Background: UN-Habitat through the Global Land Tool Network and its partners is developing and implementing the Social Tenure Domain Model (STDM). STDM, as it stands, has the capacity to broaden the scope of land administration by providing a land information management framework that would integrate formal, informal and customary land systems and administrative and spatial components. 

STDM makes this possible through tools that facilitates recording all forms of land rights, all types of rights holders and all kinds of land and property objects/spatial units regardless of the level of formality.
 
With the increased growth in the use and application of STDM in multiple contexts as well as open-sourcing the tool’s source codes, there is need to review, revise and maintain end-user software documentation including quick reference guides, installation and configuration manuals. 

The ideal candidate should have excellent communication and writing skills, and have familiarity with PC-based documentation tools. 

This individual must have an enthusiastic attitude, with a high level for researching and identifying key aspects requiring information to be documented.

Responsibilities
 
Under the overall supervision of the Unit Leader of Land and GLTN Unit under the Urban Legislation, Land and Governance Branch of UN-Habitat or authorised staff, the consultant will perform the following tasks and responsibilities:
  1. Work with GLTN staff to obtain an in-depth understanding of the tool and the documentation requirements.
  2. Develop, maintain and publish end-user documentation and accompanying manuals using various word processing tools.
  3. Edit, standardize and make changes to materials provided by STDM developers.
  4. Ensure technical verbiage is easy to understand.
  5. Provide updates as necessary to existing documentation.
  6. Produce high-quality documentation that meets applicable standards and is appropriate for its intended audience.
  7. Format the documentation to corresponding easy-to-understand online manuals.
  8. Excellent writing and grammar skills, and be able to work independently, delivering accurate documentation under deadline pressure.
  9. Perform other related tasks as necessary.

Education
  • Bachelor’s or master’s in Computer Science, Geography, GIS or a related field.
Work Experience
  • Minimum of two years’ experience writing end-user documentation preferred.
  • Two years’ experience using surveying CAD or GIS tools.
  • Proven ability to document and describe software functionality to a wide readership, some of whom will be non-technical.
  • Proven ability and initiative to learn new technologies quickly.
  • Proven capability to acquire knowledge quickly, from written sources, discussions and project documentation.
  • Team working ability and flexibility.
  • Previous UN working experience is preferred.
Skills
  1. Effective planning, scheduling, research and writing skills.
  2. Excellent proficiency in Adobe and MS-Office products.
  3. Knowledge of Acrobat RoboHelp, MadCap Flare or HelpNDoc a plus.
  4. Knowledge of open source GIS tools a plus.
  5. Very detail-oriented and organized.
Language Skills: English and French are the working languages of the United Nations. For the post advertised, excellent proficiency in spoken and written English is required. Knowledge of a second UN language is an advantage.

Remuneration:
 Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant.

The fees will be paid as per agreement.

Background: Urbanization is strongly correlated with economic growth and development. Urbanization underpins one of the key drivers of national economic transformations. This however does not happen spontaneously. 


Cities and urban centres should be well planned and managed so that they become economic power houses that drive national economic development and offer growing opportunities to all citizens, especially young people and women. Economic growth should be steered in a manner that is inclusive and sustainable. 

Further, innovative revenue sources and financing mechanisms should be developed and applied to support investment in infrastructure and improvement in service delivery.

In many cases, local governments in the rapidly urbanizing world lack the technical capacity to respond to the economic development and financing challenges they face. 

They lack access to tools, information and knowledge network that would allow them to better understand complex urban systems, innovate and exploit opportunities that urbanization offers them. 

As the result, in many situation, opportunities of agglomeration economies are missed, local assets are underutilized, enclave economies are created, pushing the e majority to informality, potential revenue sources, such as land value sharing remain untapped, A large and growing population of young people remain unemployed and disfranchised.

UN-Habitat through its Urban Economy Branch seeks to support the effort of local and national governments and their partners in tackling the complex challenges and opportunities of urban economy and municipal finance through a range of ways including advisory services, research and tools development, training and capacity building. 

These activities constitute Subprogramme 3 of UN-HABITAT's six-year strategic plan 2014-2019, and the Urban Economy Branch is responsible to deliver them. 

