We require all-rounded HR Business Partner - Shared Services.

To provide support with meeting HR operational objectives in Shared Services, through effective administration, planning, organizing and co-ordination of the HR Administration services team.

Key Strategic Deliverables
 
Administration
  • Responsible for the management and maintenance of the RVR’s physical assets, including fleet management, office equipment/furniture’s buildings, and office services.
  • Co-ordinates all administrative functions and oversees the delivery of office services and utilities for the RVR. e.g. cleanliness, safety, access control. Etc.
  • Preparation and management of the Administration unit budget, assets/equipment acquisition and maintenance in line with the RVR’s overall business strategy.
  • Oversees the supervision and management of   approved administrative projects, including designing and developing Terms of Reference.
  • Ensures the RVR’s compliance with the Health Safety and Environmental (HSE) Laws
  • Ensure proper record keeping and up to date filing of Admin Records.
  • Negotiates and agrees effective service level agreements (SLAs) with suppliers and monitors their implementation.
  • Initiates and formulates administrative procedures and policies
  • Provide effective guidance and coaching of staff and facilitate in developing their skills and abilities to ensure optimal performance
Management Reporting:
  • Ensure availability of accurate and up to date admin reports, Risk assessment and compliance reports, statutory returns and other reports as required
  • Ensure all service contracts related to administration function are up to date and secure
  • Ensure that reception is functional and well managed with 95% issue resolution
  • Ensure all important documents and information is saved on the HR shared drive
  • Ensure all regulatory and compliance requirements such as licenses etc. are up to date.
  • Any other management duty that may be allocated.

  • Prompt turn-around times for information
  • Effective maintenance of both internal and external customers and other support structures.
  • Green Internal Audit and Compliance report findings.

Key Skills, Knowledge, Experience and Personal Competencies
 
Knowledge / Qualifications
  • Bachelor’s degree preferably in Facilities Management, Civil Engineering, Project management
  • KCSE B
Experience
  • At least 10 years HR generalist Administration experience
  • Good understanding of the laws and legislation regarding buildings, licenses etc.
  • Demonstration of Project Management and Relationship management experience

Key Duties / Responsibilities

Planning
  • Sending out invites for training to participants and their managers
  • Confirmation of all training plans to the concerned parties
  • Booking training in a conducive learning environment

Organizing
  • Organizing logistics for training including venue, travel, materials, accommodation, projectors etc
  • Arranging staff to travel and accommodation for training within the country
  • Ensuring the management of training premises & facilities to support training
  • Coordinating learning initiatives motivated by Centre and rolled out within the country
  • Arranging accommodation, transport & facilitation for external trainers when required

HR Business Partner

To design and implement relevant Human Resources solutions in line with the respective business need.


Contribute to the design and development of the country Human Resource strategy.

This is to be achieved through appropriate advice, guidance, mentoring, coaching and facilitation of robust integrated people management strategies and processes.

Key Strategic Deliverables
 
Manpower Planning:
  • Prepare Human Resource forecasts in respective unit in consultation with Departmental Head.
  • Facilitate the Career and succession plans for key resource people and key positions.
  • Support the development of Talent management within the Departments by enabling the unit to attract, retain and motivate talent.
  • Advise Departmental Heads on the Exit trends and propose measures for retention.
Resourcing (Recruitment, Selection and Placement)
  • Identify the best source of candidates and tap into the market
  • Undertake strategic resourcing initiatives such as head hunting, Market intelligence, Talent acquisition.
  • Undertake interviews for short listed candidates
  • Train and support recruiting managers on the recruitment process
  • Ensure proper orientation and induction of new staff is carried out
  • Ensure that all staff have a signed off job descriptions
  • Facilitation of induction of new employees in liaison with L&D.
  • Monitor progress of new employees and submit quarterly reports to Department Head/Head HR
  • Reporting on all HR matters I the department
Organizational Development and Change Management:
  • Drive organization design/change initiatives in line with departmental strategies i.e. Review and implement fit for purpose structures, job evaluations, analyses, ensure targets are reviewed to reflect the changes
  • Facilitate the preparation of job descriptions for new roles, ensure that the job roles are well-defined, and organizational structures are in place & constantly updated.
  • Work with HR Manager to design HR change processes to reflect the business strategies of the Departments.
  • Be the change agent communicating RVR’s change initiatives within the department
  • Support Head of HR in inculcating a shared mindset and foster employee loyalty to RVR’s values.
  • Support the L & D Business Partner in establishing the skill gap within Business units
Performance Management:
  • Oversee roll out and cascade of RVR’s performance management approach in Department.
  • Coordinating the entire process of performance appraisals, ensuring timely submission of reports and their analysis.
  • Mediation between appraisee and appraiser where issues are raised in the appraisal reports.
  • Co-ordinate with Business Unit Heads in ensuring that employees appreciate the linkage of performance to reward by way of guiding on bonus awards as well as merit increments.
  • Instilling a performance culture within the Department.
Talent Management
  • Ensure talent management and Management trainee policies and initiatives are well driven
  • Advice and support staff on personal growth and career development initiatives and align them to the RVR’s business strategies. ( i.e. Have career maps within departments, developmental training guidelines, job rotations, job shadowing, job enrichment and enlargement in line RVR plans)
  • Maintain a data base of talent- both internal and external for focus areas based on market dynamics of supply and demand.
Employee Relations:
  • Advising the Head of HR and Departmental Heads on the opportunities for improvement of employee relations.
  • Champion and enforce labor laws as constituted within the country and RVR’s Policies.
  • Interpretation of the policies and procedures and assess compliance by all employees within the departments (Advise managers and employees on disciplinary issues and procedures)
  • Enhance two-way communication within the business unit by ensuring that employees and other stakeholders are informed on what is happening, why it is happening and how it affects them.
  • Ensure smooth termination process for employees, resignations and negotiated termination.
  • Ensure leave and staff absence is properly management with no disruption to business
  • Any other management duty that may be allocated
