The Independent Policing Oversight
Authority (IPOA) is a state Authority created under an Act of Parliament No.35
of 2011, which provides for civilian oversight over the work of the
police.
IPOA is mandated to hold the police
accountable to the public in the performance of their functions.
Monitoring Officer

Reports to Head Inspections and Monitoring a work under the guidance of a senior monitoring officer.
Major duties and responsibilities:
- Monitoring detention facilities under the
Control of the service;
- Monitoring policing operations affecting
members of the public;
- Preparing timely and accurate monitoring
reports;
- Providing rapid response action during
eventualities;
- Any other administrative and operational
duties as assigned by the Director of Inspections and monitoring from time
to time.
Profile:
- Must be a citizen of Kenya.
- Meets the requirements of Chapter six of the
Constitution of Kenya.
Required functional skills:
For appointment to this grade, an
officer must have:
- Bachelor’s degree in any of the following
disciplines: Law, Public Administration, Criminology & Criminal
Justice, Sociology, Political Science, Human Rights, Social Sciences,
recognized military or police degree or equivalent qualifications from a
recognized institution; and
- Excellent knowledge of relevant computer
applications.

Senior Legal Officer
IPOA Grade 5

Reports to Director, Complaints Management and Legal Services through the Head of Legal Services
Major duties and responsibilities:
- Handling complex litigation cases and provide
adequate representation of IPOA in civil and criminal Court Proceedings;
- Carrying out comprehensive analysis of
evidence, which includes evaluation of evidence gathered in the course of
investigations and to prepare legal reports and briefs;
- Carrying out research into legal issues
pertinent to the operations of the Authority;
- preparing statutory performance and annual
reports in liaison with Heads of other departments of the Authority;
- Undertaking conveyancing and provide legal
advice to the Authority on all aspects thereof;
- Handling matters pertaining to the preparation
of cases for prosecution and oversee the prosecution thereof;
- Providing liaison with the Office of the
Director of Public Prosecution and other relevant State Agencies;
- Undertaking any other duties that may be
assigned from time to time
Profile:
- Must be a citizen of Kenya.

Required functional skills:
For appointment to this grade, an
officer must have:
- A Bachelor’s degree in Law or equivalent
qualifications from a recognized institution;
- Post graduate Diploma in legal studies;
- Registered as an Advocate of the High Court of
Kenya;
- Served for a minimum period of three (3) years
in the grade of either Legal Officer or for a period of six (6) years in
Legal services, in the Public Service or Private Sector post admission
experience in Law as a legal practitioner/academician or judicial officer;
- Knowledge and experience in a law enforcement
environment will be an added advantage; and
- Certificate in computer application skills;

Head, Rapid Response and Forensics

Investigations
Major duties and responsibilities:
- Planning and leading the forensic aspect of
investigations including exhibits handling and forensic examination,
guiding and supporting Investigation Officers, analyzing evidence and
information on forensics to support investigations in accordance with the
Act, regulations and policies;
- Contributing to formulation and development
of, and implementing strategies, policies, manuals, plans, standards and
procedures pertaining to forensic investigations and rapid response;
- Supervising and coordinating the prosecution
process in Court; including administration functions involving IPOA with
regard to prosecution, supporting investigators on matters of prosecution
in liaison with the Authority's prosecutor, Office of the Director of
Public Prosecutions and legal officers as appropriate;
- Reviewing and auditing all investigations in
relation to forensics and rapid response; Identifying and documenting gaps
in processes and systems and recommending corrective action;
- Supervising, appraising, training and
developing staff in the Department in collaboration with the Head of
Investigations Operations;
- Preparing, monitoring and reporting on the
Directorate’s annual work plan, budget and strategic plan in consultation
with the HOI – Operations;
- Preparing detailed periodic internal and statutory
reports in consultation with the HOI – Operations,
- Receiving, assessing and recording all new
investigation cases; Liaising directly with the Case intake Committee in
conjunction with the HOI- Operations;
- Coordinating and managing arrangement of field
investigations, vehicles, travel and accommodation arrangements, auditing
and keeping records of investigation equipment and requirements for the
Directorate;
- Ensuring effective communication internally
and externally with stakeholders, complainants, victims, and that all
parties are informed of updates, ongoing enquiries and any decisions made;
Supervising document management and updates of all investigations for
internal case tracking system on hard files and electronically;
- Leading and conducting investigations into
high priority and complex cases;
- Taking charge of the Directorate in the
absence of the Director as and when assigned; and
- Any other administrative and operational
duties as assigned by the Director of Investigations from time to time.

performance and results; and
- Registered with a relevant professional body;
and
- Excellent knowledge of relevant computer
software and applications.

Major duties and responsibilities:
- Developing, reviewing and implementing
strategies, policies, plans, standards and procedures as per the
Authorities strategic plan and delivery and quality assurance of
investigations;
- Liaising with the judiciary agencies, victims,
witnesses and other stake holders on cases;
- Analyzing evidence and information on
investigations and provide material facts for completion of investigations
in accordance with the Act, regulations and policies;
- Enforcing implementation of training manuals
and materials for investigations;
- Effectively coordinating investigations teams
and investigation activities;
- Providing clear concise and accurate periodic
reports;
- Providing periodic investigation updates;
prepare, monitor, report on the Directorate’s annual work plan, budget and
strategic plan; prepare detailed periodic internal and statutory reports;
- Gathering information and producing
intelligence reports to inform investigations;
- Supporting prosecution process in court;
- Identifying and documenting gaps in processes
and systems and recommending corrective action;
- Reviewing and auditing all complaints
investigated;
- Overseeing investigations of all cases
referred to Internal Affairs Unit by the Authority to ensure impartial and
timely completion of the same;
- Keeping records of all complaints investigated
by IAU including cases referred by IPOA;
- Developing rapid response strategies;
- Supervising, appraising, training and
developing staff in the Department.
- Leading and conducting investigations into
high priority, sensitive and complex cases; and
- Any other administrative and operational
duties as assigned by the Director of Investigations from time to time.