The aim is to strengthen the capacities of cities to realise their full potential as drivers of economic development and wealth and employment creation, with an emphasis on promoting increased participation of both women and men, and enhancing municipal finance and capacity to support sustainable urban development. 

The branch is seeking the services of an expert on urban economy and finance to support its initial phase of tools and project development work.

Responsibilities
 
Under the direct supervision of the Coordinator of the Urban Economy Branch, the tasks and responsibilities of the expert are as follows:
  1. Identify innovative urban economy development approaches and practices and municipal financing mechanisms, assess their efficacy and relevance to the context of different developing countries and cities and develop them into practical application packages and projects.
  2. Assist in the formulation of specific programmes, projects and initiatives to implement the urban economy and municipal finance component of the work programme of the Urban Economy Branch
  3. Support the work of the Urban Economy Branch in promoting and advising governments on innovative pro-poor public financing tools in partnership with the Global Land Tool Network.
  4. Support in managing and backstopping consultancies initiated to support the urban and municipal finance activities of the work programme, including those related to land value sharing.
  5. Provide technical advice and support to cities and national governments with respect to urban economy and municipal financing issues including modelling and spatial planning, which may involve taking joint missions with other Branches and regional offices.
  6. Support the Achieving Sustainable Urban Development Programme’s economy and finance components, including delivering workshops and providing input to the work of national consultants.
  7. Provide support and guidance on development of a set of projects within the Urban Connectivity Lab including spatial-economic projects on transportation, land use, and employment.
  8. Assist in the formulation and implementation of pilot trainings on land based finance.
  9. Support other relevant activities related to the overall goal of this consultancy
Education: The successful candidate should have a Master’s degree in economics, urban planning, or a related field and a combination of training and experience related to issues of municipal finance and economic models.

Work Experience:
 Experience with UN-Habitat’s principles, particularly on the integrated approach within the New Urban Agenda is a significant asset. Background to urban planning is also an asset.
 
Language Skills: English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of French is an advantage. The candidate must have good speaking and writing skills in the English language.

Remuneration:
 Payment will be US$7,500 per month to be effected on monthly basis based on progress report towards the satisfactory completion of the above outputs.
 
Expected Outputs: The consultant is expected to produce technical notes and papers, project concept notes and proposals, partnership agreements and reports.
 
Reporting: The consultant will report to Mr. Gulelat Kebede, Coordinator, Urban Economy Branch.

Organizational Background: The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, humanitarian air and logistics services, food coordination and emergency rehabilitation projects.

Duties and Responsibilities:
 
Under the direct supervision of the Head of Bosasso Area Office and the overall guidance of the Head of Logistics WFP Somalia, the incumbent will be responsible for the following duties:
  • Supervise the Logistics Operation for the Bosasso Area Office from cargo receipt at port arriving through chartered vessels and liners, storage and handling into WFP warehouses to transportation and timely deliveries;
  • Support logistics projects and/or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries;
  • Collect and analyse data through research and networking with colleagues to recommend actions to the supervisor to improve performance of local logistics operations;
  • Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimise use of available funds;
  • Guide support staff, acting as a point of referral and supporting them with analysis and queries;
  • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders;
  • Ensure that WFP shipments, vessel arrivals or containerized shipments are well coordinated with all involving contractors and port authorities;
  • Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries;
  • Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance;
  • Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis;
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs;
  • Liaise with internal and external stakeholders to consolidate data analysis, draft reports and disseminate information;
  • Conduct Local Trade data collection and analysis, Markets & Traders Capacity Assessment, Whole Sale/Retailer performance monitoring, Supply Chain monitoring including prevailing market transport rates;
  • Perform other related duties as required.
Minimum Qualifications:
 
Education:
  • Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
  • At least one year of postgraduate professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management. 
  • Proficiency in Windows (MS Word, MS Excel) and some transport tracking system experience.
Language:
  • Fluency in both oral and written communication in English and Somali is a requirement.
Knowledge:
  • Experience utilizing computers, including word processing, spreadsheet or other WFP software packages. 
  • General knowledge of UN system policies, rules, regulations and procedures governing administration.
