About
Danish Embassy: The Embassy of Denmark in Nairobi is looking to recruit a
Programme Officer to coordinate and manage the Embassy’s peace and
stabilisation engagements related to Somalia under the Danish Peace and
Stabilisation Programme for the Horn of Africa (PSP HOA).
The Programme Officer will report to the Embassy’s senior management, defence attaché, the Whole-of-Government Secretariat, including representatives of the Ministry of Foreign Affairs (MFA) and the Ministry of Defence (MoD) on engagements.
The portfolio of the Programme Officer is expected to include support to governance, conflict mitigation, rule of law and rehabilitation in Somalia.

Main
Duties and Responsibilities
The
Programme Officer’s responsibilities include but are not limited to the
following:-
Programme
Management
- Daily
management, financial management, administration, monitoring, reporting,
coordination, review, evaluation and political dialogue relating to PSP
HOA
- Engagements
managed by the Embassy which includes monitoring of prisons supported by
the PSP HOA as part of the International Monitoring Committee.
Political developments stabilization and security
- Reporting
on relevant developments and challenges relating to PSP HOA, incl. support
to broader political, stabilisation and security reporting on Somalia
- Contribution
to Danish government policy papers, strategies, plans and programmes
related to PSP HOA.
- Support
to governance, conflict mitigation, rule of law, countering violent
extremism and rehabilitation in Somalia
- Reporting
to the Whole-of-Government Secretariat and relevant stakeholders in MFA
and MoD on developments and challenges relating to PSP HOA, including
relevant Compact Working groups on Security and Justice, Political,
Stabilization, Rule of Law, Police Justice and Correction
- Monitoring
PASP HOA funded prisons in Somalia
- Responsible
for contributing to Danish Government policy papers, strategies, plans and
programmes related to PSP HOA.
- Responsible
for reporting on corruption issues
Administrative responsibilities
- Assisting
in the preparation, planning and organization of missions relating to PSP
HOA as well as other high level visits, missions and other events.
- Preparation
of agreements, disbursements, reallocations and supplementary
appropriations
- Up-dating
management tools – PPO, PDB, FMI, F2
Minimum Qualifications
- The
applicant must have a relevant bachelor’s degree in political science,
peace and conflict resolution, international affairs or social sciences or
equivalent. A relevant master’s degree would be an added advantage.
- A
minimum of 3 years progressive professional working experience, including
working experience with programme management and financial management.
- Excellent
oral and writing skills (English) are a requirement.
- Extensive
experience in relevant development work related to peace and security issues
- Field
experience in conflict/post conflict contexts would be an added advantage
- The
applicant should be a team player, and be able to work independently often
with short deadlines.
- The
applicant must be ready and able to deal with an often changing environment,
which has impact on the daily work and planning.
- The
applicant must be ready to make regular duty travels to Somalia and
Somaliland under due consideration of the MFA’s and the Embassy’s security
regulations.
- Participation
in the MFA Hostile Environment Affairs (HEAT) training course or the UN
SAFE training course is a requirement.
- Experience
or skills related to the following areas will be considered of particular
relevance:
- Knowledge
and working experience regarding Somalia and/or stabilisation, fragile
states.
- Working
experience with the Danish central administration, particularly the
Ministry of Foreign Affairs and Ministry of Defence will be an added
advantage.
- Understanding
the dynamics in relation to bilateral and multilateral aid implementation
and coordination is an advantage.
- Knowledge
of Danish language is an advantage but not a prerequisite
The position is limited to the lifespan of PSP HOA Programme
from 2015-2017.
The
candidate is expected to start 1 August 2015.
Remuneration
as programme officer; a professional and conducive working environment will be
offered.
The
programme officer will be based at the Danish Embassy in Nairobi but is
expected to make frequent travels to Somalia.
