The Water Services Regulatory Board
(Wasreb) is a statutory body charged with economic and service regulation of
the water services sector.
To strengthen our administration
team, we wish to recruit a highly motivated professional to fill the position
of Procurement Officer.
Reporting to the Procurement Manager,
you will provide support in the procurement activities at Wasreb ensuring
compliance with established local laws, company policies and procedures and
internationally recognized procurement procedures
Duties and Responsibilities
- Working closely with the Procurement Manager,
compiling and evaluating tenders in line with the laid established
procedures
- Maintaining a database of approved suppliers
and continually undertaking market surveys and research to facilitate the
update of the approved suppliers list
- Ensuring that Wasreb staff are well informed
of the procurement procedures and that all necessary systems and
documentation are available for their use
- Liaising with all departmental heads in
compiling information that facilitates the development of the procurement
plan
- Processing procurement requests as per laid
down processes and procedures
- Maintaining procurement records in a manner
that facilitates easy follow-up and reference
- Effectively managing stores/warehouses in a
manner that mitigates pilferage and obsolesce
- Facilitating the disposal of obsolete stocks
and equipment as per established procedures
- Maintaining inventory and stock control
records
- Receiving goods and certifying invoices
- Serving as Secretary to relevant procurement
committee/s
- Any other duties assigned by management
Requirement for the position;
- A Bachelors degree; Engineering, Economics and
Commerce degree holders will have a definite advantage
- Post graduate Diploma in Supply Chain
Management or Chartered Institute of Purchasing and Supplies (CIPS)
professional certificate
- Member of Kenya Institute of Supplies
Management (KISM) or relevant professional body
- Work experience of at least 3 years in a busy
Procurement department.
- Be a person of high integrity and meet the
requirements of Chapter Six of the Constitution of Kenya (2010).
- Desired skills and competencies include;
strong management and negotiation skills, excellent interpersonal and
communication skills, ability to work under pressure and tight deadlines,
and ICT skills

Engineer.
Reporting to the Inspectorate Service
Manager, you will provide support in regulation of water service provision
through the development and implementation of technical standards for design,
construction, management, operation and maintenance of water and sewerage
services.
Duties and Responsibilities
- Working closely with the Inspectorate Service
Manager, develop and implement technical standards for design,
construction, operation and maintenance of water and sewerage services
facilities and monitor compliance
- Continually review the technical standards and
guidelines to ensure that they remain in compliance with the ever changing
policy and legal framework
- Assess the technical aspects of the license
conditions and the Service Provision Agreements (SPA) and provide the
necessary technical input
- Monitor and evaluate the performance of water
service institutions against the agreed indicators
- Provide inputs in the production of the annual
water sector performance report on technical aspects of performance of
water service institutions.
- Monitor the implementation of Non Revenue
Water reduction plans by Water utilities
- Undertake water sector policy analysis and
prepare relevant policy advisories
- Assess the technical viability of water
service providers and provide technical input as necessary
- Any other duties assigned by management
Requirement for the position
- Bachelors degree in Civil Engineering with
postgraduate qualification in water and waste engineering or equivalent. A
Masters degree in Water and Waste Water Engineering will be an advantage
- Registered with the Engineers Board of Kenya
(EBK), Institute of Engineers of Kenya (IEK) Membership and a current
practicing license
- Work experience of at least 3 years in a busy
engineering department; experience in project appraisal, development of
BQs and project management is highly desirable.
- Flexibility to travel throughout the country

Human Resources & Administration
Manager.
Reporting to the Director Corporate
Affairs, you will be responsible for the management of Wasreb’s Human Resource
function in a manner that ensures the development and implementation of
systems, processes and procedures that
facilitate the effective and efficient of management of existing staff and that we can attract and retain the skills required to deliver our mandate.

Duties and Responsibilities
- Facilitating the formulation and continuous
review of HR management and administrative policies, procedures and
strategies, ensuring they are aligned to the legal framework that governs
the Authority.
- Developing guidelines for the implementation
of the human resource strategies and policies and building the capacity of
line managers to implement.
- Providing leadership in the development and
continuous review of an effective organizational structure and annual
staff budget that is aligned to the strategic plan
- Working closely with the departmental heads,
leading the recruitment and selection process for approved establishment
- Managing the performance management process
including facilitating the setting and review of performance objectives,
training and development, succession planning and career development
- Implementing terms and conditions of service
including salary administration, reward and recognition, pension
management and all other staff welfare matters
- Managing employee relations within the
Authority including dispute handling and discipline management
- Liaising with relevant government ministries
and commissions on all HR matters and advising management on changes
affecting/impacting the management of staff
- Providing technical assistance/advisory
support to the HR functions of the organizations that we regulate as and
when required.
- Maintaining up-to-date staff records including
leave, assessments, contracts, etc as required by the Employment Act
- Coordinating the administrative functions i.e.
transport, logistics, office services among others in an efficient and
cost effective manner.
- Preparing and submitting periodic reports to
the various stakeholders as necessary
- Performing any duties assigned by management.
Requirement for the position
- A Masters Degree in Human Resource
Management/Development or related field from a recognized institution.
- Bachelors Degree in Human Resource Management
or related field
- Membership of the Institute of Human Resource
Management (IHRM) in good standing.
- Work experience of at least 8 years with 4
years in senior management in a busy Human Resource department.
- Experience of streamlining policies and
procedures as well as change management
- Flexibility to travel throughout the country
- Be a person of high integrity and meet the
requirements of Chapter Six of the Constitution of Kenya (2010).
