Context: Secours Islamique France (SIF) has been operational in Kenya since 2012 and in Somalia since 2014.

In Kenya, SIF’s strategy is to provide basic essential services to the refugees in the camps, including Dadaab and Kakuma, and to develop durable solutions for the urban poor. 

In Somalia, SIF’s strategy is to provide basic essential services to the IDPs and returnees in Kismayo (Lower Juba Region).

As such, both the Kenya and Somalia Missions are oriented towards protracted emergencies and alleviating urban poverty, focusing primarily in the areas of Education, FSL, Shelter, and WASH.

Coordination with Regional Office
·                     Liaise with UN agencies, government representatives, other NGOs, donors, and suppliers on behalf of SIF Kenya and Somalia Missions in terms of assessments, monitoring, and evaluations.
·                     Design and carry out assessments, monitoring, and evaluations.
·                     Provide HoM with regular and detailed updates on projects and field activities.
·                     Assist HoM to develop SIF Kenya and Somalia Missions.
Coordination with Field Offices
·                     Liaise with the Project Coordinator and Field Coordinators to carry out assessments, monitoring, and evaluations of projects and field activities.
·                     Train field staff and others on how to do assessments, monitoring, and evaluations.
Qualifications
 
The AME Coordinator is expected to have the following qualifications and competencies …
·                     Minimum of a university degree related to humanitarian aid work or emergency relief work.  A certificate related to finance or logistics would be a distinct advantage.
·                     Minimum of 4 years of field-level experience and minimum of 1 year of M&E experience in the NGO sector. This experience must be in two or more of the following areas: (1) Education, (2) Food Security and Livelihoods, (3) Shelter/NFI, (4) WASH.
·                     Prior experience in a developing country.  Prior experience in an emergency context or highly insecure environment is a distinct advantage.
