ICAP of Columbia University is working in partnership with the Kenyan Ministry of Health to strengthen HIV Prevention, Care and Treatment services at County and Sub County health facilities. 

This program is part of a US Government initiative against HIV in Kenya that receives funding from PEPFAR through the Centers for Disease Control and Prevention (CDC). 

Applications are invited for the following positions:
 
Positions: Data Entry Clerk
 
Location: Country Office Nairobi
 

Overall Job Function: Reporting to the Senior M&E Officer- Data Management, the Data Entry Clerk will enter routine data electronically, assist data cleaning and reporting

Key Responsibilities:
  • Accurate entry of routine monthly and quarterly data
  • Maintain safe custody of all program data including a system of filing copies of query reports as well as other activity reports
  • Regularly follow up with the Data Manager to resolve data inconsistencies and other questionable data attributes
  • Carry out data back up and security
  • Help the Data Manager clean data and to generate and compile monthly reports
Minimum Qualifications
  • Diploma in Health Records Information/ Health Information Technology
  • At least 2 years’ experience, preferably at MOH district facility level
  • Skills in data entry, cleaning, compiling reports
  • Database management skills will be an added advantage

Position: Accounts Assistant
 
Location: Country Office Nairobi
 

Overall Job Function: Working under the supervision of the Finance Manager, the Accounts Assistant will assist in the day- to- day accounting and financial activities and offer support to implementation of the organization’s accounting policies and procedures, posting of data into QuickBooks and preparation of all payments.

Key Responsibilities
  • Maintain and control Petty cash.
  • Validate invoices, code all expenses, prepare payments for suppliers and calculate any tax due to the Government.
  • Ensure proper filing of all financial reports and support documentation for all cash and disbursements is well done.
  • Assist in posting QuickBooks transactions
  • Facilitating all audits
  • Review the cheque register to ensure that cheques are dispatched to suppliers.
  • Track and record supply of materials procured for sites.
Requirements
  • Basic degree in relevant field
  • At least CPA II
  • Proficiency in the use of accounting software
  • Proficiency in the use of Microsoft office especially excel
  • 2 years’ experience in similar position

Position: PMTCT Program Officers (6)
 
Location: Machakos and Kisumu
 

Overall Job function: Reporting to the Regional PMTCT Advisor, the PMTC Program Officer will be responsible for providing mentorship, technical support and supervision in the Elimination of Mother to Child Transmission of HIV (EMTCT) services offered at ICAP- supported facilities.
 
Key Responsibilities
  • Ensure mothers attending ANC services are offered HIV testing services
  • Ensure that HIV-infected Pregnant mothers and lactating mothers are on Antiretroviral drugs medication
  • Ensure access to prophylaxis for HIV exposed infants
  • Ensure support systems are in place for retention of Mother Baby pair
  • Ensure follow up of HIV exposed infants through to 18 months
  • Ensure linkage of all HIV- exposed Infants (HEI) who seroconvert
  • Ensure tracing of HEI lost to follow up and tracking progress over time in both 9 and 18 month HEI cohort
  • Participate in quality assurance/quality improvement of HIV programs relating to PMTCT services.
  • Assist in program monitoring and evaluation of activities relating to pediatrics
  • Prepare budgets, work plans, reports and other technical papers relating to pediatrics
Requirements
  • Degree in Nursing or Diploma in Clinical Medicine
  • More than 3 years’ experience in the implementation of PMTCT/Programmatic activities
  • Experience in training and mentorship of health care workers on PMTCT

Position: Monitoring & Evaluation Officer
 
Location: Machakos with travel to county sites in Eastern South
 

Overall Job Function: The incumbent will work under the overall guidance of the Director of Monitoring and Evaluation to provide technical support in the planning and implementation of monitoring and evaluation (ME) activities within the ICAP HIV prevention, care and treatment program. 

The appointee will work under the supervision of the Regional Senior Monitoring and Evaluation Officer.

