mHealth Kenya is a limited liability
company that brings together a team of experts with a diversity of knowledge
and experience, and a deep understanding of ICT for Health.
mHealth Kenya endeavors to explore
numerous applications of mobile health (mHealth) technology, such as increasing
direct patient care, rapid lab results communication, worker training, and drug
supply-level management.
Over the last several years, mHealth
Kenya has risen to be at the forefront of facilitating improved public health
through use of mobile technologies.
mHealth Kenya in collaboration with
the Kenyan Ministry of Health and CDC Kenya have identified a number of
priority areas to help bridge the gap within the Kenyan Ministry of Health
systems.
The “Phones for Health” program,
which focuses on the utilization of mobile solutions within the public health
sector to improve access and enhance efficiencies within selected HIV/AIDS
health care services has been implemented from 2009 to 2015.
There is an urgent need to conduct an
evaluation the “Phones for Health” program to assess how these mHealth
solutions impacted the respective program areas in an effort to inform future
program decision making related to resource allocation and strategic
planning.
This has therefore presented an
opportunity for a 6 month consultancy for the following roles:
Data Management Consultant
(6-month consultancy)
The data management consultant will
provide technical leadership and oversight to the design and implementation of
M&E framework and data collection systems to monitor this project’s
performance against established goals, objectives, and milestones and to ensure
compliance with partner organization protocols and mHealth Kenya’s
organizational policies.
The consultant will be required to
develop and maintain critical relationships with in-country stakeholders
including officers of Ministry of Health, donors, and implementing partners.
Where necessary, represent mHealth Kenya in forums and meetings.
The position will also serves a
liaison to our donors’ monitoring and evaluation departments to ensure timely
and adequate support.
Key Responsibilities
- The position will be part of the M&E team
that will provide overall technical guidance and leadership on the design
and implementation of the project monitoring and evaluation system.
- Develop an M&E Plan and performance
monitoring plan covering activities to compile, analyze and present data
for reporting on program progress and outcomes. Establish baseline for
indicators in the M&E plan using existing data sources and conducting
special studies
- Develop suitable dissemination materials for
sharing project related results.
- Support operationalization of the M&E Plan
by developing and managing an M&E system to serve as a repository of
all projects related M&E data.
- Maintain and update the M&E system on an
ongoing basis and generate needed reports to meet donor and other
stakeholder requirements.
- Lead implementation of facility assessments,
establish, oversee data verification, cleaning and entry procedures as per
standard donor M&E practices and consolidate lessons learned and make
suitable recommendations for future assessments,
- Oversee data collection and monitoring
activities at the target regions of the project.
- Lead technical assistance to strengthen the
government health information systems in capturing relevant data.
- Provide technical assistance to MOH and
regional health offices for monitoring and improvement of program
activities.
- As a member of the in-country project
management team, participate in discussions for design and implementation
of project activities.
- Develop and maintain relationships with key
stakeholders such as MOH, implementing partners, academic institutions,
and donors in the area of monitoring and evaluation.
- Manage in-country communication with the third
party evaluator of the project to ensure coordination and active exchange
of data and learnings.
Required Skills
- Demonstrate understanding of a range of
applied research and monitoring and evaluation approaches including health
information and data management systems.
- Proven ability to motivate and mentor staff
and create a positive team environment.
- Effective communication and problem solving
skills, the capacity to analyse data, monitor progress, and recommend
necessary recourse for maximizing program progress and impact.
- Ability to manage data collection at various
levels to ensure accuracy, clarity, interpretation and presentation of
data.
- Strong quantitative and analytical skills and
the ability to communicate technical information clearly and effectively
to both technical and non-technical colleagues.
- Thorough knowledge of HIV, key populations,
maternal and child health issues in Kenya including solid knowledge of key
indicators related to institutional capacity building in data quality and
use.
- Knowledge and experience of MOH health
information systems will be preferred.
- Ability to facilitate results oriented
discussions with stakeholders and collaborate with cross-functional teams.
Required Experience
- At least Master's degree in Public Health,
Social Sciences, Statistics or any relevant discipline.
- Minimum of 5 years' experience and
demonstrated skills in monitoring and evaluation of health and related
programs.
- At least 3 years M&E experience with
donor-funded projects is required.
- Experience in successfully managing and
implementing the monitoring and evaluation of health programs in Kenya.
- Experience in providing technical assistance
and conducting capacity building activities in relation to monitoring and
evaluation.
- Experience in managing and supervising a
monitoring and evaluation team of data collectors and program officers
preferred.
Monitoring and Evaluation Consultant
(6-month consultancy)
This position shall involve leading
the design and implementation of program evaluation for the specific project
under this consultancy.
The position shall require expertise
in designing evaluation plans and coordinating the implementation of those
studies, as well as providing consultation in design, instrument and procedure
development, data analysis and interpretation, report development, and
dissemination.
The incumbent will develop evaluation
protocols; carry out data collection, analysis, and management and quality
assurance activities related to the evaluation study.
The consultant shall also acts as a
liaison officer between community partnerships, public and private agencies,
and mHealth Kenya
Key Responsibilities
Evaluation Development and Study
Design:
- Lead the design and conceptualization of
evaluation projects.
- Develop logical models, evaluation plans,
study designs and methodologies, procedure and instrument development,
sampling plans and protocols, and data analyses plans.
- Develop and refine evaluation protocols for
review and approval prior to the implementation of the evaluation. This
position will be essential in providing evidence for scale up of the
projects.
- The incumbent shall participates in project
development activities, including the identification, conceptualization,
writing and production of proposals, preparation of work plans, reading
and reviewing literature and materials, assembling plans and models for
new technical assistance and evaluation activities, and seeking
opportunities for project development and additional project
funding.
- Support Program Director in reviewing
evaluation plans, tools, and reports to ensure quality and validity.
Evaluation Implementation, Data
Analysis, and Reporting:
- Provide technical assistance on evaluation
design and methodology, data collection, data analysis, and reporting to
mHealth Kenya staff and directly to stakeholders when necessary.
- Oversee data gathering and management,
including data collection design and management procedures, instrument
development, and the implementation of data collection processes.
- Conduct qualitative, descriptive, inferential
and multivariate statistical analyses using SAS, STATA, R, SPSS, Access
and other statistical software when necessary.
- Coordinate and prepare project related
reports, presentations, and other written materials for
dissemination.
- A position to develop resource and educational
materials, planning and process guidance, policy and research updates, or
other information to support programs and client activities.
Project Management:
- Develop, plan, and coordinate evaluation
project activities.
- Assess project needs and develop project
action plans and timelines.
- Identify and prioritize project tasks.
- Coordinate project tasks with project team
members.
- Monitor task status and participate in
proactive planning to maintain project schedules.
- Coordinate and participate in the development
of all National, CDC and PEPFAR project reporting requirements, such as
IRB paperwork, project quarterly reports, and annual reports, final and
special reports.
- Lead team meetings, and receive project
updates on the completion status of tasks, ongoing activities, and project
issues from project staff.
- Support the development of team members and
provide mentorship and guidance as needed.
- Ensure careful review of all products.
- Correspond with clients and subcontractors,
funding agencies, and project partners on an ongoing basis.
- Monitor projects' financial status and
timelines.
- Remain current on literature in key areas, to
be identified in collaboration with Program Director.
- Periodic travels both within and outside of
Nairobi are needed.
- Presents project results and coordinate
project meetings as needed.
- Maintains a positive, strong, credible,
professional interpersonal relationship with all parties of and represents
the best interest of mHealth Kenya at all times
Qualifications / Requirements:
- Master’s degree in Public Health; evaluation,
epidemiology, measurement, biostatistics and research; or other relevant
social science discipline.
- Concentration or specialization in program
evaluation, or research methods preferred.
Experience
- Demonstrated professional experience and
leading role in project evaluations as applied in community settings.
- Minimum of three years of experience
conducting relevant evaluation and/or research projects (including
involvement in the methodological design, project management, data
collection and management, statistical analysis, report writing, and dissemination
activities of the project).
- Experience in engaging stakeholders in
evaluation practice using community-based participatory
research/evaluation approach, working with large datasets and/or in a USG
supported program preferred and writing USG evaluation protocols will be
an added advantage.
Important Skills and Characteristics
- Advanced computer skills are required, to
include: experience and expertise in the use of MS Word, MS Excel,
Statistical analysis software (SPSS, STATA, R, SAS), database (MS Access),
and graphical presentations (MS PowerPoint).

