Job Purpose / Objective:
 The Safe Programming Officer will be the focal point for IRC's Safe Programming initiative in Hagadera and Kambioos camp. 

With technical support from the Governance and Rights Coordinator the incumbent will be responsible for implementing the Safe Programming efforts in Hagadera and Kambioos refugee camps and ensuring that the goals and objectives of the project are met.  


He/ She will provide technical oversight to the field-based staff specifically on the incorporation of protection principles into all of the IRC's and other participating agencies' programs. 

The position reports to the Field Coordinator. He or she will specifically be responsible for:

Key Responsibilities

A. Program Management
  • Provide ongoing leadership, training, and guidance to staff (including refugee incentive staff) to ensure meets best practice standards and prioritizes the needs of beneficiaries.
  • Design and manage a comprehensive and functional complaints response and feedback mechanism both in Hagadera and Kambioos camps.
  • Ensure that the beneficiaries particularly the most at risk groups access assistance without any discrimination.
  • Ensure that IRC staff are aware and adhere to the code of conduct when dealing with the beneficiaries and that the services are delivered without causing harm.
  • Assist in developing public relation programmes to inform the camp population and host community about IRC projects and to support community participation and ownership of the projects.
  • Actively participate in the designing of assessments including conducting of the assessment, data analysis and report writing.
  • Assist in the development and implementation of work plans emanating from
  • Findings of the assessments.
  • Ensure continuous engagement with partners in the advisory committee and protection partners to enhance their buy in of protection principles.
  • Ensure representation of protection mainstreaming in key forums such as coordination meetings at Camp and Dadaab level as an opportunity to advocate for protection principles.
  • Ensure adequate project monitoring systems are in place and staff are using the same.
  • Track the project budget utilization in line with IRC policies and practices.
  • Ensure that all internal and donor reporting requirements are met and that reports are of a high quality and submitted on time.
  • Ensure that all opportunities for protection mainstreaming are utilized including proper coordination with the grants team to ensure proper coverage of protection mainstreaming in all proposal development opportunities.
  • Create engagement forums within IRC safe programming projects sites that will ensure information sharing and discussion among IRC protection staff to increase opportunities of creativity and enhance thinking caps.
B. Staff and Community Capacity Building
  • Design and implement staff training plans for national team members and refugee incentive staff in Hagadera and Kambioos and other participating agencies.
  • Oversee/ conduct trainings  on for community leaders and service providers
  • Collaborate with the all team managers in IRC and participating agencies in Hagadera to ensure that staff are well trained on .
  • Actively input in the design training manuals for safe programming with reference to context and relevance to field site.
  • Develop yearly training plans to guide and monitor population targeted for protection trainings and to give guidance to future monitoring of impact to community.
C. Coordination and Networking
  • Develop and maintain effective working relationships with all stakeholders- including community leaders, NGOs, UN agencies, and other IRC team members to enhance multi-agency and multi sectoral cooperation and coordination.
  • Participate in the camp level working group meetings that relate to and as relevant at the national level.
  • Create forums that encourage coordination including increasing opportunities for the advisory committee to meet and brainstorm on improving protection mainstreaming in the camps.
Required Qualifications:
  • 3 – 5 years program management experience, including at least 2 years of mainstreaming in a humanitarian context with protection focus
  • Knowledge of inter/national legal and or policy frameworks relating to refugees strongly desirable
  • Demonstrable experience in negotiating and building implementing coalitions of multiple agencies desirable.
  • Under graduate qualifications in social science, humanities, or any other relevant subject.
  • Community education/training experience desirable
  • Ability to effectively express ideas both oral and in writing.
Required Experience & Competencies:
  • Ability to work well under minimum supervision
  • Ready to work in hardship areas with basic services available.
  • Team player, hard worker.
  • Good interpersonal and team building skills
  • Ability to live and work under pressure in an unstable security environment
  • Fluency in English.
