Purpose:  Under the supervision of the Regional Chief of ICT, the ICT Specialist will provide guidance and managerial support to Country ICT teams, plan human, technical and financial resources with a view to achieving efficient and effective results. 

Major Duties and Responsibilities:

 
Supports the Regional Chief of ICT in providing effective ICT oversight, focusing on achievement of the following results:
 
Management:
  • Ensure effective knowledge sharing within region and among the ICT Team, recognize and address competency development needs, and ensure that the technical expertise needed for best practice service delivery is continuously maintained; 
  • Manage, guide and develop staff and consultants, and plan and monitor the deployment of individuals to ensure that they are contributing effectively whilst developing skills and experience.
  • Ensure evaluation of ICT systems to ensure the strategic use of information technology and resources, improved performance and wider learning at Country Office level, Audit and peer reviews recommendations on ICT are properly advised and implemented.
Planning, Coordination and Communication:
  • Develop work plans and budgets as part of the Regional ICT team, manage expenditures against agreed priorities and ensuring the cost effective use of funds and delivery within timeframe and budget, including integrating knowledge of medium-term technical solutions into business requirements and providing clear, accurate and regular reporting on activities and costs.
  • Oversee the planning and management of ICT projects, ensuring the application of sound project management and control methodologies, and coordination with other project resource requirements, collaboration with other UN ICT teams, with particular attention to planning, implementation, validation and further improvement of ICT services collectively, sharing knowledge and experience with counterparts and other UN organizations, with a view to identifying the most cost effective solutions to meet business requirements.
  • With guidance and insight from the Regional ICT Chief, support the development of country specific policies and standards and provide advice to ensure that the ICT plan and policies are integrated into UNICEF's overall ICT strategy and plans.
Technical and Strategic Delivery of ICT services:
  • In-depth evaluation of information technology and telecommunications capacity and requirements of country offices in terms of updating hardware and software to acceptable global levels. 
  • Collaborate in the planning of global IT strategies and policies by representing the region and providing feedback on local IT requirements, technical capacity in terms of web technology, support and skills available.
  • Maintain and update regional map of IT information and contacts and contribute to global database of UNICEF IT infrastructure.
  • Identify new areas where computerization/automation is advantageous and applicable to COs. Recommendation of applicable software packages to use, understanding user/clients specification, needs and requirements to achieve client satisfaction.
  • Support the ongoing proactive evaluation of system performance at CO level, identifying risks and areas of inefficiencies and potential problems; Collaboration with CO ICT for mitigation strategies; and provide technical support in implementation corrective actions to achieve improved and uninterrupted services.
  • Ensure security of information technology operations at all times. Development of back-up programmes and ensuring strict implementation.
  • Establish of control systems to ensure that all IT and Telecommunications equipment meets standards, is maintained regularly and in proper working condition.
  • Interact with HQ and IT staff in other UN agencies, participation in information exchange meetings for systems co-ordination, consistency in direction, policy and standards; also for knowledge sharing on industry expertise
  • Support CO emergency preparedness and response including participation as needed in early warning, MOSS compliance, contingency planning, preparedness activities, and response from the initial stage of emergency situations to stabilisation.
 Documentation:
  • Support the development and implementation of processes, SLAs and operations procedures in COs to ensure effective management and operations of UNICEF ICT Infrastructure, Security and Communications, including monitoring and compliance with such and reports to management on regular basis.
Innovation and Partnerships:
  • Provide sound advice to senior management for decision making, technical guidance and support to ICT staff in initiatives related to ICT for Programmes.
  • Organise or facilitate Innovation training for Country Office IT staff.
  • Provide technical support to Country Offices on matters related to the implementation of Innovation initiatives to programmes.
  • Liaise with ICT colleagues in other UN agencies as part of inter-agency and/or Delivering-as-One activities.
In addition, the incumbent will:
  • Provide technical support to country offices on Information Management Systems, IT infrastructure, communication linkages and Innovation initiatives,
  • Provide IT staff capacity development and backstopping for all Country Offices within the Region so that all UNICEF staff can have access to the right information at the right time.
  • Assist the Regional Chief of ICT in regional responsibilities.

Educational Qualification
  • Advanced university degree or equivalent background, in computer science, information systems, or other relevant disciplines, with specialized training or appropriate experience in the fields broadly applicable to the job.
Work Experience
  • Professional work experience
  • Five years of relevant professional work experience in ICT and Telecommunications area.  
  • Field work experience an asset.

