Term: 10 Months Contract
 
The Position: The Project Officer Health is a member of the Senior Management Team (SMT) responsible for coordinating the implementation of the USAID funded OVC projects within Anglican Development Services North Rift (ADS NR) Region. 

The officer provides ADS NR overall strategic, technical and programmatic leadership in the health project. 


S/he will be expected to build the capacity of the project staff and support them to deliver on their mandates, by providing sound technical leadership and guidance. 

The Project Officer will play a key role in decision-making processes; assist management in resource mobilization, lead in quality control, project planning, implementation, monitoring and evaluation of the project activities. 

The position requires good understanding of the PEPFAR OVC programming and key National OVC Policy documents.

Key Responsibilities:
 
  • Provide technical/programmatic leadership in the planning, implementation and monitoring of the OVC projects
  • Coordinate the implementation of ADS NR health projects including the development of annual work plans.
  • Develop and strengthen strategic partnerships and collaboration with relevant key stakeholders to leverage resources for enhanced service delivery to the beneficiaries.
  • Provide requisite oversight on project staff performance and assist management undertake regular staff performance appraisals.
  • Facilitate structured support supervision to project staff and sites to facilitate continuous quality improvement.
  • Provide structured and regular mentorship to project staff to enhance staff capacity
  • Develop and strengthen effective structures for utilization of project data for appropriate programming and decision making processes.
  • Produce quality and timely monthly and quarterly project reports for submission to the donor
  • In liaison with the Project accountant and Finance Officer, provide stewardship in the management of project resources (human, financial and material resources) to ensure effective and efficient utilization of project resources for achievement of project deliverables.
  • Take leadership in documenting project’s best practices and success stories. 
  • Provide regular updates to the management, staff and key stakeholders on the project progress.
  • Participate and represent the organization in critical County and Sub-County OVC stakeholders’ forums. 
  • Support management in the developing project proposals.
Required Qualifications 
  • At least a degree in Social Sciences, Public health, Anthropology, Nursing, Clinical medicine, or Community Development/Social Work. Possession of Master degree will be an added advantage.
  • Have solid working knowledge (practical skills) in the following areas: HIV/AIDS Care and support, CPWP, HTC/Counseling, ART and gender issues.
  • In-depth understanding and working knowledge of PEPFAR funded programs including the USAID/PEPFAR/GOK reporting requirements.
  • Experience in facilitating community engagement forums. 
  • Practical experience in computer applications (MS Office Suite, internet) 
  • Good knowledge of GoK structures at County and Sub-County level, and social protection programs 
  • Significant experience in implementing integrated OVC and HIV/AIDS projects will be an added advantage.
  • Demonstrated capability to manage staff and perform staff appraisals 
  • Knowledge and experience in proposal development will be an added advantage.
