Purpose of the Post: Under the supervision of the Health
Specialist/Polio C4D, work in partnership with Ministry of health (unit of
vaccines and immunization) and Ministry of Education to adopt two key
strategies, Mtoto-kwa-mtoto (Child to child) and Youth strategies with overall
goal of reducing the numbers of unvaccinated and under-vaccinated children in
priority counties that have posted low immunization performance over the years
at National and county level.
Major Duties and Responsibilities:

- Organize an Advocacy meeting for KEY
stakeholders (MOH, MOE, health care provider-county and sub county nurses
and health promotion, parent and teachers association chair etc) in the
selected areas to share on the proposed intervention, obtain consensus and
support for the initiative, review the design of the initiative and
develop and implementation plan with defined roles and responsibilities.
- Support the National and County departments of
health to establish a coordination mechanism/secretariat to steer the
initiatives
- Participate in the design, development,
pre-testing and evaluation of key simple messages and tools for the
initiatives (for children and the youths)
- Support the development and implementation
rollout plan for the initiative with focus on following criteria:
immunization coverage and school enrolment. Areas with low immunization
rate, high dropout rates and high school enrolment to be prioritized in
initial phase
- Monitoring of implementation by youths,
schools teachers and the link health facilities.
- Any other duties assigned by the EPI/Polio
Communications and Child Health Specialist.
Required Qualifications:
- University degree in Communication, social
sciences, or any other relevant field of discipline.
Experience:
- At least 2 years’ experience in the areas of
communication planning, media and material development, preferably in the
area of development, technical assistance and children’s issues.
Specific Technical Knowledge
Required:
- Knowledge and familiarity with UNICEF work.
- Ability to research, analyze and synthesize
information is an asset
- Excellent written and verbal communication

Purpose of the Post: Under the supervision of
the Chief, Child Protection, this post is responsible for contributing to the
development of a national child protection system that prevents and responds to
violence, abuse and exploitation of children, including during emergency
scenarios such as natural disaster and conflict through:
(1) the development, implementation,
and coordination of child protection emergency prevention and response
initiatives;
(2) within the context of systems
development, contribute to the strengthening of those systems through the
integration of disaster risk reduction (DRR) and resilience in national and
county level programming; and
(3), supporting the development
and/or integration of child protection in emergency coordination mechanisms at
the national and county level.

- As part of a country-wide initiative towards
the development of child protection systems, develop sustainable and
institutionalized emergency preparedness and response capacities within
government structures - at national and county levels - in accordance with
the CCCs by supporting a broad spectrum of training and capacity building,
including, but not limited to, Child Protection in Emergencies,
Psychosocial Support (including Child Friendly Spaces), Separated and
Unaccompanied Children, Gender-Based Violence, development/support to Case
Management, Sexual Exploitation and Abuse, and demobilization of
child-combatants and monitoring and reporting (as required).
- In collaboration with UNHCR and implementing
partners engaged in Dadaab and Kakuma refugee camps, support the
development and implementation of child protection interventions in
accordance with the parameters set by contingency planning exercises and
work plans for the refugee population
- Responsible for arranging contracts (program
cooperation agreements and special service agreements), securing standby
partners, arranging for supply procurement, and in collaboration with
section, ensuring appropriate management and use of emergency resources
- With regard to the IASC cluster approach and
under the auspices of humanitarian reform, ensure child protection in
emergency needs and activities are reflected in broader humanitarian
appeals for Kenya, including FLASH, CAP, and CERF, and mainstream child
protection concerns through sectors and/or clusters.
- Within UNICEF, and as required, contribute to
raising additional funds for child protection systems development and
child protection in emergencies, prepare donor proposals, donor reports
and/or briefing notes (including sitreps) on child protection
interventions.
Required Qualifications:
- Advanced university degree, preferably in the
social sciences, law or other relevant field.
Experience:
- At least 5 years of progressively responsible
professional work experience in international setting or in emergency
prevention and response within Kenya, including supervisory experience.
- Emergency child protection experience with
refugees and/or IDPs is required, as is experience working in conflict and
natural disasters, i.e, drought/flooding.
- Must have demonstrated knowledge and training
experience with child protection in emergencies including psychosocial
support, IDTR, Case Management, and GBV.
- This position requires: excellent writing,
analytic, and communication/diplomacy skills; supervisory experience; and
a demonstrated ability to mobilize resources.
Language: Good knowledge of English language and knowledge of
the working language of the duty station.

