Objective of the Programme: Promoting Inclusive Markets in Somalia (PIMS) is a DFID funded project in Somalia, implemented by Development Alternatives Inc. with an overall Project Objective of the Promoting Inclusive Markets in Somalia , encourage the growth of the private sector, job creation and, as a result, reduce poverty in Somalia. 

PIMS will work through the private sector to support the functioning of markets in key sectors, through addressing failures in terms of small-scale productive infrastructure, market information, co-ordination failures, and access to finance.

Scope of work: The purpose of this role is to support PIMS Program in effectively mitigating potential security threats. The security manager will also act as Safety and Security Advisor on all safety and security management activities for PIMS, in consultation with DAI Global Security Team, providing organisational analysis, support and advice. 

Additionally, they will manage capacity building of staff in safety and security that including Training Needs Assessment (TNA).

The Security Manager will coordinate with Somali Security Agencies, INGO Security Networks, the UNDSS, AMISOM and other programs on the ground as well as oversee quality control and assurance of the subcontracted static and mobile security services

This position will be based in Mogadishu and /or Garowe with extensive travel between the different locations in Somalia and Somaliland and reports to the Team Leader.

Duties and Responsibilities
·                     Provide the team with excellent on the ground information and insights into what is happening in Mogadishu in detail and Country wide in general.
·                     Provide the team with linkages into key local information loops (government, security, etc.) and harvest intelligence to the benefit to the project area of responsibility;
·                     Provide clear security assessments of the geographic areas where our project activities are centered;
·                     Provide strategic security and contingency planning, briefings of staff; and
·                     Have the capacity to trouble shoot and immediately react to local incidents putting staff at risk, such as being held up at roadblocks, responding to accidents, or pressure from local groups or government services.
·                     Oversight and in coordination with the ‘Office Manager’ of the vehicle fleet with regards to all movements, to ensure full situational awareness for the drivers and sites to be visited
·                     Conduct periodic driver assessments and refresher training to all project drivers
·                     Conduct security briefings to all involved prior to any sub project field site visit, to ALL staff (Expat and local)
·                     Primary security ‘Subject Matter Expert’ to the project and daily situational briefings to the Team Leader and project staff as required (as a minimum weekly;
·                     The Security Manager will work closely with the project Team leader, Project Manager and Project Staff to manage and maintain the safety and security of the PIMS team for the duration of the programme.  The Security Manager will:
·                     Implement and update the Programme Security Plan in line with DAI’s security policies and procedures in full consultation with the Project Team Leader
·                     Maintain and operationalise the Programme’s Crisis & Incident Management Plan in line with DAI’s security policies and procedures.
·                     Conduct Security Risk assessments of travel routes, project offices and residences / hotels, and project operating zones.
·                     Produce a full written “Threat And Security Assessment (TASA) of new locations to ensure full compliance and security clearance for visiting if approved
·                     Monitor and update the Project Threat level assessment in full consultation with the Global Security Department and Project Team Leader, prior to any Threat level Matrix increase
·                     Implement a travel management and risk monitor plan
·                     Act as a bridge between the field and  DAI’s Global Security Department for issues related to security risk and crisis
·                     Gather security information and establish an international and local network for information collection.
·                     Provide training on security awareness and crisis management to all incoming staff and/or periodic situational briefings when requested.
·                     Provide regular security briefings to the team leader and all programme staff
·                     Provide weekly (weekly security measures)  and monthly situational reports to Team Leader, Project Manager and the Global Security Department
·                     Update security strategy in collaboration with Global Security Department as necessary.
Requirements and Qualifications: 
·                     At least 7 years private security experience or project management.
·                     Experience working with government security institutions, international organisations and private security providers with international organisations such as the United Nations and/or European or US funded projects.
·                     Experienced, networked and able to provide support throughout South Central, Puntland and Somaliland as well as other areas that might become of interest to the project.
·                     Fluency in English and Somali Language is mandatory.
·                     Ability to work with MS office and other common office programs including Lotus notes
·                     Ability to communicate clearly, concisely and effectively with security staff and non-security staff alike.
·                     A bachelor’s degree in security studies, political science, international relations or other relevant field would be beneficial.
·                     A background in either the police or military would be beneficial.

Project Finance Officer, Promoting Inclusive Markets in Somalia (PIMS), Kenya

PIMS will work through the private sector to support the functioning of markets in key sectors, through addressing failures in terms of small-scale productive infrastructure, market information, co-ordination failures, and access to finance.

Scope of Work: The Project Finance Officer will play a facilitating role in the financial transactions related to the DAI PIMS project..

 S/he will ensure that the outlined financial policies and procedures are implemented and followed in the assigned area. 

The Project Finance Officer will be responsible for providing complete and accurate reports on financial activities. 

S/he will provide support to the Operations and Finance Manager as necessary and maintain a positive working relationship with the Nairobi Office, field and partner staff.

Duties and Responsibilities
·                     Initiating the payment process  for programme activities and ensure that all the payment requests  comply with the donor and DAI policies and procedures before approval;
·                     Ensure that the internal controls within the payment process  are safeguarded and working well;
·                     Ensure that all financial/expenditure documents are delivered to the Nairobi office in a timely manner, reviewed  for accuracy and completeness  and ready for approval and posting;
·                     Managing of the fixed asset register and all the accounting requirements in asset management as per the DAI and donor regulations;
·                     Ensure that all payments and settlements are done in a timely and accurate manner,  referenced and correctly filed, as per DAI policy;
·                     Preparation of bank reconciliation statements for all bank accounts as per policy;
·                     Tracking of employee advances regularly and follow up the recovery process, or with management when required;
·                     Management of office petty cash;
·                     Carry out training on financial policies and procedures to  non-finance staff and partners, as required;
·                     Ensure statutory payments are made on time and evidence of payment filed
·                     Ensure that all reporting requirements are met while implementing proper reporting procedures and maintaining quality;
·                     Make visits to the field as required to support the  programme on financial  operations and management;
·                     Support field-based operations officers on petty cash management and other project financial needs;
·                     Support with financial procedures, documentation and payment of grantees and vendors in the field;
·                     Help with the preparation of internal and external audits and respond to audit queries;
·                     Any other duties as assigned from time to time by the operations and finance manager in addition to the team leader.
Requirements: 
·                     A degree in a business related field with a CPA qualification or equivalent;
·                     At least 5 years’ experience in an international organisation;
·                     The successful candidate will have a proven track record in delivering results in a pressurised environment;
·                     Fluent in spoken and written English;
·                     A high level competency in Microsoft office applications.
·                     Knowledge of oracle and DAI financial systems is an added advantage.
