Vacancy: Programme Officer, Governance & Policy
Duty Station: Nairobi
In these duties, the Programme
Officer will be responsible for ensuring that activities are executed in the
stipulated timeframes.
Governance & policy programme aims at facilitating good governance and social justice initiatives in Kenya. The institutional reform, youth and public procurement sub- programme aims at strengthening institutions of governance (institution reform), service delivery and youth participation in governance.
Under the supervision of the head of
programmes, the programme officer is in charge of development and
administration of strategies and projects towards achievement of the overall
programme objectives and TI Kenya strategic plan.
Duties and Responsibilities
1. Programme Management
- Design projects, work plans/schedules and
ensure their successful implementation to achieve overall programme
objectives and TI Kenya strategic goals.
- Ensure timely sub-programme reports; monthly,
quarterly and annual reports.
- Management of the sub – programmes budgets;
monitoring expenditures, identification of budgets gaps and proper
accounts to donor funds. The task will include timely reports to donors
and other relevant stakeholders.
- Support the identification and recruitment of
qualified service providers including procurement of assets/utilities and
consultants for tasks specific to the sub programmes. The programme
officer shall also assist in preparation of the terms of reference,
expression of interest and contracts in accordance to TI-Kenya policies
and procedures and will facilitate successful delivery of work by such
service providers.
- Provide technical support to ensure that
technical documents of the programmes are fully reviewed, discussed and
appropriately disseminated. This task includes support to research, data
collection and reports.
- Assist in the coordination of sub-programme activities
including meetings, forums, workshops, trainings and production of
reports/minutes thereto.
- Build capacity of staff and relevant
stakeholders on Institution governance, service delivery and public
procurement. The task includes development of IEC materials on the
sub-programmes.
- Be in charge of the secretariat support
provided to APNAC Kenya and other relevant parliamentary bodies and
engagements.
2. Advisory/ Strategy Development
- Define sub – programmes priorities and
objectives and communicate to staff and partners for mutual understanding
and ownership.
- Provide leadership in the thinking and support
development of TI Kenya national, regional and global strategies and
advocacy campaigns for accountable and transparent institutions of
governance, service delivery and youth involvement in governance.
3. Management of TI Kenya partners /
partnerships.
- Develop links and share experiences with
relevant stakeholders to promote and mainstream transparency to achieve TI
- Kenya vision and mission.
- Provide technical support to project partners
in development of sound policies for transparent and accountable
institutions of governance (Institution reforms).
- Work with relevant partner coalitions and
networks to develop collaborative programme strategies, resource
mobilization, concerted efforts and collective results for desired impact
on the fight of corruption in Kenya.
4. Institutional learning
- Provide technical support for the development
of structured opportunities of institutional learning including project
monitoring and evaluation, highlighting success stories and lessons learnt
and development of good practices.
5. Resource Mobilization
- Develop exceptional proposals and/or concepts
for financial support and sustainability of the sub – programmes. Includes
maintaining a well-managed proposal tracking matrix.
- Support research and securing of donors, donor
advocacy, attend meetings and assist respond to correspondences relating
to support in relation to the sub-programmes.
- Ensure the sub-programme is always properly
resourced to achieve its objectives.
6. Reporting
- In collaboration with other programme members
and under the supervision of the Head of Programmes preparing and/or
contributing to the provision of narrative and financial reporting to
donors, governments, partners and internally.
Qualifications
- Bachelors’ Degree in Law (LLB)
- At least 3 years relevant work experience with
an emphasis on governance, access to justice and community engagement
- Experience in project design, implementation
and management.
Competencies
- Proven experience in managing partnerships and
an interest in the anti-corruption sector.
- Familiarity with advocacy and communications
strategies and tools
- Result oriented, team player and
self-motivated
- Ability to multi-task, with tight deadlines/schedules
and attention to detail.
- Excellent Writing, Research, Communication and
interpersonal and skills
