The County Assembly Service Board of
the County Assembly of Meru invites applications from suitably qualified Kenya

Duties and Responsibilities
- Finance control of the whole institution of
the County Assembly
- Accounting for the money allocated to the
County Assembly
- Formulation, interpretation and application of
Accounting and finance policy, procedures, rules and regulations
- Authorization of all expenditure for the
County Assembly Service Board
- Development, implementation and evaluation of
the relevant division strategic plans, programs and projects in
collaboration with other departments and stakeholders
- Evaluation of financial implication of major
policy changes
- Oversee preparation of annual work plans and
financial budgets
- Ensuring strict compliance with all financial,
budgetary and procurement procedures
- Linking with treasury in areas of procurement
guidelines, accounting matters and financial regulations as stipulated in
the law
- Providing financial information for decision
making
- Formulation of Accounting policies,
procedures, regulations and standards for operation and control
- Application of budgeted funds for operation
and development
- Overall preparation of County Assembly Service
budget
Requirements for Appointment
- Be a Kenyan Citizen
- Holder of a first degree in B.Com (Finance or
Accounting) or its equivalent with minimum of 5 years relevant experience
- Must have relevant knowledge and experience of
not less than (7) years in a senior management position in public service
or private sector
- Be a holder of CPA (K) or ACCA qualifications
- Be registered with ICPAK or any relevant
accounting professional body
- A master’s degree in the relevant field will
be an added advantage
- IFMIS knowledge will be an added advantage
- Demonstrate high degree of professional and
technical competence as reflected in work performance and results
- Be conversant with policy formulation and
implementation
- Be a strategic thinker and result oriented
- Be computer literate
- Have capacity to work under pressure and meet
strict deadlines
- Demonstrate a thorough understanding of
devolution, the County development objectives and vision 2030
- Good writing and verbal communication skills
- Interpersonal and human resource management
skills
- Ability to multi-task, motivate and lead
others
- Satisfy the requirement of chapter 6 of the
constitution of Kenya 2010 on Leadership and integrity.
