Job Title: ICT Manager

Job Summary: Responsible for the Chief Executive Officer, the ICT manager will be responsible for providing a strategic direction for the SACCO’s Information Technology Programmes; maintenance and repair of an effective and efficient ICT infrastructure and is a key participant in all organization activities related to the development and installation of systems, player in the design, streamlining, implementation and review of all ICT systems including internet protocol, Social media monitoring, systems audit, access authorization of IS systems.

Main Duties and Responsibilities
  • Manage the ICT of the SACCO through planning and organizing systems for efficient and effective business operations.
  • Monitoring the progress of the design, coordination, installation and commissioning of the various networks and systems
  • Responsible for all the communications and information technology networks.
  • Responsible for relationships with industry Players and Stakeholders in the ICT industry both internal and external, ie hardware and software vendors, service providers, industry regulators, consultants, etc.
  • Responsible for IT Network administration, Disaster Recovery system, Software development, systems support and Customer support.
  • Prepare, review and monitor the ICT Annual Budget and Operating Plan, participate in teh purchase, installation, configuration of ICT platform to ensure integrity, awareness, updtes and security of all ICT resources in line with the Society’s strategic plan.
  • Development of ICT Policy
  • Develop and Communicate disaster mitigation and recovery plans in-case of system failure/malfunction in order to ensure business continuity.
  • Supervises the overall planning and scheduling of ICT projects
  • Establish appropriate operational procedures, tools and resources for effective and timely delivery of technical support to all users (both at the head office and branches) that ensures high user productivity and guarantees customer satisfaction.
  • Responsible for management, development and security of information and communication systems.
  • Evaluate and/or recommend purchases/disposal of computers, network hardware, peripheral equipment, and software.
  • Develop and conduct various training and instruction for system users on operating systems, relational databases, and other applications.
  • Investigate, recommend and install enhancements and operating procedures that optimize network availability and reliability.
  • Participate in National and international conferences to gain knowledge on ICT best practices that the Society could employ.
  • Undertake training needs analysis of ICT staff and users, conduct in-house and organize for external training
  • Supervise and appraise the System, Network Administrator, Information Security Officer and Webmaster.
  • Perform any other special assignments appropriate to the role as may be assigned by the CEO.

Minimum Qualifications
  • B.Sc (Computer Science, Information Technology or related field), Higher Diploma/ Diploma in Computer Science from a recognized institution
  • Knowledge of Operation of various SACCO software systems
  • Thorough knowledge of Data Base Administration, Software development and Networking techniques [N+], or Linux, CCNA/CISSA and MCSE Certification
  • Knowledge of Project Scheduling and Management.
  • At least 3-5 years relevant experience in the same or related position

Job Title: Internal audit, Risk and Compliance Manager

Reports to: CEO
 
Job Summary: Continuously ensure implementation of internal control systems, risk management and governance, procedures and policies with a view to minimize risk exposure for utilization of assets and other Society resources. 

In charge of an independent appraisal of all SACCO functional areas established by the board and review of the internal control system.

The responsibility is to objectively examine, evaluate, verify Financial & non-financial data and determine the accuracy and reliability of accounting statements and report on the adequacy of internal control as a contribution to proper economic, efficient and effective use of resources. 

Internal auditing activity is the eye of the CEO and the Board of Directors in the SACCO.

Main Duties and Responsibilities
 
Administrative
  • Evaluate and track systems and controls to determine their adequacy and effectiveness to the SACCO to ensure: effective, efficient and economic use of the SACCO resources, reliability and integrity of information, and Compliance with policies.
  • Identify business risks, systems and control weaknesses, and deficiencies in policies and procedures.
  • Develop and discuss audit findings and recommendations with CEO and senior managers and agree on a timeframe for corrective action.
  • Advise management on non-compliance operations.
  • Carry out special and audit assignment and investigations.
  • Keep internal control procedures updated.
Internal Audit
  • Prepares an overall comprehensive audit plan for the Sacco as regards the nature, extent and timing of the audit activities.
  • Update and communicate audit programmes changes in consultation with CEO and Chair of Audit Sub-committee and the Supervisory Committee to ensure adherence with internal audit standards.
  • Prepare internal audit reports and present to the CEO, Audit Subcommittee and the Supervisory Committee
  • Co-operate with external auditors on matters regarding internal control and any other matters arising from their work
  • Checking the loans paid to staff, members and board to ascertain that the society’s relevant policies and procedures are followed
  • Checking monthly and final financial statements to ascertain their accuracy and completeness
  • Conducting impromptu & special investigative visits in the cash office and Front Office to ensure that all operations procedures are complied with.
  • Review economy, efficiency and effectiveness of the society operations.
  • Ensure compliance with the policy, procedures and government requirements.
  • Verification of all payments and receipts.
  • Reviewing internal controls including the scope of the internal audit program, the internal audit findings and recommend action to be taken by the Board of Directors.
  • Ensuring that accounting records and financial reports are promptly prepared to accurately reflect operations and results.
  • Ensuring that policies and control procedures are sufficient to safeguard against error, carelessness, conflict of interest, self-dealing and fraud.
  • Procedure reports to the CEO on day-to-day operations of the society.
  • Keeping minutes of the Audit Committee.
  • Considering any matter of significance raised at the Annual General Meeting.
  • To investigate cases of frauds in the SACCO and report to relevant authority.
  • Any other duties assigned by BOD’s, CEO and the audit committee from time to time.
Operational Roles and Responsibilities
  • Participate in the preparation and implementation of Society’s strategic Plan
  • Assist in the coordination of activities of the audit and supervisory committees in consultation with CEO
  • Supervising, training and appraising staff
  • Prepare management reports as required
  • Ensure audit working papers are properly prepared, referenced, reviewed and documented systematically
  • Develop and maintain a sound audit manual detailing audit practices, process mapping and standards
Job Specifications:
 
