CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality and works through local church and non-church partners to implement its programs. 

CRS East Africa Regional Office (EARO) supports six Country Programs: Kenya/Somalia, Uganda, Tanzania, Ethiopia, South Sudan and Sudan. 

The EARO portfolio includes programming in Agriculture, Food Security, Health, Emergency response and recovery, Economic Strengthening and local partner capacity strengthening and organizational development. 

We are looking for a suitable person to fill the following position; 

Regional Technical Advisor for Nutrition 

Ref: 2015/11
 
Location: Nairobi with 50% travel
 

Job Summary: The Regional Technical Advisor (RTA) for Nutrition will provide broad leadership around nutrition for the East Africa Region. 

As part of a team of technical advisors, the RTA will provide technical assistance for the six country programs in the East Africa Region: Ethiopia, Kenya / Somalia, Tanzania, Uganda, South Sudan and Sudan. 

The RTA will create linkages between on-going health, water, agriculture, microfinance, Early Childhood Development and Orphans and Vulnerable Children programs in the region.

CRS - EARO is seeking to improve integrated nutrition programing and continue to implement quality projects that promote behavior change (Infant and Young Child Feeding), provide therapeutic feeding (Community-based Management of Acute Malnutrition), and seek to improve dietary diversity with a focus on the first 1000 days.

Scope of Responsibilities 

The RTA for Nutrition will play a key role in the roll-out of EARO’s 2013-2015 strategy, which is informed by the CRS Agency Strategy, through active engagement in the four strategic objective areas focused around: 

i) growth; 

ii) provision of outstanding technical assistance; 

iii) increased learning and sharing and; 

iv) provision of outstanding management quality support services.

Key responsibilities are to:
  • Provide technical assistance for quality nutrition activities in the East Africa region.
  • Take an active role in promoting implementation of the agency’s strategy on nutrition, promoting gender-responsive, integrated approaches.
  • Ensure growth in the nutrition portfolio by supporting all stages of the business development cycle
  • Contribute to the learning agenda set forth in the EARO strategy and by the Global Health and Social Services Technical Team
  • Contribute to EARO’s strategy to communicate and market core areas in nutrition
Selection Criteria
 
Applicants must provide a statement of claims addressing the selection criteria below, which should detail suitability to perform the duties of the position including personal qualities, experience, skills and knowledge relative to the selection criteria: Sound knowledge of nutrition and human development, gender-responsive programming, integrated approaches to achieve nutrition outcomes, public systems and service improvement in low income Africa and the broad range of development partners involved in this work
 
Qualifications
  • Advanced degree in public health, nutrition or related field
  • Minimum of 8 years’ experience in international nutrition development either as a technical advisor or nutrition program manager, preferably in Africa
  • Ability to assist country programs to respond to nutrition emergencies related to conflict and / or drought
  • Experience in program design/management, program quality and performance assessment as part of ongoing efforts to improve aid effectiveness
  • Technical competency in nutrition-specific and nutrition-sensitive programming
  • Experience in community participation in development projects and experience with adult learning methods and tools
  • Strong analytical skills, sound judgment and the capacity to think and plan strategically, including the ability to produce high quality policy materials and advice for program implementation, monitoring and evaluation
  • High level English oral and written communication skills, including representation and liaison skills; spoken fluency of local languages a plus
  • Experience collaborating with local NGOs preferred
  • High integrity, good stewardship and ability to cultivate constructive relationships
  • Willingness to travel up to 50% of the time

Regional Technical Advisor, Capacity Strengthening & Organizational Development

Location: Nairobi with 40-50% Regional Travel
 

Job Summary: The Regional Technical Advisor (RTA) for Capacity Strengthening and Organizational Development serves as a member of the EARO regional team providing leadership and support for high quality CRS programming. 

S/he is also works closely with the Partnership and Capacity Strengthening Unit in headquarters, to promote global standards and approaches and to contribute EARO’s capacity strengthening successes and lessons learned to the global knowledge base. 

S/he works in collaboration with staff in the region, headquarters, and country programs to develop and guide CRS strategies for local capacity strengthening and organizational development. 

This position falls under a type of functional matrix, where the RTA is a full member of the EARO team but works closely with others to ensure coordination, standards, and policy. 

The RTA will primarily work with CRS staff in country programs to improve their capacity to accompany CRS partners. 

He/she will also develop new program interventions and write proposals related to capacity strengthening of local partners, and will aide CRS country programs to design partnership strategies, including capacity building and transition of activities to local partners.

Main Responsibilities
  • Provides leadership and guidance for an enhanced Country Program (CP) and region-wide capacity for the design, delivery and oversight of high quality capacity building interventions
  • Provides strategic leadership in the development of standardized approaches and best practices in local partner capacity strengthening
  • Provides ongoing technical assistance to CPs ensuring the quality and effectiveness of ongoing capacity building interventions
  • Remains up-to-date with latest methodologies, best practices, and donor requirements within the field of capacity strengthening and organizational development
  • Develops and disseminates knowledge assets in support of capacity strengthening, including: guidelines, tools, case studies, and e-learning. Coordinates with colleagues globally to share and incorporate lessons learned from other CRS regions.
  • Supports the development and adoption of key organizational strength indicators by CP.
  • Supports country program, regional, and headquarters technical staff in the development of comprehensive plans and materials for the incorporation of local capacity strengthening in each development sector and theme.
  • Works closely with the Partnership Unit in PIQA for technical direction and guidance.
  • Supports country programs to network with institutions and experts in capacity strengthening.
Required Qualifications
  • Master’s degree in organizational development, public or business administration, community development, or equivalent degree with proven capacity strengthening experience.
  • Seven to ten years of progressive responsibility building institutional capacity in overseas relief and development programs in partnership with local organizations.
  • Demonstrated ability to transfer knowledge to diverse audiences through participatory adult training, mentoring, distance education and other formal and non-formal methods.
  • Strong design and facilitation skills
  • Fluency in English (and French preferred)
  • A professional with high integrity and good stewardship of resources
  • Ability to cultivate constructive relationships
  • Willingness to travel regional to 40-50%
