Background: The client is a leading South Sudanese based nonprofit aid organization dedicated to saving lives and relieving suffering in the world’s poorest places.

General Description of the Role:
 The Programme Officer is primarily responsible for the vision; mission, strategy, design, implementation and management of the organisation HPF funded and other health programmes at County Level. 

S/he will work in collaboration with the organisation senior management team, SMoH, CHD, and health teams in the field. 

This is a field-based position with frequent travel to field sites ensuring the highest standards of service delivery.

Essential Responsibilities:
  • Supervision of expatriate and national medical staff
  • Work closely with the Programme Director, Programme Manager, and Health & Nutrition Coordinator to ensure the smoothly running of the programme
  • Provide technical guidance and supportive supervision to the programme
  • Strong proposal, concept paper and reports writing capabilities
  • Ensure international standards (WHO/SPHERE) and South Sudan national standards are met while delivering services
  • Provide technical input during proposal development and technical review, data analysis of reports and feedback to the field health team of common causes of morbidity and mortality
  • Work with county health departments to ensure that there is a plan for smooth and gradual transition of responsibilities to MoH and that this is effectuated
  • Ensure the organisation’s compliance with South Sudan MoH Basic Package of Health services and protocols for curative, MCH, Reproductive health, EPI, health education, Neglected Tropical Diseases, nutrition and disease surveillance.
  • Ensure that Health, Nutrition, EPI, MCH and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted timely to the immediate supervisor and respective departments appropriately.
  • Represent the organisation at different health oriented meetings
  • Supervise the required equipment, drugs, medical supplies and furniture needs.
  • Responsible for training of health care staff including community health workers, maternal and child health care workers and other staff on reproductive health and family planning
  • Any other duties as assigned by the organisation
Essential Requirements
  • Medical Degree with post graduate Masters in public health background/experience
  • Graduate degree in public health with 5 years of experience in NGO work
  • Skilled in management, supervision and organisation
  • Very good programme report writing skills as well as analytical capacities
  • Strong experience in organising and conducting training and capacity building
  • Basic computer skills (Microsoft Office, Email, EXCEL, PowerPoint Presentations)
  • Previous working experience in emergency/post conflict setting with at least 2-5 year experience in a similar position with an international organisation
  • Energetic, independent and motivated to work in resource limited and harsh environment
  • Not easily disheartened by frustration and delays
  • Must be willing to work over 8 hours/day as needed
  • Strong teamwork skills in a multi-cultural setting
  • Working knowledge of English is a must, knowledge of Arabic is an added advantage

  • Ability to read, writes, analyze and interpret, technical and nontechnical in the English language.
  • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, donors, counterparts, senior government and other related partners

  • While performing duties of the job, the employee frequently works in precarious and remote places. The employee is usually employed in areas of civil strife, which often result in an unstable security environment. Regularly work in outdoor extreme weather conditions