The incumbent will be required to possess the following qualifications and skills:
  • Minimum registered CPA (K) or its recognized equivalent.
  • A Bachelor of Commerce, BA Accounting, diploma in Co-operative Management and experience in FOSA Operations or any other recognized equivalent qualification
  • Master’s Degree in Finance/accounting would be an added advantage.
  • Have at least 5 years practical experience in a busy financial institution with 2 years in a Senior Management Position. (Preferably financial institution)
  • Membership to a professional body
  • Computer literate
  • Minimum C+ in KCSE
  • Possess excellent interpersonal communication and motivational skills.
  • Be between 30 – 50 years of age
  • Well versed with contemporary audit standards, governance & legal issues, taxation, banking and business trends
  • Organized, self-empowered and of unquestionable integrity

Job Title: Human Resources & Administration Manager

Job Summary: To develop and lead a winning HR policy driven to attract, train and retain the best talent in line with Society. 

The job holder will oversee all functions of the department and ensure proper processes are followed in selection, recruitment, training, appraisal and remuneration. 

The Human Resource Manager will ensure optimum placement of staff members in various departments and branches.

Main Duties and Responsibilities
  • Responsible for the implementation & revision of the SACCO HRM policy regarding-Recruitment, selection, placement, induction, learning, grievance handling, performance management / appraisal, disciplinary procedures, Staff statutory matters, labor relations, CBA, Health and safety, Confirmation of Payroll and employee separation.
  • Cause to conduct/review job analysis, job evaluation, job specifications/descriptions
  • Cause to be prepared Manpower plan, training and development plan, career management, talent management, employee benefits/rewards, secondment programme
  • Approves annual leave for all non-executive staff.
  • Handles salary claims for the SACCO employees including advising pay change to salaries.
  • Handles disciplinary matters for non-executive SACCO employees.
  • Ensures that all laid down procedures and staff rules and regulations are adhered to including devising and administering methods of enforcement
  • Coordinates staff welfare matters of the SACCO including staff medical fund.
  • Coordinates personnel management and administration including, discipline, appointments, dismissals, promotions, transfers and on allowances payable to various staff.
  • Handles public relations matters
  • Takes minutes at senior staff meetings, sectional heads meetings and joint meetings to senior staff and secretary managers.
  • Ensures safe custody and updates of various staff files & data base
  • Implement, without delay, all recommendations from government regulatory bodies, BOD, internal and external audit reports and consultants based on agreements arrived at with BOD.
  • Perform such other duties as may be directed to perform by the Board of Directors.

  • A degree in HRM/HND HRM or first degree in Social Sciences / Public Administration / Business Management with Post Graduate Diploma in HRM from a recognized institution.

Job Title: Chief Executive Officer / CEO

Job Summary: To provide day-to-day leadership, management and vision necessary to ensure efficient and effective implementation of SACCO strategic plan.

In addition, he/she is expected to give guidance to the Board of Directors on various policy matters as well as manage the staff in a competent and business manner in order to achieve the SACCO objectives.
 
Main Duties and Responsibilities
  • Responsible for the implementation of the SACCO strategic & Business plan
  • Responsible for the SACCOs investments and management of balanced investment portfolio
  • Responsible for the management, development & maintenance of high performance team by providing transformative leadership & effective supervision, guidance and initiating training of staff members under his/her jurisdiction
  • Responsible for the SACCOs financial & operational planning, forecasting and budgeting and be able to conceptualize and explain variances
  • Responsible for prudent management of costs so as to achieve business growth as outlined in the strategic plan
  • Responsible for supporting board decision making through preparation, analysis & presentation of comprehensive, timely, reliable and compliant financial reports
  • Ensure effective implementation of financial, operational & accounting policies and procedures
  • Cause to prepare weekly, monthly, quarterly reports on performance of the entire SACCO Key Result Areas [KRA] to the board and advise accordingly
  • Ensure compliance with all statutory and regulatory requirements of the SACCO & be able to propose changes to the Board such as SACCO ACT, Rules , By-laws, SASRA ACT, Cooperative rules.
  • Cause to develop and provide high quality products and efficient services which are value-adding to clients so as to enhance market share and revenue command of the SACCO.
  • Provide support to the Board of Directors by organizing all Board and Sub Committee meetings, Annual and Special General Meetings and Supervisory meetings as and when required
  • Build and develop high and motivated team of employees through embedding performance development and couching through identification of staff training needs and enshrine them in the training and education programs of the society.
  • Develop and operate a financial services network of branches based on assessment from relevant officials – on quality member service, innovative savings and loan products and introduction of new business opportunities
  • Promote the SACCO corporate image by representing the society in a professional manner at all times
  • Attend and participate in Board meetings, seminars and conferences at all levels to keep informed of the developments affecting the SACCO movement and business environment in general.
  • Support the Board of Directors in developing a 5 year Strategic Plan upon which other SACCO plans will be hinged to drive the vision and mission of the SACCO business into the future.
  • Implement, without delay, all recommendations from government regulatory bodies, BOD, internal and external audit reports and consultants based on agreements arrived at with BOD.
  • Cause to ensure correctness of books of accounts, receipts and disbursements are maintained.
  • Ensure safe custody of all funds, documents and property belonging to the SACCO and ensure their safe keeping.
  • Keep minutes of all general meetings and meetings of the Board of Directors
  • Prepare, approve, authorize and sign all official correspondence of the SACCO.
  • Formulation and implementation of all growth strategies.
  • Perform such other duties as may be directed to perform by the Board of Directors.

  • Bachelor of Commerce [Finance option] or Bachelors in Business Administration or Advanced Diploma in Cooperative Management or recognized equivalent.
