The following positions are
established to oversee the implementation of the Office of the Senator of
Mombasa County (OSMC) Strategic Plan 2015 - 2017.
The OSMC hereby invites applications
for the following positions:
Governance Officer - to be based in Mombasa
Job Description
- Design and implement campaigns that would
encourage citizens’ participation in governance;
- Carry out the Public Participation Forums
(PPFs) as per the Strategic Plan;
- Carry out Public Accountability Forums with
citizens and other partners to assess service delivery in Mombasa County;
- Monitor the implementation of the County
Budget and the County Integrated Development Plan (CIDP);
- Build the capacity of communities to advocate
for and influence policy change;
- Seek and create linkages with other
organisations to strengthen community advocacy activities;
- Gather information on, and monitor outcomes of
community advocacy to facilitate improvement of support provision.
Minimum Qualifications
- Be a holder of a Bachelor’s degree in
Community Development or Social Sciences or its equivalent from a
recognised university;
- At least three (3) years experience in
advocacy, governance work and budget tracking;
- Demonstrable commitment to good governance and
the pursuit for a just and equitable order;
- Good organisational, writing, interpersonal,
communication and analytical skills;
- Computer literacy and familiarity with
standard office computer applications;
- Satisfy the requirements of Chapter Six of the
Constitution of Kenya, 2010.
Finance and Budget Officer - to be based in Mombasa
Job Description
- Develop a comprehensive analysis of the County
Fiscal Strategy Paper and the County Finance Bills;
- Carry out public education on the County
Finance Bills;
- Monitor the annual allocation of resources
towards the realisation of Economic and Social rights (Article 43 of the
Constitution);
- Maintain relevant statistics on National and
County revenue and expenditure figures;
- Track the implementation of the County
Integrated Development Plan (CIDP) and other development plans;
- Track County expenditure and procurement
processes to ensure transparency and accountability.
Minimum Qualifications
- Be a holder of a Bachelor’s degree in
Economics, Commerce or its equivalent from a recognised university;
- At least three (3) years experience in economic
policy analysis and budget tracking;
- Good organisational, writing, interpersonal,
communication and analytical skills;
- Computer literacy and familiarity with
standard office computer applications;
- Satisfy the requirements of Chapter Six of the
Constitution of Kenya, 2010.
Legal Officer - to be based in Nairobi
Job Description
- To advise the Senator on:
1.
Issues of legislation in the Senate.
2.
Matters of the County.
- Provide legal advise to the Senator;
- Carry out legal research;
- Advise the Senator on policy implications of
programs and other initiatives affecting the County Government of Mombasa;
- Keep track of the legislative process in the
County Assembly and periodically advise the Senator.
Minimum Qualifications
- Be a holder of a Bachelor’s degree in law (LLB)
from a recognised university;
- Be an advocate of the High Court of Kenya;
- At least three (3) years relevant working
experience;
- Knowledge of the Constitution, devolution and
other regulations governing County Governments;
- Good organisational, writing, interpersonal,
communication and analytical skills;
- Computer literacy and familiarity with
standard office computer applications;
- Ability to work under pressure and meet
deadlines;
- Satisfy the requirements of Chapter Six of the
Constitution of Kenya, 2010.