Knowledge, Functional Skills and Abilities
  • Technical Skills: Demonstrated expertise in all aspects of ICT infrastructure delivery and support, with an extensive knowledge of setup / configuration of components of ICT environments including firewalls, LAN/WAN, phone systems, video, server, virtual environments, storage area networks, backup systems, directory services and other infrastructure services.
  • At least 5 years hands-on experience managing a large LAN or WAN connectivity. Within this experience at least 2 years of experience with Active Directory and MS-Exchange, anti-spam systems and anti-virus systems. Relevant experience in TCP/IP and Microsoft Network Operating Systems. Experience with VPN technologies and WLAN equipment and protocols. Experience with VoIP and IP telephony. Experience with direct and support contact with users at junior to senior levels required.
  • Management and supervisory skills: Ability to manage staff, providing clear direction and motivation, managing their performance appropriately and fairly, and dealing with possible conflicts.
  • Customer relationship skills: Ability and aptitude for proactive and sympathetic engagement with UNICEF staff and other customers and providers of UNICEF computing services.
  • Project management skills: Demonstrated ability in handling large projects, including project planning, work assignment and supervision as well as progress review and reporting, using a recognized framework.
  • Analytical skills: Ability to analyse complex situations, grasp the critical aspects and make firm decisions based on sound judgment.
  • Strong ability to communicate with non-technical staff for establishing business requirements and converting these requirements into technical specifications.
  • Strong planning and organizing skills: Ability to set clearly defined objectives, plan activities in a timely way, and monitor performance against deadlines and milestones. Demonstrated expertise with managing service provision through third party service providers.

Purpose:  Under the supervision of the Nutrition Officer Kisumu and overall guidance of the MIYN Specialist, Nairobi,  the incumbent will be responsible for the establishment of a coordination system, promoting program innovation, overcoming gaps in knowledge and supporting the development and monitoring and evaluation of a comprehensive, cost-effective workplace support program in selected Tea Estates in Nandi County.

Background and Justification
 
There is enough evidence that early initiation of breastfeeding coupled with exclusive breastfeeding for the first six months of life is beneficial both to the mothers and infants. 

While early initiation of breastfeeding reduces the mothers’ risks of bleeding after delivery, and reduces the risk of breast and ovarian cancer, exclusive breastfeeding is the most effective public health preventive intervention for ensuring child survival. 

It is estimated to prevent 13% of all under five deaths and is strongly correlated with increased infant survival and lowered risk of illness, from diarrhoea and respiratory disease infections, reduced risk of obesity, allergies, heart disease and diabetes in adulthood. 

A child not exclusively breast fed is eight to 15 times more likely to die from illnesses such as diarrhoea and respiratory infections in the first year of life. 
 
Nationally, suboptimal breastfeeding practices accounts for an estimated 11,000 deaths in children annually (PROFILES, 2010).  Ideally, all infants should be exclusively breastfed from birth to 6 months. At 32 %, Kenya has the third lowest record in Africa.
 
The ILO Maternity Protection Convention 2000 No. 183 and 191 recommends at least 14 weeks (98 days) of paid maternity leave, one or two breaks daily or a reduction in work hours in order for women to breastfeed their children and, where practicable, provision of facilities for nursing under adequate hygienic conditions at or near the workplace. Kenya’s Employment Act caters for 14 weeks of maternity leave. 

There is a need for employers to implement this provision and also provide workplace support for mothers to exclusively breastfeed their children for the first six months.

Recognizing the enormous benefits of exclusive breastfeeding, UNICEF is supporting the Ministry of Health (Nutrition and Dietetics Unit) through partnership with KEPSA to provide support for working women to give their babies the best start in life and thus improved child survival and development.  

To achieve this, promotion of workplace support for breastfeeding is envisioned.  Eastern produce (K) ltd tea estate in Nandi County will be used as the model site. 

To achieve workplace support for breastfeeding, UNICEF KCO is seeking the services of a qualified and competent professional.

Scope of Work
 
The officer will be responsible of establishment of a coordination system, promoting program innovation, overcoming gaps in knowledge and supporting the development and monitoring and evaluation of a comprehensive, cost-effective workplace support program in selected Tea Estates in Nandi County through:
  • Providing guidance on strategies, including early childhood development (ECD) procedures, standards, regulations that will enable the development of a cost-effective workplace support for breastfeeding programme in selected Tea Estates in Nandi County.
  • Providing guidance on the workplace support agenda of MOH and KEPSA so that they are considered routinely in decision-making processes.
  • Support the development of guidelines on workplace support for breastfeeding
  • Support institutionalization of workplace support for breast feeding within government structures
  • Give technical support to MOH (at Nandi County) and KEPSA to actualize the work place support in EPK ltd.
  • Innovatively support MOH to design and define workplace support in informal employment sector
  • Support the development of an advocacy pack for the Work place support
  • Support the development and pre-testing of monitoring tools for work place support,
  • Support establishment of  minimum standards for workplace support to be met for certification
  • Monitor, document and strategically share lessons learned in workplace support for breastfeeding.
  • Provide period feedback on Work Place support to the MIYCN Technical Working Group

