The Kenya National Highways Authority (KeNHA), is a State Corporation under the Ministry of Transport and Infrastructure charged with the mandate to manage, develop, rehabilitate and maintain national roads.

Job Title: Legal Officers 

Grade 

Two Vacancies 

Place of Work: Head Office 

Department: Legal & Regulatory Affairs 


Reporting to: Senior Legal Officer 

Supervises: None
 
Job Purpose: The Legal Officer will report to the Senior Legal Officer and will be in charge of preparation of contracts and agreements for the Authority. 

The successful candidate will work under the guidance of the Senior Legal Officer in handling all litigation matters.

Job Description
 
Duties and responsibilities at this level will entail:
  • Preparing contracts and agreements for the Authority;
  • Handling litigation matters;
  • Collecting and collating data on legal matters; and
  • Attending court hearings.
Job Specifications
 
For appointment to this grade, a candidate must have:-
  • Bachelor of Law degree from a recognized institution;
  • Postgraduate Diploma in Legal Studies from the Council of Legal Education;
  • Admitted as an advocate of the High Court

Job Title: ICT Infrastructure Officer

Job Purpose: Reporting to the Head of ICT, the ICT infrastructure Officer will be responsible for assisting in carrying out systems analysis, design and program specifications for the Authority.
 
Job Description
 
Duties and responsibilities at this level will include:
  • Installing and maintaining computer systems;
  • Configuring Local Area Networks and the Wide Area Network;
  • Assisting in developing and updating application systems;
  • Assisting in carrying out systems analysis, design and programme specifications in liaison with users;
  • Drawing up hardware specifications for Information Communication Technology equipment;
  • Logging of problems;
  • Verifying, validating and certifying Information Communication Technology equipment;
  • Ensuring effective working of systems for efficient service delivery;
  • Configuring new Information Communication Technology equipment; and
  • Implementing systems and network security.
Job Specification
 
For appointment to this grade, an officer must have:
  • Served in the grade of Information Communication Officer II or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of three (3) years;
  • Bachelor’s degree in any of the following fields: Information Technology, Computer Science/Engineering, Business Information Technology or its equivalent qualification from a recognized Institution;
  • Certification from relevant professional bodies in either CCNA, N+, A+, Microsoft Certified IT Professional (MCITP), Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Systems Administrator (MCSA), Oracle, My SQL or other equivalent qualifications from a recognized institution;

Job Title: Internal Auditor

Reporting to: Senior Internal Auditor 

Supervises: Internal Audit Assistant
 
Job Purpose: The Internal Auditor will be responsible for the assisting the Senior Internal Auditor in developing risk based audit plans, programmes and schedules for the Authority. 

The successful candidate will also assist in conducting the preliminary reviews of the areas to be audited.

Duties and responsibilities for the officer at this level will entail the following:
  • Participate in the development of risk based audit plans, programmes and schedules;
  • Conduct preliminary reviews of the areas to be audited;
  • Examine and evaluate the Authority’s internal controls to ascertain their adequacy and make recommendations for improvement;
  • Follow up audits to determine the extent of implementation of audit recommendations;
  • Leading specific audit teams;
  • Prepare and organize working papers;

Job Specifications
 
For promotion to this grade, an officer must have:
  • Be in possession of a bachelor’s in in either commerce, accounting, finance, economics, business management, civil engineering or IT
  • Served in the grade of Assistant Internal Auditor or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of three (3) years.
  • Be a qualified Accountant with CPA (K) or ACCA or CMA or their recognized equivalents. Possession of CISA, CIA or CFE will be a significant advantage;
  • Have working knowledge of computer assisted audit tools such as data analysis tools and audit management software;
  • Shown merit and ability as reflected in work performance and results.

Job Title: Land Valuer

Department: Planning and Environment 


Reporting to: Senior Sociologist 

Supervises: None
 
Job Purpose: The Land Valuer will report to Senior Sociologist and will be in charge of valuation and land acquisition assignments for the Authority. 

The successful candidate will work under the guidance of Senior Sociologist in all matters concerning land valuation, acquisition and compensation.

Job Description
 
Duties and responsibilities at this level will entail:
  • Preparation of land compensation reports for the authority
  • Handling of land grievances affecting the authority
  • Ensure guidelines for development partners safeguards are adhered to during compensation
  • Compute and verify final estimation of land values, taking into account such factors as depreciation, replacement costs, value comparisons of similar properties and income potential in all Resettlement Action Plans
  • Obtain County land values and sales information relating to properties bordering the Authority’s road reserves for the purpose of determining the land values
  • Coordination and management of preparation and implementation of Resettlement Action Plans
  • Coordination of the Authority’s land acquisition process
  • Ensuring that compensation for awards by the ministry responsible for lands are accurate to avoid over and undervaluation.
Job Specifications
 
For appointment to this grade, a candidate must have:-
  • Bachelor of Land Economics or equivalent degree from a recognized University.
  • Qualified and competent registered professional Land Valuer
  • Proven knowledge and experience in land valuation
  • Minimum of three (3) years overall experience, two of which should be in the area of land valuation and preparation and Implementation of Resettlement Action Plans (RAP).
  • Experience in work related to Donor Funded Projects
  • Certificate in computer applications.

