, community health program.
  • Minimum of 2 years experience in senior management position.
  • Strong communication skills; oral, written and presentation skills.

Talent Acquisition

As the assigned recruiter for the Kakuma Programme;
  • Manage, from start to finish,recruitment of all national and Incentive staff at the Field for standard and JIT recruitments
  • Manage, from start to finish, internal mobility strategies for internally recruited staff
  • Ensure the posting and tracking of all vacancies on Taleo (IRC Website) and local postings for all vacant positions
  • Serve as the HR panelistfor all recruitments in positions within this band
Talent Management
  • Ensure the appropriate on-boarding and transition processes for all incoming staff
  • Support the coordination of all performance management processes for all staff in Kakuma
  • Provide a supportive and advisory role to all line managers for any corrective/ disciplinary action

Compensation and Benefits Administration

In liaison with the HR Manager (Compensation & Benefits) for the National staff and the Finance Manager for the incentive refugee staff:
  • Serve as relaying point to NBO on all staff benefits; be in regular and direct contact with the representatives,ensuring that all contracts, reports, and other required documentation is updated and available to both parties
  • Ensure that the HR Manager (Compensation & Benefits) is updated on the status of the schemes and any issues arising
  • Ensure prompt enrollment and applicable exit onto and out of the payroll for all staff
  • Monitor the enrollment of and applicable exit, onto and out of the benefits packages with the service providers for all staff
  • Ensure that the Kakuma payroll issues are completed and shared with NBO by the 15th of each month
  • Ensure that all documentation to support payment of statutory dues and payments to service providers are available and shared with Nairobi by 15th of every month

Required Qualifications:
  • A Bachelor’s degree in Human Resources Management, or Business Administration ; An alternate Bachelor’s degree with a PGD in Human Resources Management is also acceptable
  • At least 5 years continuous practice in a similar position, with at least 3 in a supervisory position
  • Similar experience with an INGO will be an added advantage
Required Experience & Competencies:
