Lake Victoria North Water Services Board (LVNWSB) is one of the eight Water Services Boards established under the Water Sector Reforms Programme through the Water Act 2002 for the purpose of bringing about efficiency and sustainability in the provision of water supply and sanitation services in the country. 

The Board was established through Kenya Gazette Notice No. 1717 of 12th March, 2004 and licensed by the Water Services Regulatory Board (WASREB) on 11th May, 2007. 

Lake Victoria North Water Services Board is seeking to recruit a suitable self driven, result oriented and highly qualified individual to fill the position of the Chief Executive Officer.

Key Responsibilities
  • Carrying out day-to-day business of the Board to ensure that departments, sections and units conform to the overall operations, plans and performance targets.
  • Providing overall leadership and overall administration of the operations of the Lake Victoria North Water Services Board under the guidance of the Board.
  • Developing short term corporate strategies, for Board of Directors approval, for effective implementation of the strategies stipulated in the Board’s Strategic Plan;
  • Managing internal multidisciplinary teams and external parties to ensure set objectives are achieved.
  • Developing networks and partnerships with development partners and spearhead donor collaboration, fund raising and project development within the Board’s area of jurisdiction.
  • Advising the Board of Directors on expansion of business operations, investment planning and sustainable development of water service facilities.
  • Directing and coordinating the Board’s operations and administration so as to ensure that the various organs of the Board operate in conformity with the overall operational plans and performance targets;
  • Advising the Board of Directors concerning future activities of the Board and also on the objectives and policies while eliminating any form of risks which would affect the smooth management of the organization.
  • Ensuring compliance with Government’s policy and regulatory guidelines and directives.
Requirements / Qualifications
  • Must have a Bachelor’s degree in Civil Engineering from a recognized university
  • A Masters degree in a relevant field.
  • Must be a registered member of ERB and with an annual practicing licence. And a corporate member of IEK
  • Must have at least ten (10) years’ experience in the management of Water and sanitation services which includes planning, designing, implementation and monitoring, and served in a position of senior management for a period of at least five years.
  • Should have undergone a Corporate Governance/Leadership Course in a recognized institution;
  • Proficiency in information communication technology.
  • Experience in contract management, good administrative and leadership skills.
  • Should have track history of creativity, innovation, self-drive and result oriented.
  • Should have exceptional visionary leadership and negotiation skills with capacity to engage with local, regional and international organizations;
  • Should have excellent communication and presentation skills, strong interpersonal, analytical, organizational and team capacities and high professional ethical standing.
  • Should be self driven and capable of working under minimum supervision.
  • Must meet the requirements of Chapter Six of the Constitution on integrity and leadership. Please attach copies of compliance certificates from KRA, EACC and HELB, Certificate of Good Conduct from the CID.
2. Recruitment of the Corporation Secretary
 
As per the new Mwongozo guidelines, it’s a requirement for the Board to have Corporation secretary running the affairs, offer advisory and be the secretary to the Board of Directors’ meetings.

Lake Victoria North Water Services Board is seeking to recruit a suitable self driven, result oriented and highly qualified individual to fill the position of the Corporation Secretary

Key Responsibilities
 
The roles of the Corporation Secretary will include:
 
(a) Provide guidance to the Board on their duties and responsibilities and on matters of governance.
 
(b) Assist the Board in carrying out the following:
  1. Board induction training
  2. Updating the Board and Committee charters
  3. Preparation of Board work plans
  4. Board evaluation
  5. Governance audit
  6. Implementation of the code of conduct and ethics
(c) Ensure the timely preparation and circulation of Board and Committee papers.
 
(d) Ensure timely circulation of Board and Committee Minutes
 
(e) Be the custodian of the Seal of the organization and account to the Board for its use
 
(f) Maintain and update the register of conflicts of interest

(g) Ensure that Board members are aware of all relevant laws affecting the organization
 
(h) Facilitate effective communication between the organization and the shareholders
 
(i) Ensure that annual returns are promptly filed with the relevant authorities
 
(j) Except in exceptional circumstances, ensure that Board and Committee papers are circulated in advance of any meeting.

Requirements / Qualifications
  • Holder of a law degree or a degree in the relevant field from a university recognized in Kenya.
  • A member of a professional body e.g. Law Society of Kenya, Institute of Arbitrators.
  • A CPS (K) or a related qualification will be an added advantage. Master’s degree in relevant field will be an added advantage
  • Must have at least seven (7) years working experience in a law firm, a corporation or in a busy public practice office, five (5) years of which must be at a senior position.
  • Should have excellent communication and presentation skills, strong interpersonal, analytical, organizational and team capacities and high professional ethical standing.
  • Should be self driven and capable of working under minimum supervision.