The successful candidate will work under the guidance of the Senior Sociologist in reviewing road contracts and ensures social provisions are incorporated.

Duties and responsibilities at this level will entail:
  • Conducting social reviews of projects and supervises new portfolio;
  • Collecting data and information on social issues;
  • Reviewing road contracts and ensures social provisions are incorporated;
  • Undertaking social surveys;
  • Establishing linkages with consultants/stakeholders on social matters
  • Coordinating implementation of HIV/AIDS interventions in road works
  • Assessment and evaluation of ongoing projects;
  • Assessing the level of awareness on major social issues affecting the public as a result of road infrastructure;
  • Gender Mainstreaming in road projects
  • Preparation and Implementation of Resettlement Action Plans (RAP).
  • Facilitating Social Impact Studies on new road designs; and
  • Monitoring and evaluating road works and ensuring social concerns are properly addressed.

  • A Bachelor’s Degrees in any of the following: Sociology, Anthropology, social work, or its equivalent qualification from a recognized institution;
  • Experience in Donor Funded agencies’ Social policies and guidelines

Job Purpose: The Environmentalist will report to the Senior Environment and will be assisting the Senior Environmentalist in ensuring all the Authority’s projects comply with the relevant environment laws and regulations. 

The successful candidate will be responsible for implementing the department’s strategies for environmental safeguards.

Job Description
 
Duties and responsibilities at this level will entail:
  • Ensuring compliance with the Environment Management and Coordination Act (Laws of Kenya) in all projects;
  • Collection of data and information on environmental issues;
  • Undertaking assessment and evaluation of ongoing projects;
  • Carrying out assessment of the level of awareness on major environmental issues affecting the public;
  • Facilitating Environmental Impact Studies of Road works;
  • Monitoring and evaluating road works and ensuring environmental concerns are properly addressed;
  • Assisting in dissemination of environmental information to the general public in the road sub-sector environment ; and
  • Assisting in determination of statistical trends in environmental parameters and variables in the road sub-sector environment.
Job Specifications
 
For appointment to this grade, a candidate must have:
  • Bachelor’s Degree in any of the following disciplines Environmental science; Physical or Biological Science or its equivalent qualification from a recognized institution;
  • Three (3) years post qualification experience;
  • Experience in work related to Donor Funded Projects
  • Been Registered with NEMA as an Associate Expert;
  • Current valid annual Practicing Licence from NEMA, and;
  • Certificate in computer applications.

Reporting to: Manager, Environment & Social Interests 

Supervises: Environmentalist

Job Purpose:
 The Senior Environmentalist will report to the Manager, Environment & Social Interests and will be in charge of ensuring all the Authority’s projects comply with the relevant environment laws and regulations. 

The successful candidate will oversee the management and sustainable utilization of resources as well as provide support to road sector stakeholders on environmental matters.

Job Description
 
Duties and responsibilities at this level will entail:
  • Developing of strategies for achievement of environmental protection objectives;
  • Management and utilization of resources in an optimal and sustainable manner ;
  • Ensuring compliance with the relevant environment laws and regulations;
  • Coordination and preparation of periodic reports on status of environmental mitigation activities.
  • Monitoring, assessing, evaluating the impact of development activities on the environment and advising on corrective measures where appropriate;
  • Providing technical and advisory support to road sector stakeholders towards achieving positive and sustainable development outcomes including mobilization of support from donor funded programmes.
  • Interacting with development partners/donor organizations to facilitate compliance with national environmental laws and regulations and other agreed performance standards.
  • Coordinating Environmental Impact Studies of new projects;
  • Establishing linkages with consultants and other stakeholders on environmental matters for mutual benefit of the Authority.
  • Reviewing relevant Authority contracts to ensure provisions related to environmental provisions have been incorporated.
  • Conducting environmental & social reviews of the Company’s projects and supervising new portfolio investments to ensure environmental concerns are properly addressed;
  • Participating in activities involved in environmental protection; and
  • Collating, and analyzing environmental research findings.
  • Performing any other duties as may be assigned from time to time.
Job Specifications
 
For appointment to this grade, an officer must have:
  • Served in the grade of Environmentalist I or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of three (3) years;
  • Bachelor’s Degree in any of the following disciplines; Environmental science, Physical or Biological Science or its equivalent qualification from a recognized institution;
  • Attended senior management course lasting not less than four (4) weeks;
  • Post Graduate Training in Environmental Studies or related studies
  • Be registered with NEMA as a Lead Expert
  • Current valid annual Practicing Licence from NEMA
  • Proven knowledge of Environmental Management and Coordination Acct 1999 and the Regulations there from
  • Experience in work related to Donor Funded Projects
  • Certificate in computer applications; and
  • Shown merit and ability as reflected in work performance and results.
