Security Officer 

1 Post 

Garissa County
 

Scope of Work – Essential Duties
  • Review security situation within areas of operations on a daily basis through local media and other sources and advise/brief the Field Manager on trends/situation that could affect IMC operations on a short/medium-terms basis;
  • Manage safety related information and provide regular analysis and reporting through situation reports and advisories
  • Support the program in investigations, incident reporting and security assessment within the area of operation or individually as requested.
  • Liaise with security units and focal points within the humanitarian community and local security authorities
  • Facilitate programme access and continuity through the provision of informed advice
  • Assist the Field Manager in maintaining the Security Plan up-to-date, including updating lists of staff, ensuring that fire safety arrangements are implemented; ensuring that plans for fire/building evacuation, relocation/evacuation to a safe haven are current and implemented;
  • Assist in developing, implementing and maintaining MO(R)SS to ensure that all IMC facilities are compliant;
  • Maintain relevant safety documentation, data and records (training register, incident tracking, etc.)
  • Be on call 24 hours a day seven days a week if required;
  • Ensure that the appropriate level of confidentiality is maintained with regard to security matters;
  • Instruct personnel in the performance of services, including fire control, first aid procedures and Issue building passes, when appropriate;
  • Support and facilitate/deliver safety/ security related training to all relevant staff
  • Represent IMC at inter-agency security fora at the county level
  • Perform duties independently if required, with a proactive and responsible approach;
  • Perform other related duties as required.
Qualification and Experience
  • University or higher degree in relevant discipline
  • At least 3 years’ experience working with NGOs and/or international agencies on similar duties
  • Evidence of practical experience with army, police or as a security supervisor
  • INGO Security Management Experience with a proven ability to develop and implement effective and contextualized protocols and systems
  • Proven experience with delivering security -related training
  • Proven ability to prioritize tasks and meet deadlines
  • Proven ability to work effectively with minimal supervision
  • Stable and robust character, team-player
  • Excellent communication skills
  • Fluency in spoken and written English

Job Title: Nutritionist 

1 Post - Garissa County
 
Scope of Work – Essential Duties
  • Provide technical support to Ministry of Health in the implementation of quality Nutrition interventions at the community level
  • Promote and support training of the Health workers and nutritionist and build the capacity of all the Nutrition partners based on the mapping and understanding of available capacity
  • In close collaboration with Nutrition program manager link and cooperate with the MOH and partners in joint supportive supervision activities and ensuring quality nutrition data reporting, according to MOH standard requirements
  • Ensure that the Nutrition interventions are in line with existing policy guidance, technical standards, and relevant Government strategies
  • Advocates the mainstreaming of nutrition in county Programming frameworks such as CIDP, CHSSP as well as relevant national programmes
  • Support community level interventions and liaise with community strategy focal and CHEWs in promotion of health and nutrition messaging through community units and other key community influencers
  • Represent International Medical Corps in sub county health and nutrition meetings and maintain good working relationship with partners at the county and national level
  • Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives for the county
  • Provide written reports and discuss with program managers on the Nutrition performances , main challenges and lessons learnt
  • Participate in compilation of quality programme documents, reviews (proposals, monthly and quarterly reports, briefs, lessons learning and case studies)
  • Supporting planning, M&E, and logistic systems with regards to nutrition activities.
  • Support in the development of the project’s SBCC, community level activities and communications content materials in close collaboration with key actors in the county.
  • Strengthen integration of nutrition component into other sectors as appropriate
  • Assist in monitoring the nutrition situation in the County, including participating in nutrition assessment and surveillance as required.
  • Support in Developing an exit, or transition, strategy for establishing effective MOH coordination and implementation strategy
Personnel Qualifications:
  • Must have a Minimum qualification of Degree in nutrition and /or proven technical and administrative skills
  • Registered with the relevant professional body.
  • At least over 2 years working with NGOs/ UN agencies in complex emergency context.
  • Minimum of 2 years’ experience working in emergency nutrition program in a limited resource setting.
  • Strong negotiation and representational skills.
  • Excellent team building, interpersonal and communication skills.
  • Experience in nutritional surveillance, report writing, monitoring and evaluation.
  • Computer literate

Job Title: Nutrition Advocacy Officer

Location: Garissa, Tana River County
 

Scope of Work – Essential Duties
  • Provide technical leadership in development of county nutrition advocacy strategies and implementation to meet nutrition advocacy objectives.
  • Support in preparation and presentation of county specific high quality analysis, nutrition profiles and policy briefs for use in advocacy for nutrition
  • Identify and lead strategic and creative communication opportunities to amplify the message on nutrition
  • Support the counties in development of a financial tracking systems and ability to track all resources allocated for nutrition interventions
  • Hold high level meetings with county leadership to create awareness and develop strategies to tackling malnutrition
  • Establish and increase accountability framework y for delivery of pledges and services at all levels, from community to the county and national levels.
  • Ensure the counties are able to utilize their costed nutrition action plans and are conducting annual progress review meetings
  • Develop strategic partnerships and networks for the purpose of nutrition program development and resource mobilization
  • Keep abreast development within the advocacy, nutrition, maternal and child health and international development sectors for appropriate information gathering for use in nutrition advocacy
  • Work with counties to establish nutrition champions or influential allies for nutrition advocacy.
  • Search for opportunities to generate and utilize media in nutrition awareness and advocacy
  • Represent IMC in national and county levels nutrition advocacy meetings and networks .
Qualification and Experience
  • Bachelor’s degree in Public relations/ international relations/ public health or related field
  • Good experience of advocacy with a demonstrable records of wins, and/or experience in lobbying, or influencing work preferably in the areas of public health and/or nutrition
  • Experience in analysis, policy, planning and program delivery including field experience in nutrition or public health sectors
  • Excellent partnership management skills
  • Experience working with government systems and/or influencing the policies of government agencies , private sector or donor organizations

