Vacancies
The Kisii County Public Service Board
wishes to recruit competent and qualified persons to fill the following vacant
positions as per SECTIONS 45, 50, 51 and 58 of the County Government Act of
2012.
1. Director Devolved Units
1 Post
J/G “R”
Terms: Permanent
and Pensionable/Contract
Reporting to the Chief Officer,
Administration, Corporate Services and Stakeholder Management, the Director
Devolved Units will be responsible for the followings tasks:
Duties and Responsibilities
- Coordinate and manage projects and programs
within the county devolved units;
- Coordination and implementation of policies
and plans within devolved units;
- Monitoring and reporting of devolved
activities in the County; and
- Any other duties as may be assigned by the
Chief Officer, Administration, Corporate Services and Stakeholder
Management.
Requirements for appointment
- Be a Kenyan citizen.
- Be a holder of at least a relevant first
degree from a university recognized in Kenya.
- A Masters’ degree will be added advantage.
- Have knowledge, experience and distinguished
career of not less than seven (7) years in a relevant field.
- Demonstrate a thorough understanding of
devolution, county development objectives and Vision 2030.
- Satisfy the requirements of Chapter Six of the
Constitution of Kenya 2010 on Leadership and integrity.
- Those with proven leadership and management
skills will have a distinct advantage.
2. Deputy Director, Enforcement and
Compliance

Terms: Permanent
and Pensionable/Contract
Reporting to the Director, Enforcement and Compliance, the Deputy Director will be in charge of assisting the Director, Enforcement and Compliance either in
a) Kisii Town or,
b) Other Municipal, Town and Market
areas of the County
Duties and Responsibilities
- Identify all areas where enforcement services
are required;
- Enforce all County laws as directed by the
County Head Legal Services;
- Promotion of national values, principles of
good governance as outlined in Article 10 and 232 of the Constitution of
Kenya; and
- Any other duty as may be assigned by the
Director, Enforcement and Compliance.
Requirements for appointment
- Be a Kenyan citizen.
- Have a first degree from a university
recognized in Kenya.
- Relevant working experience in the Police
Service, Military and Security Agency, of not less than five (5) years in
the public service or in the private sector.
- Demonstrate a thorough understanding of
devolution, county development objectives and Vision 2030.
- Satisfy the requirements of Chapter Six of the
Constitution of Kenya 2010 on leadership and integrity.
- Be computer literate.
3. Sub-County Administrator

Terms: Contract
The Sub-County Administrator will be
in-charge of one of the Sub-Counties in Kisii County.
Reporting to the Chief Officer
Administration, Corporate Services and Stakeholder management.
The Sub-County Administrator will be
responsible for the following:
Duties and Responsibilities
The sub-county administrator shall be
responsible for the coordination, management, and supervision
of the general administrative functions in the sub-county units, including;
of the general administrative functions in the sub-county units, including;
- The development of policies and plans;
- Ensuring effective service delivery;
- Developmental activities to empower the
community;
- The provision and maintenance of
infrastructure and facilities of public service;
- Facilitation and coordination of citizen
participation in the development of policies and plans and delivery of
services; and
- Exercise any functions and powers delegated by
the County Public Service Board.
Qualifications/Requirements
- Be a Kenyan citizen.
- Be a holder of at least a first degree from a
university recognized in Kenya.
- A master’s degree in the relevant area will be
an added advantage.
- Working experience of not less than 5 years.
- Have qualifications and knowledge in
administration or management.
- Satisfy the requirements of Chapter Six of the
Constitution.
- Women and physically challenged persons are

4. Ward Administrator

Terms: Contract
The Ward Administrator will be
in-charge of a Ward in the Sub-County.
Reporting to the Sub-County
Administrator, the Ward Administrator will be responsible for:
Duties and responsibilities
The ward administrator shall
coordinate, manage, and supervise the general administrative function in the
ward including the following:
- Coordinating, managing and supervising the
general administration functions in the Ward;
- Developing policies and plans;
- Ensuring effective service delivery;
- Coordinating developmental activities to
empower the community;
- Providing and maintaining infrastructure and
facilities of public service;
- Facilitating and coordinating citizen
participation in the development of policies and delivery of services; and
- Exercising any functions and powers delegated
by the County Public Service Board.
Qualifications/Requirements
- Be a Kenyan citizen.
- Be a holder of at least a Diploma with 5
years’ experience in administration and management or;
- Be a holder of a first degree from a
university recognized in Kenya with a working experience in administration
and management of not less than 2 years.
- Have qualifications and knowledge in
administration and management.
- Satisfy the requirements of Chapter Six of the
Constitution.
- Women and physically challenged persons are

5. County Deputy Director Revenue
Job Group “Q”
2 Post
Terms: Permanent and Pensionable
The County Deputy Director Revenue will be responsible to the County Director Revenue for the day to day running of the County Revenue Collection Section.
Duties and Responsibilities:
- Implement national policies and statutory
regulations on revenue;
- Implement county policies and county
regulations on revenue;
- Develop and implement a plan to create demand
and achieve revenue growth;
- Design effective, efficient and secure system
of collecting revenue;
- Identify and rate economic potentials of new
revenue streams;
- Advise the relevant county committee on
matters of new revenue streams;
- Maintain schedules for revenue source within
the county;
- Device ways to motivate those who pay rates,
fees and charges;
- Develop and deploy revenue staff within the
county;
- Set broad performance targets in collection of
revenue;
- Prepare monthly reports on revenue collection
and deposits to county Accounts;
- Set up an effective mechanism for monitoring
and ensuring system integrity and security; and
- Undertake periodic surveys to determine
feasibility in revenue collection.
Requirements for Appointment
For appointment, a candidate must:
- Be a Kenyan citizen;
- Have served for at least five (5) years in a
challenging Public Service or Private Sector organization;
- Have a Bachelor of Commerce (Finance or
Accounts option) degree or an equivalent relevant degree, CPA (K) or
Association of Chartered Certified Accountants (ACCA) qualifications;
- Be thoroughly conversant with various
financial management computer packages;
- Must satisfy the requirements of Chapter Six
of the Constitution; and
- Must be a registered member of the Institute
of Certified Public Accountants of Kenya (ICPAK) or equivalent with a good
professional standing; and
- A Masters’ degree in Business Administration
(MBA) will be an added advantage.
