- Manage, from start to finish, recruitment of
all national and Incentive staff at the Field for standard and JIT
recruitments

mobility strategies for internally recruited staff
- Ensure the posting and tracking of all
vacancies on Taleo (IRC Website) and local postings for all vacant positions
- Serve as the HR panelist for all recruitments
in positions within this band
Talent Management
- Ensure the appropriate on-boarding and
transition processes for all incoming staff
- Support the coordination of all performance
management processes for all staff in Kakuma
- Provide a supportive and advisory role to all
line managers for any corrective/ disciplinary action
- Manage the exit process for the Field Office
staff, and support the same for the Refugee staff
- Track approved professional development and
career-pathing objectives for staff
Compensation and Benefits
Administration
In liaison with the HR Manager (Compensation & Benefits) for the National staff and the Finance Manager for the incentive refugee staff:

- Serve as relaying point to NBO on all staff benefits;
be in regular and direct contact with the representatives, ensuring that
all contracts, reports, and other required documentation is updated and
available to both parties
- Ensure that the HR Manager (Compensation &
Benefits) is updated on the status of the schemes and any issues arising
- Ensure prompt enrollment and applicable exit
onto and out of the payroll for all staff
- Monitor the enrollment of and applicable exit,
onto and out of the benefits packages with the service providers for all
staff
- Ensure that the Kakuma payroll issues are
completed and shared with NBO by the 15th of each month
- Ensure that all documentation to support
payment of statutory dues and payments to service providers are available
and shared with Nairobi by 15th of every month
- Support Compensation and Benefit strategies by
coordinating localized salary surveys annually and raising any challenges
posed in talent retention based on compensation and benefits provided
- Participate in the Salary surveys for the
Country Programme by engaging local partners with directions from the
Senior HR Coordinator
- Ensure that all HR transactions that impact
the payroll and benefits administration to the Kakuma Programme staff are
managed in a timely manner.
- Provide the HR Manager , Field / HR Manager
Compensation and Benefits with regular updates on relevant status changes
for staff in the Kakuma Programme
- Ensure timely preparation of the incentive
staff payrolls
Services and Administration
Directly supervise the Field HRO to:

- Maintain all talent acquisition and management
processes on Workday
Reporting
Provide weekly/monthly reports to the Field Coordinator and the NBO HR Managers on the status of all Talent Acquisition process for the Kakuma Program, including but not limited to ,

Required Qualifications:
- A Bachelor’s degree in Human Resources
Management, or Business Administration ; An alternate Bachelor's degree
with a PGD in Human Resources Management is also acceptable
- At least 5 years continuous practice in a
similar position, with at least 3 in a supervisory position
- Similar experience with an INGO will be an
added advantage
Required Experience &

- Demonstrated knowledge of best practices in

- Demonstrated knowledge of the National Labor
requirements – Employment Act, WIBA, OSHA, NITA, RBA, NHIF, NSSF, PAYE

Finance Officer - Kakuma

Job Purpose / Objective: The Finance Officer will be responsible for
ensuring IRC systems and procedures of internal controls are followed when
committing financial transactions in Kakuma and also assist the Finance Manager
in financial matters in the field office.
The position will supervise a Finance
Assistant.
The position will be responsible for
among other duties; preparation of cash and cheque disbursements journals, cash
flows, cash forecast, Commitment, bank reconciliations, Monthly financial
transactions close out and also assist in budgets preparations and
budget monitoring, financial reporting, staff training and capacity building.