Job Title: Capacity Development Officer

Scope of Work – Essential Duties
  • Provide coordination and technical support in finalization, dissemination and launching of nutrition capacity development framework both at the national and county levels
  • Provide technical and coordination role to strategically roll-out Capacity Development Framework operational plan
  • Provide leadership in establishment, pretesting and implementation of nutrition capacity assessment and training data base tools.
  • Ensure effective communication and partnership is maintained through networking and collaboration, with particular emphasis being understanding nutrition capacity needs and challenges and mainstreaming the same in programme design and implementation where relevant
  • In collaboration with MoH and other stakeholders’ provide strategical direction, leadership and support to the NGOs and other partners in designing nutrition capacity development interventions to ensure their plans are in-line with sector capacity development strategies
  • Documentation of lessons learned, best practices and results regarding nutrition capacity development both at the national and counties.
  • Representation of IMC at the MoH human resource working group and other health and nutrition capacity building and training related fora
  • Conduct IMC internal capacities in nutrition and develop strategies to address nutrition gaps within the organization.
  • Actively participate in resource mobilization for capacity development in nutrition
Qualification and Experience
  • Graduate degree in nutrition or public health.
  • At least 5 years’ experience in field work and coordination with international agencies and organization in the field of nutrition
  • Good knowledge of the Ministry of Health including nutrition sector coordination structures.
  • Knowledge of nutrition and health policies, strategies and guidelines
  • Experience in provision of training is an advantage
  • Good communication and interpersonal skills. Must be able to work with many different functions from high level decision makers to technical specialists to nutrition experts and program managers
  • Able to manage and work in or with a multidisciplinary team of nutrition practitioners
  • Must be able to work in respect of deadlines

Nutrition Technical Specialists

4 Positions in Kilifi, Kwale, Kitui and Garissa
 

Scope of Work – Essential Duties
 
Program Development
  • Support in Identifying existing project implementation gaps/needs and discuss with the national level program managers to get ways to bridge the gap in liaison with partners, donors and other stakeholders.
  • Review program budget and ensure that there is appropriate expenditure as per approved budget and proposal.
  • Closely monitor budgetary expenditures, advice in budget revisions/realignment as may be required.
  • Assist in preparation of programme proposals for submission to donors for funding
Program Management
  • Ensure quality implementation of program/projects activities
  • Strengthen health systems training and processes that support nutrition care services and community health service delivery including management of facility records, equipment, human resources, management of health commodities and budgeting etc.
  • Conduct regular monitoring of projects and provide monthly feedback on the challenges and possible ways to resolve those challenges
  • Provide technical assistance to improve human resource capacity, internal control procedures, technical management and workflow
  • Provide technical guidance to the other partners and the government in the county while ensuring partnership with the donor and government is strengthened
  • Review field Implementation Plans and reports for field activities to ensure high quality and compliance with internal (IMC), government and donor regulations and policies.
  • Liaising closely with the C/SCHMT and health facility management teams to promote sustained ownership and health system strengthening
  • Ensure documentation of the lessons learnt, abstracts and case studies and sharing with relevant audience.
  • Institute a practice of joint programme planning and reviewing with key relevant partners including MOH
Capacity Building & Coordination
  • Coordinate with the county level Ministry of Health and other sectors/ministries to facilitate timely implementation of project plans and objectives.
  • Liaise with the nutrition county coordinators and other collaborating partners to ensure appropriate skills and support is availed at county implementation sites so as to realize improved coverage and efficiency of the program.
  • Work with other county stakeholders and capacity development officer (hosted by IMC) to enhance implementation of capacity development framework for nutrition and its operational plan.
  • Regularly represent international Medical corps at county coordination forums, meetings and other relevant fora.
  • Develop an exit, or transition, strategy for establishing effective MOH coordination and implementation strategy.
Reporting
  • Liaise with M&E officers and national level program managers to ensure the production and submission of high quality technical / narrative and financial reports to be submitted to the donor and relevant partners
Qualification and Experience
  • Strong Back ground in public health and nutrition a minimum of 5years experience in nutrition and a thorough understanding of health systems strengthening
  • Experience providing health systems strengthening technical assistance to government agencies, NGOs or other organizations.
  • Highly diplomatic and emotionally intelligent with strong oral and written communication skills
  • Minimum academic qualification of a master’s degree in nutrition or related field or degree with at least five years’ experience in a senior technical position
  • Strong presentation skills at the county, level with excellent orientation of the ministry of health in Kenya.
  • Excellent team building/working/leadership skills, strong personal and interpersonal skills with a demonstrated proficiency in coordination, leadership and supervisory excellence
  • Good field work skills with good understanding of organization’s project area
  • Self-motivated and Result oriented