Expected Deliverables
  • A PCA with KEPSA, with clear work plan and budget
  • Capacity building of KEPSA on Workplace support for breast feeding including ECD  and provide mentorship as KEPSA support other organizations in the private sector
  • Workplace (WP) support for breast feeding working group established under the MIYCN Steering group
  • Advocacy plan and pack for the WP and ECD  support
  • Health workers, Community health workers in Nandi and Eastern produce (K) ltd trained on MIYCN.
  • Support to identified research institution  on conducting  baseline and end line surveys with  reports disseminated
  • Guidelines, self-assessment and monitoring tools and  for WP support
  • A comprehensive workplan for the WP integrated within ECD where possible support to BF with inputs from the county this would include mentorship and support supervision
  • Tea Estate management sensitised on work place support for BF and ECD
  • Longitudinal follow ups of baby/mother pair and appropriate referral system
  • County and sub-county Health management team trained and mentored on real time data monitoring.
  • Comprehensive monitoring plan with monthly data analysis and use for decision making
  • Bi annual reports on WP support in the tea estates including dissemination workshops
  • Advocacy pack, IEC material on Breastfeeding disseminated in the Tea Estates
  • Comprehensive project report prepared and disseminated.
  • Donor reporting on project completed in a  timely manner
Desired Background and Experience 

Education:
 A University Degree or higher in  nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology or other health related science field is required.

Experience: 
  • A minimum of 3 years of professional experience in nutrition, public health, nutrition planning and management and/or in relevant areas of maternal, infant and child health/nutrition care at the international level and/or in a developing country is required. 
  • Experience in health/nutrition program/project development in UN system agency or organization is an asset.
Language: 
  • Fluency in English is required.
  • Knowledge of another official UN language or a local language is an asset.

Purpose: Under the overall guidance of the Deputy Representative and in close coordination with the KCO Gender Focal Points and JPGEWE, UNICEF CP Outcome Leads/teams and relevant UNICEF counterparts at national and sub-national levels, the Gender Specialist will facilitate the revision of the UNICEF Kenya Office Gender Mainstreaming Strategy and its implementation plan; stock take on capacity for generation of gender related evidence across outcome areas; define and support staff capacity development program that entrenches gender consciousness, enhances accountabilities, staff motivation levels, skills and attitudes towards gender mainstreaming and women empowerment across the UNICEF program components. 

The Specialist will support all outcome areas to identify opportunities for gender mainstreaming in their programming area, definition of key action and its implementation.

Major Duties and Responsibilities:

 
1: Analyses the status of Kenya Country Program (CP) Gender mainstreaming planning and implementation processes/modalities and stock take on the CP capacity to generate gender focused evidence 
 
i. Assess staff capacity with particular focus on outcome leads as well as management to gauge level of awareness, understanding and programming for Gender Mainstreaming in their respective areas of responsibilities. 
 
ii. Review relevant UN and UNICEF KCO documents to establish gender mainstreaming data needs, manage and analyse available gender related evidence and facilitate its application in planning and for advocacy purposes.
 
2: Revise the UNICEF Kenya Gender Mainstreaming Strategy and develop a staff capacity development plan to engender all program implementation and management. 
 
i. Undertake a revision of the UNICEF KCO Gender Strategy to bring forth its responsiveness to the current GoK/UNICEF CP 2014-18 with emphasis on analysis of the Country Office’s current data gathering, program planning, implementation, monitoring processes and concrete recommendations on how to establish and integrate gender sensitive evidence gathering, analysis, programming, monitoring and advocacy into each of the outcome areas. 
 
ii. Identify capacity building areas for UNICEF staff, also based on assessment of key staff’s awareness and understanding of gender mainstreaming, and implementing partners. with timeline and prepare training modules taking into consideration the extensive work done in 2012/13 to enhance gender mainstreaming focus of the UNICEF KCO.
 
iii. Develop and implement staff and Implementing Partners Capacity Development Action Plan with clear timeframe and monitoring framework
 
iv. Facilitate peer learning sessions for staff to improve commitment and contribute to changing attitudes that hinder gender mainstreaming 
 
v. Facilitate the development of indicators for measuring gender mainstreaming in the UNICEF Kenya country programme and set up parameters for measuring effectiveness in programming, communication and M&E.
 
vi. Identify Performance parameters for various levels of staff while building their capacity and personal action plans and ensure integration into PAS
 
vii. Prepare progress and efficacy reports on the above to CMT/PMC and for mid-year and annual reviews of UNICEF CP processes and for UNDAF and the office annual report. 
 
3: Facilitate mainstreaming of gender across the various UNICEF KCO Country Programme Outcome areas   
 
i. Support all outcome areas to identify opportunities for gender mainstreaming in their programming area, definition of key actions for advocacy, communication, resource mobilisation, programme delivery and reporting. 

ii. Identify strategic entry points within the AMP priorities/CPD and UNDAF especially focusing on the girl child and adolescent girls.

iii. Represent UNICEF at gender related meetings and forums with counterparts, donors and partners and provide quality and timely technical input.

iv. Convene and facilitate regular interactions among a cross sectoral  groups set up for urban, ECD, adolescents and innovations.

    Proven skills in communication, networking, advocacy and negotiations. 
  • Good knowledge monitoring gender mainstreaming is essential.