- Preparation of Monthly cash and bank
disbursement journals by 25th of every month except in September, which
should be closed on 30thas it is a fiscal year closing month for IRC
- Preparation of bank reconciliation statements
by the close of 25th for all months except for September which closes by
30th.
- Review of all cash advances liquidations to
ensure correct coding and adequate supporting documentations are attached.
- Review cash books spreadsheet on Monthly basis
and ensure the running balance tally with the cash count at all the times
including the close of the Month on 25th of the month (30th in
September)
- Review bank books spreadsheet on Monthly basis
and ensures that all bank books are closed and reconcile with period bank
statements as at 25th (30th September) month end.
- Ensure all program advances are accounted for
as per advance policy.
- Ensure that all payment request and
disbursements submitted to Finance are paid before the end of the month to
ensure they are recorded within the same month they are presented for
payment
- Ensure that the financial reports are
submitted to Nairobi finance department on the 1st of every Month except
September.
- Preparation and submission of commitment
reports by ensuring the coding is accurately done and validation of
documentation before submission to Nairobi office by 8th of every Month.
Donor Reporting
- Ensuring donor regulations are adhered to for
all aspects of the operations
- Ensure that BvAs are provided to relevant
parties on time and accurately
- Assist the Finance Manager for identification
of procedural or training issues to be addressed to improve the quality of
report data.
Training & Support
- Assist Finance Manager in training staff
on IRC accounting procedures and requirements, and also assists the Field
Coordinator and program staff in finance related issues and activities.
- Assist Finance Manager to train field managers
and officers on budget tracking, review burn rates and provide advise if
spending is not happening according to plan.
- Report to the Finance Manager any
irregularities that occur within the IRC office, staff compound and camps
on policy and procedures
Bank & Cash Management
- Review weekly cash count and ensure that
documentary evidence is duly signed by yourself and Finance assistant
- Ensuring internal control procedures are
followed for all cash disbursements, receipts and transfers
- Maintenance of an accurate and updated cash
flow report
- Liaison with vendors to resolve problems of
long outstanding cheques
- Ensuring that all banks are immediately
updated on changes to bank signatories
- Preparation of the bank reconciliation
for the field office on a monthly basis
- Preparation of cash forecasts and CTR for
Kakuma and submitting it on the 25th of every month
- Monitoring cash usage and requirements and
inform the Finance Manager or Field Coordinator of possible unusual
activity or requirements
- Working with field and program coordinators to
help them develop more accurate cash forecasts
- Ensure that the sufficiency of bank reserves
at all times for the Kakuma bank account.
Internal Control
- Assist the Finance Manager in identifying key
issues and weakness in the system and provide recommendations for
improving control processes or procedures
- Assist Finance Manager in ensuring that the
internal controls are adhered to in all areas of operation.
Budgets
- Working with Finance Manager to assist program
staff to prepare grant budgets to support new proposals or realignments to
ensure adequate coverage of field operating costs
- Attend Grant Opening, BvA review and Closing
Meetings when nominated to do so and also in the absence of Finance
Manager
- Assist Finance Manager to ensure that all
accruals at grant closure are accurate, valid and are promptly liquidated
Staff management
- Daily supervision and review of the work flow
of Finance Assistant for efficiency & effectiveness.
Required Qualifications:
- Bachelor’s degree in Accounting, or Finance or
CPA II. Advanced Diploma in Accounting from recognized College /
Institutions with a minimum of three (3) years of accounting experience.
- Computer literate with significant experience
in excel, accounting package knowledge (SUN system) will be an added
advantage.
- The candidate should be mature, with stable
personality and ability to maintain confidentiality.

- With support from the Security Manager,
monitor the security situation and development in IRC operational areas
with implications for staff safety and for program implementation;
- Maintain Health and Safety standards in by
carrying out regular inspection of the office updating warning notices and
up-dating first aid kits with the support of the Security Manager
Human Resources / Administration
- Directly manage, supervise and mentor the
Finance Assistant and Supply Chain staff of the Urban Program
- Ensure that all performance evaluations for
all staff are conducted on time, and review all evaluations to ensure
quality and consistency;
- Support in identifying training needs for
urban program staff and make appropriate recommendations to the DDP, DDO
and the CD;
- Ensure that administrative matters of the
field office are carried out in accordance with IRC HR and administration
policies;
- Ensure that all IRC staff at the Field level
comply with the IRC Code of Conduct/IRC WAY and other relevant policies
pertaining to staff conduct.
Supply Chain
- In collaboration with NBI HQ, oversee the
carrying out of supply chain operations by Urban SC staff, including
procurement (both local and through Nairobi HQ Office), stock management,
asset management, vehicle operations, equipment maintenance and repair
(including communications and computer equipment);
- Coordinates all transport and travel
arrangements for the Urban Programme in collaboration with NBI HQ Supply
Chain team.
- Ensure compliance with IRC and donor Supply
Chain policies at all times.
- Support and ensure accurate staff movement
planning at all times
Finance
- Oversee the financial management of field
office operations by the Urban program staff, including cash management,
issuing and tracking advances, ensuring complete and correct use of all
finance forms; timely notice to Nairobi of cash transfer/petty cash needs;
- Ensure compliance with IRC and donor finance
policies at all times;
Representation / Communications
- Represent IRC in external engagements with
GoK, UN-Agencies, IRC Partners, other NGOs and key stakeholders;
- Coordinate IRC program activities with
relevant officials and other humanitarian agencies;
- Assist in the preparation of regular reports
to keep partners and stakeholders informed of IRC’s activities;
- Performs other administrative or office duties
or projects as required or as assigned.
Required Qualifications, Experience

related field of study.
- 5 years experience in administration and

must have been spent working with an international NGO.