Position Title:National Project Professional Personnel (NPPP) – Monitoring and
Evaluation
Grade: Service Contract (SB-4)
Location: Nairobi
Duration: 1 year

Reporting to: The Director, Monitoring and Evaluation Department,
Ministry of Devolution and Planning
Background: The Government of Kenya through the Ministry of
Devolution and Planning (MDP) is mandated to facilitate and coordinate the
national development planning process, oversee the implementation of Kenya’s
Vision 2030 Development blueprint and provide leadership in the implementation
of economic policies.
To track
implementation of Kenya Vision 2030 and its Medium Term Plans (MTPs), the
Ministry through the Monitoring and Evaluation Department (MED) has developed a
National Integrated Monitoring and Evaluation System (NIMES).
NIMES has been reporting progress on
the implementation of the Kenya Vision 2030 which is implemented through its
five year MTPs. Currently, MED is tracking the implementation of the Medium
Term Plan II (2013-2017).
The specific objectives of NIMES are:
- Building the Monitoring and Evaluation
practice across Kenya, ensuring integration of government and non
government partners in reporting process
- Strengthening capacities for Monitoring and
Evaluation at all levels
- Producing policy research and key monitoring
and evaluation reports
- Tracking follow-up on the implementation of
recommendations of major monitoring reports Institutionalising standards
for harmonised projects monitoring and reporting at national and county
levels.
- MED has been facing several challenges in its
operations, one of these being low capacity.
- Indeed the Government of Kenya recognizes the
need for rapid assessments as well as intensive monitoring and evaluation
to assess relevance, efficiency, effectiveness, impact and sustainability
of its policies, programmes and projects.
- However, very few M&E exercises are
currently being conducted; this is as a result of low capacities in terms
of personnel and skills to undertake this.
- One of the roles of the M&E department is
to strengthen its human and institutional capacities to ensure that
M&E is conducted as often as possible and results packaged and
communicated effectively.
Objective: The National Project Professional Personnel
(NPPP) will provide technical advice, coordinate and oversee the implementation
of the evidence and rights based decision making,; strengthening of the
Monitoring and Evaluation Systems and Capacities; and generation of population
and socio-economic data.
The Monitoring and Evaluation Officer
will be responsible for providing support to planning, implementing and
managing administrative and programme results under the UNDAF Outcome 1.4: “By
2018 development planning & decision making are evidence & rights based,
supported by a well-established & strong research monitoring &
evaluation culture that guarantees the independence, credibility, timeliness
& disaggregation of data, broadly accessible to the intended audience”.
Duties and Responsibilities
Under the guidance of the Director, Monitoring and Evaluation Department, the Monitoring and Evaluation Officer will be responsible for the following:
- Provide technical advice on the effective
monitoring of government’s development policies, projects and programmes
- Assist to coordinate implementation of the
UNDAF 1.4 Outcome on Evidence and Rights Based Decision Making by MED as a
key stakeholder
- Assist to coordinate implementation of the
UNFPA supported project to the Monitoring and Evaluation Department
- Advise and participate in the implementation
of the National Integrated Monitoring and Evaluation System (NIMES)
- Provide technical advice on the development
and implementation of National Monitoring and Evaluation plan and
Participate in building Monitoring and Evaluation Capacities at the
national and county level.
- Advice and participate in Public Expenditure
Reviews preparation.
- Provide M&E technical support in
development of M&E tools
- Advise and Participate in packaging and
communicating of M&E findings
- Advise on and participate in best ways to
advocate for M&E and utilization of its findings to influence decision
making.
- Participate in various committee meetings such
as the National Steering committee, Technical Oversight Committee,
Technical Advisory Groups and Capacity Development Project Implementation
Technical Committee
- Participate in other M&E related
activities as may be requested from time to time.
- Any other duties as may be requested by
Director MED.

stakeholders

Experience
- At least ten years relevant experience in
conducting Monitoring and evaluations (impact and performance evaluations)
in both developing countries and emerging economies.
- Experience in development and roll out of
National, regional or international Monitoring and Evaluation plans either
in the public sector or Non-Governmental organizations.
- Strong quantitative analytic skills(managing,
analysing and interpreting data) using statistical packages like SPSS and STATA
- Ability to work with stakeholders of diverse
cultural and academic backgrounds
- An understanding on M&E reporting and
communication
Conditions
- The post is for an initial period of one (1)
year , renewable
- This is an office based appointment with frequent
travel to the field.
