Duties and Responsibilities
 
Head of the structural department and responsible for its organization, management and administration.
  • Direction, Control and coordination of all the county activities relating to planning & design
  • Construction and Maintenance of civil works
  • Ensure efficiency of design and tract drawings, implementation of specification and quality control and quality control formulation of design standards and procedures
  • Development of research and materials in building technology
  • Formulation of policy and development of standards
Requirements for Appointment
  • Be a Kenyan citizen
  • Have a Bachelors Degree in Civil Engineering or its equivalent from a recognized University
  • Must have served in the grade of Job Group J for at least three (3) years
  • Have been registered by the Engineers Registration Board of Kenya
  • Have membership with Institute of Engineers of Kenya
  • Attended the project managerial course lasting not less than four (4) weeks from a recognized institution
  • Demonstrated general administrative ability required for direction, control and implementation of civil engineering services
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya

Duties and Responsibilities
  • Accepts responsibility for all intergovernmental relations activities and services, including planning and supervising a comprehensive countywide information system.
  • Participates, as assigned, in the development and implementation of goals, objectives, policies and priorities for county wide legislative and policy actions.
  • Serves as a liaison; develops and enhances positive, effective relationships with other agencies and elected representatives, with particular emphasis on local agencies, county organizations, and state representatives including elected officials, regulatory bodies.
  • Maintains awareness of legislative activities affecting county operations and the potential impact on County operations, tracks State and National Government legislation; anticipates legislative issues and identifies opportunities to develop and influence policy to best meet the needs of the County and the Citizens.
  • Interprets complex and technical legislative reports and summarizes data for County Executive and staff.
  • Conducts studies, surveys, and collects information on difficult intergovernmental and administrative problems; analyzes findings and prepares reports of practical solutions for review for County Executive and other relevant officers.
  • Provides technical support and legislative updates to County Executive and staff.
  • May be assigned to coordinate assigned programs of the Chief Officer’s Office with County departments and divisions and with outside agencies
  • Represents the County in Government meetings, special commissions and boards, the community at large, at professional meetings as required, and with legislators, elected and appointed officials, and other political jurisdictions.
Requirements for appointment
  • A Bachelors degree in Public Administration, business administration or any other related field.
  • Masters Degree in the relevant field and Senior Management Course are highly desirable.
  • Knowledge of modern principles of public administration and the public legislative processes, current political and economic trends in governments, principles and practices of Intergovernmental relations and report writing skills are added advantages.
  • Five years experience in the relevant field.
  • Skills in computer literacy and software applications.

Duties and Responsibilities: An officer at this level will be responsible to the Chief Officer, information Communication Technology for the formulation, implementation and coordination of ICT policies, strategies and programmes in the Public Service.

  • Be a member of a relevant professional body.
  • Demonstrated a high level of competence and outstanding management qualities in computerized information systems; and
  • A thorough understanding of the national goals and objectives and the ability to interpret and apply them to the computing management concepts.

Requirement for appointment
  • Be a Kenyan Citizen
  • Served at least 10 years at senior management level in the field of Housing & Community development either in public or private sector 6 of which should be post qualificationexperience.
  • Be a holder of a degree in any of the following disciplines: Housing administration; Urban Management; Urban/Regional Planning; Valuation and property management; or a comparable qualification from a University recognized in Kenya.
  • Been registered with any relevant professional body

Job Description
  • Maintain the work structure by updating job requirements and job descriptions for all positions
  • Implementation of advisory committee decisions as regards appointments, promotions and discipline.
  • Ensuring compliance with public service values and principles in the county.
  • Carry out staff audits, identifying gaps and proposing optimal staffing level in the county
  • Preparing the budget for the HRM function
  • Ensuring correct interpretation of human resource policies, rules, regulations, labor laws and other relevant statutes
  • Establishing performance management systems and organizing for transfer of all human resource records from both national and county agencies
  • Preparation of human resource transition reports and
  • Performing any other duties as assigned
Requirements for appointment
  • Be a Kenyan citizen
  • Have a Bachelors degree in any of the following: Commerce (Human Resource Management Option), Social Sciences with a diploma in HR or any other relevant and equivalent qualification from a recognized university.
  • Be a member of the relevant professional body (IHRM).
  • Have relevant working experience of not less than 10 years.
  • Masters Degree in the relevant field is an added advantage.
  • Be computer literate.