Lead Software Developer
The role will primarily be responsible for the scoping, planning and designing of solutions for mHealth Kenya.
The role will manage mHealth Kenya’s
technology teams to develop, implement, maintain and support all solutions as
required by our stakeholders.
The role will operationally report to the Chief Technology Officer and will offer tactical guidance to the technology team which consists of software developers, implementation engineers and support engineers.
Solutioning
- Lead technical scoping for existing and new
solutions
- Oversee requirements gathering for all
solutions and develop product and solution documentation
- Lead solution development and liaise with all
stakeholders’ teams to ensure adherence to budget and timelines
- Manage all implementation of solutions as per
stakeholders’ needs.
Technical support and service
management
- Develop, manage and operationalize all client
SLA’s
- Ensure effective monitoring of services
- Ensure accurate and fast ticket and incident
management
- Engage with stakeholders on matters around
technology operations.
- Oversee timely and effective issue escalation
and resolution with third party service providers.
- Ensure accurate and regular service reporting
for all client services.
Stakeholder management
- Build and maintain strong relationships with
all stakeholders to establish mHealth Kenya as the partner of choice for
m/eHealth products and solutions.
- Together with the CTO, COO and CEO, pitch new

with key stakeholders CTO/CIO/COPs/IT Heads/Directors.
Continuous Service Improvement
- Maintain and manage a roadmap of technology
deliverables that are important to ensure continuous improvement of
products and services.
- Drive usage and activity efforts from a
technology POV to optimize user experience.
- Review and propose cost reducing improvements
to products and solutions offered to mHealth stakeholders
Project delivery
- Manage the delivery process to ensure timely
and high quality delivery of new products for mHealth Kenya
- Manage required internal relationships to
ensure prioritization and sufficient resources
Resources management (People and
Capacity)
- Build and manage people capacity to develop,
implement and support mHealth Kenya’s products and solutions
- Provide technical guidance and professional
leadership for all technical teams.
- Develop/roll out training programs for
technology staff to be able to handle their responsibilities and the meet
business goals.
- Improve productivity and efficiency to ensure
costs are in line with budget plans
- Provide input to the business for budgeting,
estimating, planning and objective setting with respect to technology

required to effectively manage, control and improve technology.
- Mature mHealth Kenya’s technology operating

Qualifications, skills and knowledge
Qualifications
- Bachelor's degree in computer science,
software engineering or related field
- Minimum of 5 years of technology experience,
with at least 3 years’ experience in leadership role
- At least 3 years of experience in developing,
deploying and managing technology solutions (software development, mobile
applications and web development)
- Project Management Certification is desired
