Statistics (KNBS) is a corporate body established under the Statistics Act
(2006).
It is the principal Government agency
responsible for the collection, compilation, analysis, publication and
dissemination of official statistical information and its custody.

Job Title: Manager Finance, Chief Accountant
KNBS: Level 4

Job Purpose: Reporting
to the Senior Manager Finance, the officer will be responsible for overseeing
activities relating to accounting and finance.
Key Responsibilities
- Assisting the Senior Manager-Finance in
designing and formulation of accounting systems and procedures;
- Developing, implementing and maintaining
financial policies, plans, procedures and adequate systems of internal
control;
- Developing stringent and expenditure control
procedures by ensuring proper cash flow and revenue management;
- Ensuring proper cash flow management and
investment of funds that are not in immediate use;
- Ensuring that all payments are properly
supported by proper authority and valid accounting documents and those
payment procedures and policies are followed;
- Ensuring prompt payment of staff dues and all
statutory dues;
- Coordinating the preparation of the annual
budget for the Bureau, and the Medium Term Expenditure Framework;
- Monitoring and tracking the utilization of
capital and operational expenditure against budget and ensuring that
variances are justified in accordance with the approved polices and
regulations;
- Operationalizing the approved Institutional
Risk Management Policy Framework (IRMPF) and bringing out any emergent
risks;
- Preparing quarterly and annual financial
statements and reports, and their analysis;
- Preparing and managing donor funded project
accounts and reports;
- Liaising with external and other relevant
institutions on financial matters;
- Coordinating, liaising and responding to both
Internal and External Audit queries and following up on their
recommendations;
- Assisting in the implementation of the
computerized financial information systems that cover the financial
transactions and management of fixed assets;
- Supervising and managing staff in the section;
- Implementing performance management
activities;
- Participating in policy development
implementation, monitoring and evaluation;
- Ensuring the activities of the section are
documented on a continuous basis;
- Any other duties that may be assigned by the
Senior Manager Finance.
Requirements for Appointment
- Have a Bachelor related degree such as B.Com
or related discipline from a recognized University;
- At least (6) years working experience in
financial management and accounting, 3 (three) of which must have been in
the public sector at the level of Assistant Manager or its equivalent;
- Must possess professional qualifications such
as CPA (K), ACCA or its equivalent and must be a member of a relevant
professional body in good standing;
- Knowledge of computerized accounting &
financial systems;
- Knowledge of Government Financial operations
as outlined in the Public Financial Management Act 2012
- Must be a team player with relevant leadership
skills and experience;
- Must have good communication and motivation
skills;
- Must meet the requirements of Chapter six (6)
of the Constitution of Kenya 2010.
Job Title: Support Staff, Driver

Job Purpose: Reporting to the Transport Officer, the Driver will be responsible for all activities relating to driving and be in-charge of the vehicle allocated to him/her.
Job Purpose: Reporting to the Transport Officer, the Driver will be responsible for all activities relating to driving and be in-charge of the vehicle allocated to him/her.
Duties and Responsibilities
- Safe custody, cleanliness and Maintenance of
vehicle assigned;
- Driving motor vehicles as authorized with due
care and adhering to the traffic law;
- Detecting and reporting malfunctioning of
vehicles systems, check level of fluids in the vehicle(water, engine oil,
brake fluid, fuel and transmission oil) and top them up as necessary;
- Reporting cases of any vehicle accidents and
incidents and preparing reports on the same;
- Delivery and collection of mail, documents and
equipment;
- Reporting vehicle defects and ensure the
vehicle is serviced as per schedule;
- Maintenance of vehicle work ticket and work as
per schedule;
- Monitoring and reporting on the installed
motor vehicle tracking system;
- Keeping custody and being accountable for the
fuel and issued cards;
- Ensuring safety of passengers, occupants of
other vehicles and other road users including pedestrians;
- Ensuring no unauthorized goods and passengers
are carried in official vehicle; and
- Any other duties lawfully assigned by the
Transport Officer.
Requirements for Appointment
- At least KCSE certificate with D+ or its
equivalent;
- At least 3 years driving experience (B, C, E);
- A pass in suitability test for drivers from
the Ministry of Transport & Public Works;
- Must have passed Occupational Trade Test I for
Drivers;
- A valid driving license free from any current
endorsement(s) for class(es) of vehicle(s) the officer is required to
drive;
- A valid Certificate of Good Conduct from the
Kenya Police;
- Attended a First-Aid Certificate Course
lasting not less than 1(one) week from St. Johns Ambulance or Kenya
Institute of Highways and Building Technology (KIHBT).
- Must have demonstrated outstanding
professional competence in work performance and results;
- Training in defensive driving will be an added
advantage;
- Basic knowledge in mechanics will be an added
advantage

Job Purpose: Reporting to the Audit Committee, the officer will
be responsible for all technical / professional aspects relating to Internal
Audit, whilst reporting to the Director General administratively.
The Senior Manager Internal Audit
will also be in charge of all the staff in the Internal Audit Division.
Key Responsibilities
- Conducting systems Audits to provide
reasonable assurance that the Bureau’s operating systems such as cash
management, procurement, transport, revenue/AIA among others are
functioning effectively;
- Conducting Risk Based Audits to provide
reasonable assurance that risk management processes and structures put in
place by management are functioning effectively;
- Providing consultancy services to the Bureau
in developing appropriate risk management, control and governance
frameworks;
- Conducting Value for Money performance Audits
geared towards economic, effective and efficient use of public resources
and sound management of public expenditure;
- Conducting Information Technology supported
audits, including payroll audits with a view to enhancing internal
controls in a computerized environment;
- Reviewing, analyzing and evaluating budgetary
allocation and re-allocation processes and periodical budgetary
performance reports submitted to the Auditor General;
- Reviewing and evaluating Annual financial
statements before they are submitted to the Auditor General;
- Verifying and analyzing periodical financial
returns required to be submitted to Treasury by the Bureau from time to
time;
- Providing secretarial support to the KNBS
Audit Committee;
- Carrying out investigations/special audits on
irregularities identified or reported on any wastage of public funds;
- Conducting periodic Public Expenditure
Tracking Surveys on specific programmes in different sectors to ascertain
economical effective and efficient utilization or resources;
- Preparing work-plans and budgets for the
division;
- Supervising and managing staff in the
division;
- Implementing performance management
activities;
- Monitoring and evaluation of policies and
their implementation;
- Ensuring the activities of the division are
documented on a continuous basis;
- Any other duties as may be assigned from time
to time by the Audit Committee.
