The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), is a Global leader in the fight against Pediatric HIV and AIDS, working in 15 Countries at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. 

In Kenya, EGPAF works in partnership with the Ministry of Health and various County Governments to support HIV Prevention, Care and Treatment. EGPAF is mainly funded by PEPFAR through The Centers for Disease Control and Prevention (CDC), The United States Agency for International Development (USAID).

In Kenya, EGPAF aims to support improved and sustainable HIV Prevention, Care and Treatment service delivery by supporting the health systems vital to ensure access and quality while strengthening the capacity of National and County Governments, Local NGOs/FBOs, Communities and Partners to maximize coverage.

EGPAF works to assure seamless provision of services through Technical Assistance and Capacity Strengthening in Governance and Strategic Planning, Health Products and Technology/Commodities, Human Resources for Health (HRH), Laboratory Systems, Quality Improvement, Strategic Information and Evaluation, and Performance Based Financing.

EGPAF Kenya is currently looking to recruit
 Health Systems Strengthening Specialist to be based in Nairobi.

The Health Systems Strengthening Specialist will provide Leadership in building capacity of Health Systems at National, County and implementing partner levels for sustainable improvement, access and utilization of high quality HIV services.

 The HSS Specialist will coordinate and work with EGPAF Kenya leadership to ensure HSS is integrated in all supported projects.

Roles and Responsibilities:
  • Lead in Organizational Development Assessment (ODA) of current managerial/ operational efficiencies and service delivery gaps at the county, sub-county, facility, partner levels and in the development of action plans for improvement.
  • Lead the implementation of the HSS components across all EGPAF Kenya projects.
  • Provide state-of-the-art technical support to project teams and partners in key health system strengthening functions, including leadership and planning, financing, and human resource management.
  • Provide technical assistance to improve human resource capacity, internal control procedures, technical management and workflow
  • Provide guidance and facilitate integration of quality improvement, leadership development and performance-based financing interventions across all EGPAF Kenya projects
  • Support other EGPAF staff to identify technical assistance needs required to achieve the expected project results and develop the appropriate scopes of work for capacity building activities
  • Strengthen health and organizational systems capacity development processes within EGPAF and ensure institutional development activities support program transition/sustainability goals and objectives
Qualifications:
  • Master’s Degree in Health Policy and Administration, Health Sector Development or related field
  • Minimum 5 years professional experience managing and implementing health systems strengthening programs
  • Experience providing health systems strengthening technical assistance to government agencies, NGOs or other organizations
  • Familiarity and knowledge of challenges faced by Kenya health services, pertaining to health financing, human resources for health and institutional capacity building,
  • Demonstrated ability to work effectively with MoH, County Government, Local Implementing Partners, CBOs and NGOs
  • Excellent verbal, written communications and presentation skills

Adult HIV Care and Treatment Technical Advisor
 

The Adult HIV Care and Treatment Technical Advisor is responsible for providing coordination, technical leadership and management support  to  implementation of high quality HIV care and treatment  services across EGPAF projects. 

S/he will ensure all technical staffs have capacity/skills to manage, deliver and sustain provision of comprehensive HIV care, treatment and prevention services. 

S/he will support the DTS in standardizing quality, key performance indicators and strategies across projects, will take lead in the planning of health systems support and health systems strengthening activities designed to increase quality of HIV care and treatment programs, build capacity of technical staffs at EGPAF, MOH and Partner organizations with an aim of building sustainable competencies and skills.  

Scope:
 Reporting to the Director of Technical Services, s/he will provide strategic direction and leadership for HIV care and treatment services. s/he will be responsible for providing day to day contact with each project technical teams on HIV care and treatment activities, providing technical assistance to establish and strengthen implementation of integrated and comprehensive HIV Prevention, Care and Treatment activities at each supported site, support systems strengthening, support program expansion,  improve quality of services and monitor progress towards achievement of quality results in order to attain the objectives of EGPAF Kenya. 

S/he will also be responsible for overseeing implementation of the Quality improvement strategy at EGPAF including the roll out of Kenya HIV Quality Improvement Framework (KHQIF) in all EGPAF supported facilities. 

S/he will work closely with the Pediatric Program Manager, TAs and other technical leads for comprehensive HIV programming across all sites.  
Key Responsibilities:
  • Work closely with the DTS to ensure standardization of adult HIV Care and Treatment across all EGPAF supported facilities
  • Take the lead and provide technical support in the attainment of the 90-90-90 targets for adults infected with HIV at EGPAF supported facilities
  • Participate in the design, development and implementation of integrated HIV project work plans and oversee the implementation of the HIV Care and Treatment components
  • Work with EGPAF HIV Care and Treatment technical staffs to provide overall strategic leadership of the service delivery core team so as to ensure effective collaboration and teamwork geared towards the achievement of quality results
  • Participate in Technical Working groups at NASCOP and ensure National initiatives are implemented at EGPAF supported facilities
  • Take the Quality Improvement initiatives at EGPAF Kenya and ensure QI strategies at Global and National level are implemented at EGPAF supported health facilities
  • Capacity build the technical team on management of HIV-associated complications through training and continuous medical education
  • Provide targeted mentorship and supportive supervision at EGPAF supported facilities
  • Will support the technical teams and project directors to ensure HIV Care and Treatment KPI’s are achieved
Qualifications:
  • Medical Doctor with Advanced Degree in Medicine (M.Med) or Public Health
  • Demonstrated Technical Leadership in HIV Programming in Sub-Saharan Africa
  • Vast experience working with Ministry of Health especially in Kenya
  • Excellent understanding of quality and quality improvement with experience in implementing the same in a large HIV Program
  • Professional Training in HIV and Quality Improvement
