General Description of Tasks and Objectives to be Achieved:Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the Senior Administrative Officer, the Finance Officer provides administrative, financial and accounting support activities for the FAO Somalia Office. 


With leeway for independent action, the incumbent performs the following duties:
  • Provide support to the FAO Somalia office in the areas of administration, finance and budget control;
  • Maintains all financial records and monitoring systems of the office and accounts; supervises and/or maintains imprest accounts; ensures that operational expenditures are in accordance with approved budgets and that all committing documents are complete and consistent; reports variations from budgets and Supervises the administrative team;
  • Issue financial and administrative correspondence for the country office; ensure the maintain of a filing administrative and accounting system; and provide Registry with master files containing key documents;
  • Assists with the preparation of recurring reports on programme, project and office accounts; provides support in the preparation of  reports for budget planning, audits and other related requests ; and liaises with local banks and financial institutions;
  • Monitors the receipt of Government contributions and ensures that all procurement and custom clearances for programmes, projects and the office are properly requested and obtained;
  • Ensure the complete and quality of data and documentation, including in the FAO corporate and local systems (GRMS, iMIS, FPMIS, DW etc.) for all disbursements and hard commitments;
  • Act as the focal point on all Global Resource Management System (GRMS) queries and staff access and responsibilities allocation and also assist in granting access to other corporate systems like iMIS.
  • Prepare analytical reports on programme, project and office accounts performances, as required; prepare special reports for budget preparation, audits, and other reasons; and liaise with local banks and financial institutions;
  • Coordinate action concerning the closure of accounts and arrange for timely and adequate reporting, including identification of project financial and operational closure follow- up requirements;
  • Control all financial records and monitoring systems of the office and monitor all accounts; supervise and/or maintain imprest accounts; ensure that operational expenditures are in accordance with approved budgets and that all committing documents are complete and consistent; and report variations from budgets;
  • Perform other related duties as required.
Minimum Requirements
Education:
 University degree in a field related to business or public administration or extensive work experience in relevant areas.

Work Experience:
 Minimum of three years of professional experience in the field of management, administration, accounting, budget or financial management, including supervisory experience and exposure to personnel management. 

Languages:Working knowledge (level C) of the FAO official language used for communication within the country and working knowledge of the local language is required.

IT Skills:
  • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc. 
  • Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.
Office Management Skills:
  • Systematic, well-structured and efficient approach to work assignments. 
  • Analytical ability, accuracy and consistency. 
  • Exercise diligence and care in dealing with records and expenditures.
Interpersonal Communications and Teamwork Skills:
  • The incumbent must possess a cooperative spirit, flexibility and openness to work in an international environment. 
  • Tact and courtesy. 
  • Ability to establish and maintain effective working relationships with people of different national and cultural background.
