Job Opportunity: Program Assistant - Nairobi
 
VSF Germany seeks to recruit a qualified and well experienced Program Assistant. The position’s overall responsibilities will be supporting the Programs department at the Regional office.


Key Responsibilities:
  • Support the proposal and report writing for current and future projects.
  • Represent VSFG in technical and coordination meetings as agreed with the line manager
  • Support the information flow/communication among VSFG departments in the Regional office
  • Participate to field mission as planned and agreed with the line manager
  • Support collection and entry of data from the projects in the region
  • Develop a filing system for project reports.
  • Support proposal development and submission
  • Submit monthly reports to the Line Manager.
  • Any other duties as may be assigned by the Line Manager.
Qualifications, Experience, Attributes & Skills Required
  • Bachelor degree in Agriculture, Social Science, International Development fields

Job Opportunity: Head of Human Resources & Administration

VSF Germany seeks to recruit a qualified and experienced professional to support the organization in managing human resource and administration function in the region.


The duty station will be Nairobi, with regular visits to our country offices in the region. 

Our approach supports a decentralized structure with supervisory and advisory roles.
 
Overall Responsibilities: The Head of Human Resources and Administration will report to the Managing Director, the incumbent will be responsible in developing and implementing HR strategies and policies and ensuring that VSFG sources for the most suitable, qualified and experienced employees to enhance employee productivity as well as oversee office administration function at the regional office and country offices where VSF G is implementing projects. 

The position is part of the senior management team.

Key Responsibilities:
  • Provide overall leadership and guidance to the HR function by overseeing talent acquisition, employee development, succession planning, retention, training, compensation and benefits.
  • Ensure optimal recruitment, and development of staff
  • Propose, publish and administer personnel policies
  • Develop and design of administrative strategies, guidelines, procedures and instruments for the regional office, country offices and project offices.
  • Keep the Organizational Handbook under review and ensure that an up to date copy is available for all staff.
  • Ensure that the organizational handbook and country specific handbooks are in line with national laws and adjust content to the respective laws, if necessary.
  • Communicate and co-operate with other departments, including sharing good practice and synergies
  • Analyze and interpret national and departmental trends, research and audit findings to inform the development of the department and organization.
  • Spearhead the annual staff appraisals/performance management
  • Ensure an appropriate departmental annual schedule of activities is developed at the beginning of each year.
  • Develop and oversee the implementation of an effective recruitment & training program.
  • Lead the department’s team in conducting quarterly reviews of their work plans/targets and report on the overall quarterly accomplishments and plans.
  • Provide advisory support to the management in relation to handling of employees’ grievances and disciplinary matters, with periodic monitoring.
  • Support in the training and development of staff on practices, process of resourcing and strengthening capacities across the organization.
  • Oversee the implementation of staff benefits, welfare programs, employee relations and compensation with respective country directors and project manager.
  • Development of standard cooperation guidelines, contracts, lease agreements, MoUs etc.
  • Handling of overall legal issues, registration procedures and renewal of contracts and represent the organization on legal matters.
  • Coordination of the organization annual management and board workshops
  • Supervise the compensation and benefits administration
  • Monitor and review audit recommendations.
  • Manage the organization’s ongoing relationship with regional, national, state and local authorities and organizations by monitoring and coordinating communication with the relevant authorities.
  • Manage third party service providers/outsourced services
  • Oversee work permit processing for expatriate staff and ensure organization compliance with local authorities.
  • Oversee the management of organization assets including insurances and disposal processes.
  • Keep appropriate records of decisions taken at departmental consultations and provide the senior management with feedback as appropriate, interpret/simplify and disseminate information from management meetings.
Qualifications, Experience, Attributes & Skills Required:-
  • Bachelors degree in social science /HR management from a recognized university
  • Masters degree will be an added advantage
  • Postgraduate qualification in HR management essential
  • 10 years experience of which 5 years should be at a senior management level
  • Knowledge of humanitarian and development context in the region
  • Knowledge of labor laws of various countries in the region highly desired.

Job Opportunity: Country Programme Manager – South Sudan

VSF Germany seeks to recruit a qualified Country Programme Manager (CPM) to support in improving the efficiency and effectiveness of operations and key internal controls within the organization. 

This position is based at the country office in South Sudan with regular field visits in the different  locations.

I. Overall responsibilities:

The CPM will support at country level the design and strategic development of the country program by providing technical backstopping, capacity building and guidance to the Area Coordinators as well as Projects Managers’ (PMs) on overall project management. 

The CPM will lead in strategic country program development, needs assessments, design of new interventions and coordinate sound project implementation practices. 

The CPM will have frequent field visit to offer mentorship and on ground support to the project staff and ensuring the actions are progressing as reported. 

This position reports to the Country Director

II. Leadership & Organization Development
  • Strategic programme development in accordance with the strategic plan for VSF G in the country.
  • Coordinate and ensure cordial relationship are maintained at Country and Regional level with partners, donors, international organization
  • Lead in offering direction and guidance to the area coordinators as well as the entire Country programs team
III. Representation
  • Represent VSF Germany in the technical working group and networking forum at Country/Regional level.
  • Act on behalf of Country Director /Head of Programs in his/her absence as well attend to other project related assignments as given by the CD or designate
  • Attend project related meetings together with the PM or in his/her behalf if he/she is not available.
  • Report regularly on the contents of attended meetings and developments that are of interest to VSF Germany to the Head of Programmes and Country Director
  • Support Project Management links with local authorities and partners
IV. Operations & Technical Backstopping
  • Lead project implementation by providing technical backstopping.
  • The Country Programme Manager is directly involved in the planning, designing, implementation, and supervision /monitoring and reporting of the projects and programs in the country.
  • He/She will support project staff through capacity building in project implementation and donor compliance.
  • Support PM’s and their teams in reporting by reviewing all financial and narrative reports and monitoring the project implementation progress from the same reports.
  • Coordination and guidance of Area coordinator/PMs through regular planning meetings.
  • Systemisation and control of reporting from the field, working closely with the Country Director on Monitoring and Evaluation
  • Quality control of project proposals and reports written by the project managers before submission to the head of programs through the CD
  • Link with Logistic and Finance department at RON level in order to facilitate issues related to procurement, transport and delivery of project goods and equipment to/for the field
  • Ensure donor compliance in project implementation.
  • Share country security information with senior management for planning and action.
Qualifications, Experience, Attributes & Skills Required:-
  • University Degree in background of animal health/ animal science/ livestock production with knowledge in either livestock economics, value chain management, environment /WASH or agriculture social science,
  • Familiar with log frame, result based project planning, project cycle management, ICT, GIZ Capacity works
  • Post graduate qualification in development management, specializing in food security and and livelihoods, highly preferred.
  • Over 7 years experience in programming NGO sector preferred including projects managements
  • Working knowledge of South Sudan context is highly desirable.
  • Working Knowledge of donor funds management and reporting - an added advantage.
  • Strong communication, planning and organizational skills.
  • Good command of English. Knowledge of Arabic is an added advantage
  • Ability to travel and manage tight deadlines.