Key Responsibilities:
  • Support routine and cohort data collection
  • Provide technical support to facility and district health records personnel
  • Together with program teams, develop and operationalize a schedule for monthly facility and district level monitoring visits to review HIV service delivery and programs and data with a view to identifying gaps for support and mentorship.
  • Lead in the active audit of both paper M&E tools and electronic medical records for data quality assurance
Requirements
  • Degree in a Health Records Information, Epidemiology, Biostatistics or related field
  • At least 2 years’ experience in HIV program
  • Ability to plan and manage simultaneous competing priorities with little supervision

Position: Prevention Officers (2)
 
Location: Machakos and Kisumu
 

Overall Job Function: Working under the guidance of the Regional Director, the Prevention Officer will report to the Prevention Advisor on a day-to-day basis to ensure quality HIV testing and counseling and support for adherence and psychosocial activities

Key Responsibilities:
  • Ensure provision of quality HTC services in line with National protocols and guidelines
  • Ensure 100% linkage for HIV positive clients to HIV Prevention, Care and Treatment
  • Establish and support psychosocial support groups
  • Supervise peer educators and HTC officers
  • Streamline appointment and defaulter tracing systems
  • Support retention strategies in facilities
  • Ensure treatment literacy is provided to enrolled clients
  • Provide quality mentorship and supportive supervision to MoH staff
Requirements
  • Diploma in Clinical Medicine or Nursing
  • Experience in HIV programming specifically in running HIV prevention programs for at least 3 years
  • Psychological counseling training will be an added advantage

Position: Program Officer
 
Location: Machakos with travel to ICAP sites in Eastern South
 

Overall Job Function: The officer will plan and perform day-to-day implementation of HIV care and TB/HIV treatment services at facilities.

Key Responsibilities:
  • Plan and implementation of HIV care and treatment services and TB/HIV activities at facilities
  • Provide on-going supervision of HIV care and treatment and TB/HIV programs
  • Co-ordinate mentorship of facility staff
  • Participate in quality assurance/quality improvement of HIV and TB/HIV programs
  • Assist in program monitoring and evaluation
  • Prepare budgets, work plans, reports and other technical papers
Requirements:
  • Degree in Medicine or Diploma in Clinical medicine
  • At least 3 years’ experience in HIV programming
  • Familiarity with county and sub-county health care programs in Kenya
  • Clinical experience of HIV medicine

Position: Prevention Advisor
 
Location: Country Office Nairobi
 

Overall Job Function: As a member of the ICAP Senior Technical Team and reporting to the Director of Programs, the Prevention Advisor is responsible for the planning, implementation and supervision of all ICAP prevention activities in ICAP sites.

Duties and Responsibilities
  • Plan, implement and supervise development of the prevention implementation protocol and policy
  • Oversee the scaling up of key HIV prevention interventions, particularly HIV testing and counseling (HCT) including Provider-Initiated Testing and Counseling.
  • Ensure effective referrals and linkages from HTC to HIV care services
  • Identifying innovative approaches to respond to the high levels of HIV discordant couples
  • Scale up prevention programs which target most at risk populations including discordant couples and beach populations
  • Strengthen delivery of PEP services
  • Strengthen adherence, psychosocial and prevention with positives services aimed at reducing transmissions and disease progression
  • Develop strategies with the county governments with the aim of strengthening health care delivery systems for HIV prevention
  • Represent ICAP in strategic meetings at national and regional levels
  • Any other reasonable duty as requested by line management
Requirements:
  • Degree in Social Sciences or the equivalent
  • Minimum 4 year’s relevant experience
  • Familiarity with county and sub-county health systems
  • Familiarity with HIV community programs including peer education

Location: Kisumu with travel to ICAP sites in Nyanza
 

Overall Job Function: The Senior Program Officer is a member of the Regional Technical Team and oversees field programmatic activities and site support for efficient delivery of quality HIV Prevention, Care and Treatment. 

Based in Kisumu, the Senior Program Officer will report to the Regional Director and will work in close collaboration with the Director of Programs.

Key Responsibilities:
  • To oversee the planning, initiation and implementation of HIV Prevention, Care and Treatment services at the Jaramogi Oginga Odinga Referral & Training Hospital ( JOOTRH)
  • To provide technical support for the planning and implementation of TB/HIV activities
  • To provide on-going supervision of ICAP-supported HIV Prevention, Care and Treatment programs
  • To participate in training and mentorship of ICAP program Officers and site staff
  • To participate in designing programs to assist in monitoring and evaluation and ensuring quality assurance of HIV Prevention, Care and Treatment programs
  • To liaise with County Health officials and other stakeholders in coordinating implementation of the program
  • To prepare budgets, work plans, reports and other technical papers
Requirements:
  • Degree in Medicine
  • MPH, or an advanced relevant degree an added advantage
  • 5 years of experience managing donor-funded health and/or HIV programs in the public sector
